REPORT OF ADVISORY AND FINANCE COMMITTEE ON THE ARTICLES IN THE TOWN WARRANT
March 23, 1940
In addition to the activities of its several Sub-Com- mittees and to the monthly meetings of the whole Com- mittee during the fall of 1939, this Committee has held fifteen meetings since January first. Eight of the earlier meetings were principally devoted to consideration of appropriations of the Town Departments. After the publi- cation of the town meeting warrant the time was more particularly given to the very numerous special articles.
We think the voters, as a whole, will understand that the Committee, confronted with a warrant containing about seventy articles on which they must recommend, had to arrive at conclusions without too much extended delibera- tion. The proponents of any specific article who may feel that more of the Committee's time should have been allotted to them are asked to be considerate. Adverse recommendation often does not mean that the Committee sees no merit in the subject matter of an article.
No computation of the current year's tax rate has been incorporated in this report. While the tax load is always in the minds of the members when considering appro- priations, computing the tax rate is not a duty of the Committee. An extended tabulation of certain appropria- tions with their effect on the tax rate over a period of years, which was printed in the Advisory Committee's 1939 report apparently failed in its object.
There is one thing that should be remembered in this connection. The sum of $81,685.00 was appropriated from

the Excess and Deficiency Account last year and expended. This is equivalent to $3.75 on $1,000.00, and should be taken into account in any comparison of 1939 and 1940 tax rates.
Article 5. Will the town fix the salaries of the following town employees and instruct all governing officials to adjust these salaries as voted to take effect May 1, 1940: Chairman of Selectmen, Other Selectmen, Town Clerk, Town Treasurer, Chairman of Assessors, Other Assessors, Tax Collector, Town Accountant, Town Engineer, Supt. of Streets, Asst. Supt. of Streets, Town Laborers, Town Truck Drivers, Building Inspector, Custodian of Memorial Build- ing, Assist. Article 21. To see if the Town will appropriate the sum of three hundred and fifty (350) dollars, including two hundred (200) dollars received from insurance on tool house destroyed by fire, to be used for purchase of a road scraper for the Park Department.
The Committee recommends that the Town take no action.
Article 22. To see if the Town will purchase for the Fire Department an aerial ladder truck and appropriate therefor the amount of fourteen thousand five hundred (14,500) dollars. To meet the appropriation there be raised in the tax levy of the present year the sum of fifty-five hundred (5,500) dollars and the treasurer, with the ap- proval of the Selectmen be authorized to borrow a sum not exceeding nine thousand (9,000) dollars and to issue notes of the Town, to be payable in accordance with the provisions of Section 19 of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than five (5) years after the date of the issuance of the first note.
The Advisory and Finance Committee makes no recom- mendation under this article, in accordance with the Town By-Law, as the matter is in the hands of a special com- mittee. (The omission of any appropriation for this pur- pose in the list as submitted on a previous page is for this same reason.)
Article 23. To see if the Town will vote to raise and appropriate the sum of four thousand five hundred (4,500)

dollars to install a new toilet system at the Cornish School and to make such renovations in heat, light and ventilation as are necessary, the said appropriation to be spent under the direction of the School Committee.
The Committee recommends the appropriation of $4,500.00.
Article 24. To see if the Town will vote to raise and appropriate the sum of five hundred (500) dollars for the purpose of maintaining, during the ensuing year, the mos- quito control works constructed in the Town of Plymouth, as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931.
The Committee recommends the appropriation of $500.00.
Article 25. To see if the Town will appropriate a sum not exceeding fourteen hundred and fifty (1,450) dollars for the cultivation, propagation and protection of shellfish, to be expended under the direction of the Board of Select- men.
The Committee recommends the appropriation of $1,450.00.
Article 26. To see what amount the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture and to chose a Town Director, as provided in Sections 41 and 45, Revised Chapter 128 of the General Laws, and act thereon.
The Committee recommends that the Town take no action.
Article 27. To see if the Town will appropriate the sum of fifteen hundred (1,500) dollars to be used for highway maintenance on Federal Furnace Road, in conjunction with the State Department of Public Works and the Plym- outh County Commissioners.

Article 28. To see if the Town will provide co-opera- tion with the Federal Government in unemployment relief and other projects, of direct and indirect benefit to the Town or its inhabitants, and appropriate the sum of sixty thousand (60,000) dollars. Said appropriation to be sub- ject to transfers only on orders of the Board of Selectmen for the several projects and for necessary local adminis- tration.
The Committee recommends the appropriation of $50,- 000.00 to be used for the purposes and in the manner set forth in the article.
We also recommend that all articles in subsequent town meeting warrants, to appropriate money for this purpose, shall include a complete list of all projects contemplated and the approximate cost to the Town of each, to the end that the Town shall determine the projects to be under- taken.
Article 29. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town fourteen (14) days at least before the sale, property taken by the Town under tax title procedure, provided that the Selectmen or whomsoever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action relative thereto.
The Committee recommends favorable action by the Town.
Article 30. To see if the Town will authorize the trans- fer of a sum not exceeding five thousand (5,000) dollars from the Reserve from Overlayings of Taxes to the Re- serve Account in the hands of the Advisory and Finance Committee.
The Committee recommends that the Town authorize the transfer of $5,000.00 from the Reserve from Overlay- ings of Taxes to the Reserve Account in the hands of the Advisory and Finance Committee.

