SEVENTY-SECOND ANNUAL REPORT


ANNUAL TOWN MEETING, MARCH 5, 1946


Pursuant to the foregoing warrant a meeting was held in the Rockland Opera House, beginning at 7:30 P. M., and the following votes were passed and action taken.


The meeting was called to order by the Moderator, Magorisk L. Walls.


Rev. Alfred M. Longmire offered the invocation which included prayer in memory of the fifteen men from Rock- land who have given their lives in the service of their country and the two who are missing in action. Also petitioned was God's loving care and protection for the three who are prisoners of war and for all men and women serving in the armed forces of our country and its allies with supplication that they be returned to their homes speedily and safely.


The warrant and Constable's return of service thereof was read by the Town Clerk.


Upon their need the Moderator appointed the following to act as tellers for the meeting: Elisabeth Loring, John A. Dunn, Michael Mastrodomenico, Roland T. Phillips. They were sworn to the faithful performance of their duties by the Town Clerk.


Article 1. Voted to lay on the table and later voted to take from the table. Then it was voted to accept the re- ports of the various town officers and committees as pub- lished in the Town Report.

SENSE OF MEETING VOTES


Under Article 1.


Voted that the Finance Committee be instructed that in the future they submit a detailed report that shows the amount appropriated in the preceeding year for the dif- ferent items, the amount asked for in the current year and the amount approved by them for the current year. This detailed report to include all town departments.

Voted that the salary of the Town Treasurer be estab- lished at $2,000.00 per year.


Voted that from the increased amount voted for Police Department, Sundry Expense, that the following amounts be used for the purposes named below


Locating Police Hdqtrs. in basement of present Town Offices $350 00

Janitor Service (Lock-up and Hdqtrs) 200 00


Voted that the pay of the Tree Warden and Moth Super- intendent be established at 95c per hour.


Voted that the Board of Health appoint a Food Inspec- tor who shall frequently make inspections of all places, including Soda fountains, in the Town of Rockland where food and drink are sold or distributed that he may legal- ly enter, and that he be paid a yearly salary of $1,200 (dollars) from the funds raised and appropriated for the purpose in the budget of the Board of Health under Ar- ticle No. 2.


A motion that Clean-up week be had monthly and that $1250 be raised and appropriated for the purpose was voted in the negative.


Voted that the salary of the Highway Surveyor be es- tablished at $1,800.00 per year.


A motion that the sum of $27,000.00 be appropriated under Highway Department, Sundry Expense - Highway Repairs - said amount to include the purchase of a "snow fighter" truck and a "snow fighter" tractor and that the amount of Six thousand Dollars ($6,000.00) be raised in the current tax levy and that the amount of Twenty-one thousand Dollars ($21,000) be transferred from the Ex- cess and Deficiency Account to this account and that the Moderator appoint a committee of three (3) to purchase the equipment described above was voted in the negative.

Voted that the Moderator appoint a committee of three (3) to report at the next Annual Town Meeting on the equipment needed by the Highway Department and that they prepare the necessary articles for insertion in the Town Warrant relative to the purchase of same.

Voted that the proceeds of the Dog Fund $533.61 be turned over to the Library Trustees for the support of the Library in addition to the amount raised and appropriated under Article No. 2 for the Memorial Library.


Voted that the Selectmen be instructed to investigate and report at the next Annual Town Meeting on the pur- chase or taking of a parcel or parcels of land adjoining the Reed Pond property, on the easterly side, for health, parking or recreation purposes.


Article 3. Voted to appropriate the sum of Thirty-two thousand one hundred twenty-four dollars and ten cents ($32,124.10) for the use of the Water Commissioners, and other expenses of the Water Department, the same to be taken from Water Revenue.

Article 4. Voted to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the fi- nancial year beginning January 1, 1946 and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of

less than one year in accordance with Section 17, Chapter 44 of the General Laws.


Article 5. Voted, providing the Town of Abington does likewise, to authorize the Joint Board of Water Com- missioners to purchase land or other easements, border- ing on the shores of Great Sandy Pond, Pembroke, for the purpose of protecting the water supply, said land to be held jointly by the towns, and to authorize the Water Commissioners to expend therefor a sum, to be taken from Water Revenue, not to exceed Two Thousand Dollars ($2,000.00) in addition to money previously authorized for said purpose. Article 6. Voted to raise and appropriate the sum of Two hundred sixty-one dollars and twenty-five cents ($261.25) to insure the Firemen of the Town of Rockland so that they may receive compensation in case of accident when on duty.


Article 7. Voted to raise and appropriate the sum of Two thousand dollars ($2,000.00) to grade the Lincoln School Playground, south of the Lincoln School building, and transfer the fence from the Webster Street School grounds.


Article 8. Voted to refer this article to the School Committee for them to take action, as to their desires, and they to report at an expected adjourned meeting, however after disposing of the last article in this warrant it was voted to return to this article and it was then


VOTED: that the School Committee be authorized to take whatever action they saw fit relative to the sale at Public Auction of the Webster Street School property, corner East Water and Webster Street, Rockland and the conveying of same.


Article 9. Voted that the Moderator and Clerk appoint a Committee of ten (10) to investigate the possibility of erecting a Memorial Building to the Veterans of our wars. (see concurrent action for this same committee under Ar- ticle No. 31.)

Article 10. Voted to instruct the Selectmen to accept, as the retiring authority, the provisions of Chapter 32, Sections 56 thru 60 inclusive, and amendments thereto, of the General Laws relative to Retirement Pensions of cer- tain veterans.


