REPORT OF AN AUDIT
September 21, 1959
To the Board of Selectmen

Gentlemen:
I submit herewith my report of an audit of the books and accounts of the town of Hancock for the period from September 26, 1957 to June 21, 1959, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

Sir:
As directed by you, I have made an audit of the books and accounts of the town of Hancock for the period from September 26, 1957, the date of the previous examination, to June 21, 1959, the following report being submitted thereon:
The financial transactions, as recorded on the books of the several depart- ments collecting or disbursing money for the town or sending out bills for collec- tion, were examined, checked, and verified.
The surety bonds of the several town officials required by law to furnish them were examined and found to be in proper form.
The books and accounts of the town treasurer were examined and checked in detail. The receipts, as recorded, were analyzed and checked with the records in the departments collecting money for the town and with other sources from which money was paid into the town treasury. The payments were compared with the treasury warrants approved by the selectmen and with the classified record of payments. The cash book footings were verified, and the cash balance on June 21, 1959 was proved by reconciliation of the bank balance with a statement fur- nished by the depository and by actual count of the cash in the office.
The records of payroll deductions for Federal and State taxes, as well as for the county and the teachers' retirement systems, were examined and checked. The individual records of deductions were listed, the payments to the proper agencies were verified, and the balances in the general treasury on June 21, 1959 were proved.

The payments on account of maturing debt and interest were proved by com- parison with the amounts falling due during the period of the audit and with the cancelled securities and coupons on file.
The records of tax titles and tax possessions held by the town were examined and checked in detail. The amounts added to the tax title account were compared with the collector's records, the foreclosures were verified, and the tax titles and tax possessions on hand were listed, proved, and checked with the records at the Registry of Deeds.
The savings bank books representing the investment of the trust and invest- ment funds in the custody of the treasurer were examined and listed. The be- quests and income were proved and the withdrawals were compared with the treasurer's record of receipts.
The books and accounts of the tax collector were examined and checked. The tax and excise accounts outstanding at the time of the previous examination, as well as all subsequent commitment lists, were audited and proved with the asses- sors' warrants. The collections, as recorded, were checked with the payments to the treasurer, the recorded abatements were compared with the assessors' records of abatements granted, the transfers to the tax title account were verified, and the outstanding accounts were listed and proved.
To further verify the outstanding accounts, notices were sent to a number of persons whose names appeared on the books as owing money to the town, and from the replies received it appears that the accounts, as listed, are correct.
The financial transaction of the town clerk were examined and checked. The receipts for dog and sporting licenses were checked with the records of licenses issued, the payments to the Division of Fisheries and Game and to the town treasurer were verified, and the cash on hand June 21, 1959 was proved by actual count.
The appropriations were listed from the town clerk's record of town meet- ings, and the amounts voted were compared with the aggregate appropriations raised by the assessors in the computation of the tax rates for 1958 and 1959.
The records of receipts of the selectmen and the sealer of weights and meas- ures, as well as of the police, welfare, school, library, and cemetery departments, and of all other departments collecting money for the town or committing bills for collection, were examined and checked with the treasurer's cash receipts.
It was noted that expenditures for Chapter 81 and Chapter 90 highway projects exceeded the amounts available on June 21, 1959 by $6,746.72. Attention is called to the fact that expenditures for highway projects carried on by the town in conjunction with the State and county may not exceed the aggregate amount of the appropriations voted by the town, together with the amount actually received by the town on account of allotments. Whenever the reimbursements from the State and county are not received in time to provide for payment of payrolls, etc., temporary loans under the provisions of Section 6A, Chapter 44, General Laws, may be issued by the treasurer.

In conjunction with the audit of the treasurer's accounts, the books and accounts of the treasurer of the Western Berkshire Welfare District were audited. The receipts were analyzed and proved, the payments were checked with the ap- proved warrants, and the cash balance on June 21, 1959 was proved by reconcilia- tion of the bank balance with a statement furnished by the depository.
The district records of payroll deductions on account of Federal and State taxes were examined and checked. The deductions were listed, the payments to the proper agencies were verified, and the balances in the district treasury were proved.
Ledger accounts were compiled, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town on June 21, 1959.
There are appended to this report, in addition to the balance sheet, tables showing a reconciliation of the treasurer's cash, summaries of the tax, excise, and departmental accounts, as well as schedules showing the transactions and condi- tion of the trust and investment funds.
During the progress of the audit cooperation was extended by all town officials, for which, on behalf of my assistants and for myself, I wish to express appreciation.

School Committee Regulation on School Entrance
A child must have reached the age of five years on or before February 15, 1960 to be eligible for entry into the first grade class in September of 1960. In addition, no child may begin school unless he or she presents a birth certificate and a vaccination certificate, or an exemption-from-vaccination certificate, to the enrolling teacher on or before the first day of school.