Article 31. To see if the Town will appropriate the sum of two thousand (2,000) dollars for the employment of one or more district nurses. Said appropriation to be expend- ed under the supervision of the Board of Selectmen.
The Committee recommends the appropriation of $2,000.00.
Article 32. To see if the Town will appropriate a sum not exceeding eleven hundred (1,100) dollars to be ex- pended under the direction of the Selectmen, under Sec- tion 6A, Chapter 40, of the General Laws, for the purpose of advertising its resources, advantages and attractions.
The Committee recommends the appropriation of $1,100.00 to be expended under the direction of the Board of Selectmen, if and when an equal amount shall have been raised by public subscription, or by donation, and paid into the Town Treasury on or before July 1, to be used for like purposes.
Article 33. To see if the Town will purchase from James Spooner a small lot of land, to be used for park purposes, situated on the westerly side of Market Street, bounded southerly by Bass Alley, westerly, northerly and westerly by land now or formerly of the heirs of Nellie Wood, northerly by Town Brook and land of Ichabod Morton and Company and easterly by Market Street, for a price not to exceed three hundred (300) dollars, and will make the necessary appropriation therefor.
The Committee recommends favorable action and the appropriation of $300.00.
Article 34. To see if the Town will accept a gift of five hundred (500) dollars from the Executor of the will of the late Anna Spooner, to be expended for the planting and beautification of the land to be purchased from James Spooner and situated on the westerly side of Market Street.
The Committee recommends favorable action by the Town.

Article 35. To see if the Town will appropriate the sum of one thousand (1,000) dollars to be used for purchasing and erecting a chain link fence around the Veterans' Field as recommended by the Park Commissioners.
The Committee recommends the appropriation of $1,000.00.
Article 36. To see if the Town will appropriate a sum not exceeding twelve hundred (1,200) dollars for repairs to the Town Wharf.
The Committee recommends the appropriation of $1,200.00.
Article 37. To see if the Town will authorize the Ceme- tery Commissioners to purchase in the name and on the behalf of the Town as an addition to Vine Hills Cemetery a six acre parcel of land bounded on the east by Vine Hills Cemetery, on the north by Samoset Street, on the west by land of Doyle and Blenn and on the south by Saint Joseph's Cemetery, said land to be used for cemetery purposes, and will appropriate the sum of two thousand five hundred (2,500) dollars therefor, from the proceeds from the sale of cemetery lots and graves.
The Committee recommends that the Town authorize the purchase of the land as set forth in this article and appropriate $2,500.00 therefor from the proceeds of sales of cemetery lots and graves.
Article 38. To see if the Town will appropriate the sum of five hundred (500) dollars from the proceeds from the sale of cemetery lots and graves, to be expended by the Cemetery Commissioners for the improvement and em- bellishment of the addition to Vine Hills Cemetery.
The Committee recommends the appropriation of $500.00, for the purposes mentioned, from the proceeds of sales of cemetery lots and graves, provided that the appro- priation for purchase of the land is made under Article 37.
Article 39. To see if the Town will vote to accept Chap- ter 468 of the Acts of 1939, an act providing for the in-

clusion within the provisions of the Workmen's Compen- sation Law of certain employees of cities and towns en- gaged in work being done under a contract with the State Department of Public Works.
The Committee recommends that the Town vote to ac- cept Chapter 435 of the Acts of 1939, as amended by Chap- ter 468 of the Acts of 1939, insofar only that all employees of the Town, except members of the police or fire force, who are engaged in work being done under a contract with the State Department of Public Works, shall be in- cluded within the provisions of the Workmen's Compen- sation Law.
Article 40. To see what action the Town will take with reference to authorizing the Selectmen to sell a certain parcel of land on the westerly side of Court Street, form- erly a part of the Alden Street School lot. (By petition)
The Committee recommends that the Town take no action.
Article 41. To see what action the Town will take with reference to authorizing the Selectmen to sell a certain parcel of land on the easterly side of Water Street, adjoin- ing on the south the land owned by the Colley Cranberry Company, containing approximately 67,930 square feet, and shown as lot No. 46A on Plan No. 12, said plan being on file at the Assessors' Office, Plymouth.
The Committee recommends favorable action by the Town.
Article 42. To see if the Town will accept as a gift from the Plymouth Cordage Company a parcel of land on the southerly side of Liberty Street and the westerly side of Ocean View Avenue and Standish Avenue, said land to be used for park or playground purposes only.
The Committee recommends favorable action by the Town.
Article 43. To see if the Town will accept and allow as a town way, Nick's Rock Road, from the end of the 1932

layout of Nick's Rock Road to the northerly line of the rail- road righ of way, as laid out by the Selectmen and report- ed to the Town, and appropriate the sum of one hundred (100) dollars for land and property damages and expense of acquiring titles.

Article 46. To see if the Town will accept and allow as a town way, John Alden Road, from the end of Priscilla Road, northwesterly and northerly to the northerly line of the easterly end of a way known as Warrendale Road, as laid out by the Selectmen and reported to the Town, and appropriate the sum of one hundred (100) dollars for land and property damages and expense of acquiring titles.
