REPORT OF THE WESTERN BERKSHIRE WELFARE DISTRICT


The towns of Lanesborough, Hancock and New Ashford voted, at previous town meetings, to join a Welfare District. This action was carried out during the spring of 1952 at several meetings of the Boards of Public Welfare of the three towns. A member of the Board of Public Welfare from each town was appointed to serve on the District Committee. This Committee consists of Arthur Campbell of Lanesborough as Chairman, Cecile Love of New Ashford as Secretary and Henry Blair of Hancock as the third Committee member. The Committee meets monthly to authorize expenditures, approve warrants, hear the Agent's report and discuss policies and procedures concerning the efficient operation of the District. The Western Berkshire Welfare District started operating officially on July 1, 1952.


From a financial viewpoint, the advisability of forming a Welfare District has already been justified during the first six months of operation. During this period, it has proven less costly than the previous six months when the towns operated in- dividually. The total expenditure since July 1, 1952, including office equipment, was $1789.75. Of this amount, the Federal and State reimbursement was $1491.47. The local share of the $298.28 balance was $89.48. This compares with $235.16 for the previous six months when the town operated alone. The expenditures for the coming year can only be estimated, but it would appear that the local share of the District expense will not exceed $170.00 for a full year.


Hancock has contributed $565.00 as its share to operate the District. This amount may seem to conflict with the amount mentioned previously as the town's share of the cost of operation, but it was necessary to have enough money to operate the District until Federal and State reimbursement was received. This reimbursement has now been received and Hancock's share has been credited to its account. Future shares of the cost of operation will be deducted from this amount.


The lower cost of District operation, in addition to a full time Agent with regular office hours, has made a more efficient department which can better serve the recipients and the town.


The total caseload as of January 1, 1952 was 22. During the year there were 2 new applications received and processed, and 6 cases closed. 2 by death, 1 by transfer to another city, 1 by commitment to an institution and 2 through the recipients becoming ineligible. The caseload as of January 1, 1953 is 18.


I would like to express my appreciation for the help and cooperation extended to me by the District Committee, the Board of Public Welfare and the Treasurer of Hancock.
