To see if the Town will vote to amend the Classification, Salary and Wage Plan of the Town of Wakefield, being Chapter 17 of the By-laws of the Town, under authority of General Laws, Chapter 41, Section 108A:


(a) By deleting Scction 5 (a) therefrom and substituting the fol- lowing: Holidays. Town employees shall be entitled to the following holi- days with pay at their regular straight time rate when they fall or are observed within the regular work week: January first, February twenty- second, April nineteenth, May thirtieth, July fourth, the first Monday of September, October twelfth, November eleventh, Thanksgiving Day and Christmas Day. Employees required to work on a legal holiday shall be paid according to the provisions provided for in section 4 - par. 1.


(b) By deleting Section 4- (1) therefrom and substituting the fol- lowing: Additional compensation shall be paid for any work in excess of the normal hours of employment at such rate not exceeding 11/2 times the established rate of compensation, as the department head, with the ap- proval of the Personnel Board, shall establish; provided, however, that such additional compensation may be paid, at a rate not exceeding twice the established rate of compensation, on Sundays and holidays; and, provided further that in the case of snow removal occurring outside the regular hours of duty, a supervisor shall be paid straight time and other employees 11/2 times the rate for regular employment.

To see if the Town will vote to amend the General By-laws of the Town by adding to Chapter VII thereof, the following section: Section 22. No person shall behave in a rude or disorderly manner, or use any indecent, profane or insulting language, in any public way, park, common or other public place in the town, or near any dwelling house or public building therein.


On motion by Finance Committee:

Voted: To amend the General By-laws of the Town by adding to Chapter VII thereof the following section: Section 22. The vote in the affirmative was: YES, 327 - NO, 57.


ARTICLE 19


To see if the town will vote to accept the provisions of General Laws Chapter 41, Section 97A, providing for the establishment of a police de- partment by the Selectmen.

On motion by Finance Committee:


Voted: To accept the provisions of General Laws, Chapter 41, Section 97A, providing for the establishment of a police department by the select- men.


ARTICLE 20


To see if the Town will vote to accept the provisions of Chapter 810 of the Acts of 1960, the so-called "jay-walking" statute.

On motion by Finance Committee:


Voted: To accept the provisions of Chapter 810 of the Acts of 1960, the so-called "Jay-Walking" statute.


ARTICLE 21


To see if the Town will vote to accept the provisions of General Laws, Chapter 32, Section 95A, pertaining to the granting of an annuity or pension to the surviving spouse or children of certain deceased former employees; and to raise and appropriate a sufficient sum of money to carry out the provisions of this article.
