BONDED DEBT
On January 1, 1939, the bonded debt of the Water De- partment was $30,000.00. During the year 1939 this amount has been reduced to $20,000.00 by a principal payment of $10,000.00. The interest paid during the year was $1,200.
REVENUE
The total collections for 1939 amounted to $46,500.29, divided as follows :

It may be interesting in this connection to note that the average annual collections for the past six years (1934 to 1939) have been $45,000.00.
PUMPING STATION
The Diesel engine driven pumping plant at the Lout Pond station has continued to give satisfactory service during the past year. This unit operated 2,782 hrs. in 1939 and pumped 297,743,000 gals. of water against a head of 72 ft., using 9,080 gals. of fuel oil. Or, stated an- other way, 32,800 gals. of water was pumped for each gal. of fuel oil consumed. The record for the previous year was 31,700 gals. pumped per gal. of fuel oil used.
The Barr steam pump, used as a standby, was oper- ated 1661/2 hrs. during 1939 and pumped 14,100,000 gals. of water. The fuel cost per million gals. of pumping with the Diesel engine for the two year period of 1938 and 1939 was $1.40. The fuel cost per million gallons with the Barr steam over a six year period from 1932 to 1937 inclusive was $6.80.
The cost of fuel oil, used in the Diesel, was 4.26 cts. per gal. and the average cost of soft coal was $6.86 per net ton.
We wish at this time to stress the danger of relying on the present standby pump for dependable use. This

unit consists of a direct acting Barr pump of 2 million gals. per twenty-four hours capacity, installed in 1903. One of the steam boilers was installed in 1903 and the other 1899.
The Commissioners feel that they do not wish to as- sume the responsibility of continuing this Barr pump and these boilers in service any longer and therefore recom- mend a new Diesel engine and pump, a duplicate of the one now in use, to be placed on the Barr pump foundation. The cost of the installation which would include Diesel engine and pump, pipe connections to existing suction and discharge, and a heater for the pump room would be $7,250.00.
We, therefore, urge the Town to make this appropria- tion in order that this new work may be done during 1940 and that the hazard of relying on the steam installation (parts of which are 37 years old and parts 40) may be eliminated.
· PROPOSED NEW WORK
The report of the Superintendent shows a table in de- tail of the lengths and sizes of new pipe lines laid during the year, and the cost of material used on each job.
For the year 1940 we recommend new pipe on Chest- nut Street, and a section of Allerton Street and Samoset Street.
It happens almost invariably each year, after appro- priations are passed on, at the Town Meeting, that re- quests are made for minor extensions of main pipe that had not been anticipated when making up the budget. The Commissioners feel that they should be in a position to comply with such requests as seem to them warranted. We therefore, recommend an appropriation of $6,000.00 for Construction, which will be sufficient to do the pro- posed work on Chestnut Street, Allerton Street, and Samoset Street, and allow for some extensions that can- not now be foreseen.

NEW TRUCK
We are recommending a new 1-ton truck to replace one bought in January of 1935. This truck has been run 57,000 miles and expensive repairs will have to be made if it is to be used. The net cost of the replacement will be $700.00.

MANOMET SYSTEM
The very dry spell through July and part of August when only 0.87" of rain fell from July 1 to August 12, in- clusive, necessitated running the small booster pump on the Shore Road to insure filling the Stone Tank each day. The pump was operated 350 hours in July and 502 hours in August.

In my opinion it would be desirable to make some studies during the coming year to determine the pos- sibility of developing an auxiliary water supply in Mano- met that would be available during periods of heavy draught each year when the demand on the whole system is at a maximum.
If we are able to develop such a supply it will not be necessary to operate the booster on Warren Avenue, since water from this new source could be pumped directly into the Porter Harlow tank and distributed from there into the whole system.
STANDPIPES
In April 1939 the 50,000 gal. standpipe at the Pine Hills was emptied and painted two coats of red lead in- side and in May 1939 the 50,000 gal. tank on Cherry Street was similiarly painted. The total cost of both these jobs for labor and material was $260.20.
These tanks will probably not need further attention for a period of four years.
RAINFALL
The average annual rainfall in Plymouth, as deter- mined from a fifty-three year record has been 46.27" and the rainfall for 1939 was 44.17".
During July and part of August we experienced a considerable drought. The July 1939 rainfall was 0.79", compared to a normal July rainfall of 3.26", and although the August 1939 rainfall was 4.10", compared to 3.63" normal for August, the total for the two months was only 4.89" against a normal of 6.89" over a 53 year period.
The result of this low rainfall is mentioned in another part of this report as being responsible for about 850 hours of operation of the Warren Avenue booster pump to keep Manomet standpipes filled.
HYDYRANTS AND GATES
During the year, the usual inspection of hydrants and gates was taken care of, as well as painting most of the

hydrants. Both hydrants and gates, at this writing, are in excellent working order.
ANALYSIS OF WATER
Sample of water from our source of supply were for- warded to the State Department of Public Health for the customary analyses, reports of which are on file in the office of the Superintendent.