Article 11. Voted to raise and appropriate the sum of Fifteen hundred dollars ($1,500.00) to be used for ex- pense in connection with the Contributory Retirement Pension.


Article 12. Voted to raise and appropriate the sum of Four hundred dollars ($400.00) for the purpose of taking the Census of Massachusetts in the Town of Rockland.


Article 13. Voted to pass over the installing of a 150 watt or larger candle power light at the junction of Web- ster Street and East Water Street.


Article 14. Voted to raise and appropriate the sum of Five hundred dollars ($500.00) to build a sidewalk and curb on the West side of Howard Street from Vernon Street to Crescent Street a distance of approximately 500 feet.


Article 15. Voted to install seven (7) catch basing and 1200 feet of pipe on the north side of Central Street from in front of 136 Central Street to the intersection of Cen- tral Street and West Water Street including a catch basin on the south side of Central Street in front of the residence of Leo A. Cull and that the sum of Two thousand dollars ($2,000.00) be transferred from the General W. P. A. Fund to pay for the cost of same.


Article 16. Voted to pass over the raising and appro- priating of a sum of money to install, a catch basin and approximately 125 feet of pipe for a drain on Central Street, the catch basin to be installed in front of the res-

idence of Leo A. Cull on the south side of Central Street and running west to a catch basin that was constructed when West Water Street was built.


Article 17. Voted to pass over the raising and appro- priating of a sum of money to build a sidewalk and curb on the west side of Hartsuff Street from the Corner of Webster Street to the driveway of Burton Chandler.


Article 18. Voted to pass over the raising and appro- priating of a sum of money to build a catch basin and cross drain on Hartsuff Street near the residence of Roger Ran- som.


Article 19. Voted to pass over the raising and appro- priating of the sum of Ninety-seven dollars and sixty- three cents ($97.63) to pay one-half the cost of building a curbing on Archer Road.


Article 20. Voted to pass over the raising and appro- priating of a sum of money to install three (3) recess curbings to take care of drainage at Liberty Square and Webster Street Brook.


Article 21. A motion to raise and appropriate Two hundred seventy-five dollars ($275.00) for the purpose of this article was voted in the negative and then it was


VOTED to pass over the raising and appropriating of a sum of money to build a sidewalk and curb on the east- erly side of Douglas Street for a distance of approximate- ly 275 feet.


Article 22. Voted to resurface and repair the roadway on Beal Street Extension, a distance of approximately 300 feet and that the sum of Three hundred dollars ($300.00) be appropriated from the amount raised for Highway Re- pairs under Article No. 2 to pay the cost of same.


Article 23. Voted to raise and appropriate the sum of One hundred thirty-five dollars ($135.00) to remove the dead limbs from three (3) Elm trees on Webster Street near Nos. 239, 292 and 298.

VOTED to raise and appropriate the sum of Fifteen Hundred Dollars ($1,500.00) to erect a Bath House and Storage Room at Reed's Pond Playground and that the building be erected under the supervision of Thomas Mahon.


Article 29. Voted to raise and appropriate the sum of Seventeen Dollars ($17.00) to install an Electric Street Light on Curry Street at the head of Wright Street.


Article 30. Voted to pass over the raising and appro- priating of the sum of Three hundred twenty-five dollars ($325.00) to paint the Police Station.


Article 31. Voted that the Committee of ten (10) ap- pointed under the vote under Article No. 9 also consider the subject matter of this article relative to the advisi- bility of a proper Police Station for the Town along with the possibility of erecting a Memorial building for the vet- erans of our Wars.

Article 32. Voted to raise and appropriate the sum of Eight hundred dollars ($800.00) to install four (4) catch basins and drain starting at 159 Reed Street Extension and running approximately 400 feet to a brook, two catch basins to be installed on the north side and two catch basins with cross drain on the south side.


Article 33. Voted to pass over the raising and appro- priating of the sum of Eight hundred dollars ($800.00) to build a sidewalk and curb on the easterly side of High- land Street a distance of approximately 800 feet.


Article 34. Voted to raise and appropriated the sum of Four hundred dollars ($400.00) to install two (2) catch basins and cross drains on the Westerly side of George Street at Vernon Street end.


Article 35. Voted to accept a legacy of One thousand dollars ($1,000.00) bequeathed to the Town of Rockland under the will of Harry F. Chute, late of Metheun.


Article 36. Voted to build an asphalt sidewalk and curb on the north side of Florence Street from Green Street to Lancaster Street a distance of approximately 512 feet and that the sum of Six hundred fifty dollars ($650.00) be transferred from the General W. P. A. Fund to pay for the cost of same.


Article 37. Voted to raise and appropriate the sum of Four hundred fifty dollars ($450.00) to enlarge the pres- ent Honor Roll, such money to be spend under direction of the Honor Roll Committee.


VOTED to consider Article No. 38 and Article No. 39 together.


VOTED to purchase a sixty-five foot (65) metal aerial ladder truck for the use of the Fire Department.

ment, a sixty-five foot (65) metal aerial ladder truck and to raise and appropriate the sum of Five thousand dol- lars ($5,000.00) in the year 1945 and to transfer the sum of Eleven thousand five hundred dollars ($11,500.00) from the Excess and Deficiency Account and appropriate it, in addition to the amount raised and appropriated, for said ladder truck and equipment and that the Moderator appoint a committee of three (3) to purchase same.
