Parker Road approximately 850 feet; Wiley Street approximately 1,400 feet; Fell Street approximately 500 feet; Houston Street approximately 360 feet; Spring Street approximately 420 feet; Wharton Park approximately 300 feet; Kimball Avenue, a new development between Cordis Street and Eastern Avenue, approximately 660 feet; in "A" Avenue, so-called, in "B" Avenue, so-called, and in "D" Street, so-called, in a new development west of Vernon Street, approximately 2,100 feet; in "D" Street Extension, so- called, off Juniper Avenue, approximately 300 feet; and in a new develop- ment, street unnamed, lying between Morrison Road West and Brook Street, approximately 1,200 feet; Chapman Road approximately 500 feet; Forest Road approximately 600 feet; and Edmunds Place approximately 200 feet; and for any other work of like construction where pipes of same dimension as mentioned above are used, and raise and appropriate a suf-

Chairman James F. Keating announced that the Finance Committee recommended favorable action on Article 27.
On motion by John I. Preston :
Voted: That the Town authorize the Water and Sewerage Board to lay water mains of not less than six inches, but less than sixteen inches in diameter in any or all of the streets and private ways named in Article 27, and to pay for the cost thereof, the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $65,000, and issue bonds or notes of the Town therefor, payable in annual installments within twenty years, or at such earlier times as the Treasurer and Select- men may determine.
The vote in the affirmative on Mr. Preston's motion was unanimous. On motion by Herman G. Dresser:

Art. 31. To see if the Town will authorize the Water and Sewerage Board to construct a sewer in Stark Avenue from the present location for sewer as voted in Article 12 at the Annual Town Meeting of 1946, south- easterly approximately 700 feet, and raise and appropriate a sufficient sum of money therefor or authorize the Treasurer, with the approval of the Selectmen, to borrow and issue notes or bonds of the Town therefor .- Board of Health.
Art. 32. To see if the Town will authorize the Water and Sewerage Board to construct a sewer in Foundry Street from the existing sewer at Broadway, northerly approximately 990 feet and raise and appropriate a sufficient sum of money therefor or authorize the Treasurer, with the ap- proval of the Selectmen, to borrow and issue notes or bonds of the Town therefor .- Board of Health.

To see if the Town will authorize the Water and Sewerage Board to construct a sewer in Spaulding Street from Lake Avenue westerly approximately 400 feet; and also in Lake Avenue from Church Street northerly approximately 550 feet; also to authorize the said Water and Sewerage Board to construct and equip an underground sewerage ejector station on land owned by the Town of Wakefield, and also to construct a force main in Lake Avenue to the now evisting gravity sewer at the intersection of Church and Common Streets, and raise and appropriate a sufficient sum of money therefor or authorize the Treasurer, with the approval of the Selectmen, to borrow and issue notes or bonds of the Town therefor .- Board of Health.
Art. 41. To see if the Town will authorize the Water and Sewerage Board to construct a sewer in Brook Street from the manhole in the Met- ropolitan Sewer System near the Metropolitan Pumping Station, southerly approximately 850 feet, and raise and appropriate a sufficient sum of money therefor or authorize the Treasurer, with the approval of the Se- lectmen, to borrow and issue notes or bonds of the Town therefor .- Board of Health.
The Finance Committee recommended that the Water and Sewerage Board be authorized to construct sewers in the various streets described in Articles 31 to 41 inclusive, and raise and appropriate the sum of $6,000 therefor, and further appropriate $80,000 by bond issue, 20-year term; and that the Town Treasurer offer the formal motion.
On motion by John I. Preston:
Voted: That the Town authorize the Water and Sewerage Board to construct sewers in the streets described and named in Articles 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, and 41 in the warrant for the 1948 Annual Town Meeting, and construct and equip a sewerage-ejector station and force main as called for in Article 40, and to pay the cost of said construction, the sum of $6,000 be raised by taxation, and the Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow the sum of $80,000, and issue notes or bonds of the Town therefor, payable in an- nual installments within thirty years from their date, or at such earlier times as the Treasurer and Selectmen may determine.

Meeting called to order at 7.30 P. M., by Moderator Loring P. Jordan, Jr., articles 31 to 41 being before the meeting.
Arthur L. Gardner asked permission of the meeting to present a reso- lution. There being no objection, the Moderator recognized Mr. Gardner, who stated that last week's protest-meeting of 700 or 800 people appointed a committee to protest the proposed routing of Route No. 28 through Wakefield Park, and that said committee had prepared a resolution, which he read, as follows:
RESOLUTIONS
WHEREAS, a Master Highway Plan for the Boston Metropolitan Area, dated February 1, 1948, has been submitted to His Excellency, the Gover- nor of the Commonwealth of Massachusetts, in accordance with his Direc- tive of August 9, 1947, and
WHEREAS, a part of this plan contemplates the establishment of a "Northern Express Highway," which includes a so-called "Stoneham By- Pass" from present Route No. 28, and
WHEREAS, this "Northern Express Highway," as proposed, will pass through one of the best residential sections of the Town of Wakefield, for the most part in a cut up to thirty feet in depth, and
WHEREAS, the various aspects of this plan are now under considera- tion by the citizens of Wakefield in Town Meeting this 15th day of March, 1948, and

WHEREAS, such a highway will necessitate the removal of many sub- stantial residences, will utilize some of the best vacant land available for new residences, will isolate a large area from schools, fire protection, trans- portation facilities, churches, and the business section of the Town, and
WHEREAS, the above-mentioned effects of the plan will cause most serious damage to this Town,
NOW THEREFORE, be it
RESOLVED that it is the sense of this meeting that the "Northern Express Highway," as proposed by the report of the Joint Commission in its Master Highway Plan, should be abandoned in favor of a plan which will cause less damage to residential property, and be it further
RESOLVED that a copy of this resolution be transmitted to the Chair- man of the Department of Public Works of this Commonwealth, and be it further
RESOLVED that this meeting approves a committee of citizens ap- pointed by the Board of Selectmen to confer with the officials of the De- partment of Public Works of this Commonwealth relative to the modifica- tion of such routing as it may affect the Town of Wakefield.

The result of the vote on this amendment, as counted by the tellers, was, Yes, 102; No, 175; and the moderator declared the amendment not carried.
Amendment by Richard J. Volpe :
To add to the item "Water Street Playground" the sum of $7,600.00, making a total of $12,600.00, and that the moderator appoint a committee of five, one member of which shall be a person with engineering experi- ence, to advise and work with the Park and Cemetery Board for the ex- penditure of this appropriation.
The vote on this amendment was in the affirmative, a count by tellers not being necessary.
