Rockland Servicemen's Association
To the Honorable Board of Selectmen:
The Rockland Servicemen's Association would like, through you, to report to the citizens its activities.
During the last two years, the association has had two main projects. The larger one has been subscribing to the Rockland Standard for every member of the armed forces who desired to receive it. Under a contract agreement between the publisher of the Standard and the Associa- tion; we have subscribed to the Standard for the period of service of the individual service man or woman.
This subscription will be continued while we have mem- bers in the armed forces from Rockland.
During the latter part of 1945, the number receiving the paper has shown a steady downward trend, as our men and women are discharged from the service. Our peak subscription list had over five hundred names thereon.
We have also sent to those in the service, greetings of the season at Christmas, in the form of a booklet contain- ing various pictures of home-town scenes.
Through the generosity of the people of Rockland, in providing ample funds, we have been able to do the above mentioned projects. We were one of the agencies that were members of the last two United War Fund drives. The money received from these drives allowed us to carry out our projects in a manner that brought us many letters of thanks from those of the armed forces.
For the servicemen's association, we wish to express our thanks for the co-operation given us by our fellow townspeople.

Report of Soldier's Relief Agent
To the Honorable Board of Selectmen:
I herewith submit the report of the Soldiers' Relief Agent for 1945.
The activities during the year were many and diversi- fied, due in part to the return of approximately 60% of our servicemen. After V-J Day, the Rockland Veterans' Guidance Committee, of which your agent is one of the advisory counsel, decided to publicize and hold weekly meetings every Wednesday night in the Town Offices in order that any Veteran might come in and discuss his prob- lem with us. We believe that helpful service has been rendered in assisting the returned Veteran with his edu- cational, insurance, compensation and other rehabilita- tion problems.
Your agent has also arranged for all returned Veterans, who so desire, to receive free of charge a photo copy of their discharge papers. Under present arrangements dis- charge papers left at the Town Office on Mondays and Thursdays are returned on Wednesdays and Saturdays.
Also in accordance with State laws, returned Veterans may have their discharge papers recorded, and all Vet- erans are urged to have this done in order that their mili- tary service may become a part of the permanent records of the town.
Disbursements during the year from the Veterans' Benefits Appropriation were moderate, due in part to the favorable employment conditions and to Readjustment Allowance, (Unemployment Compensation) available through the U. S. E. S. office to the discharged Veteran awaiting compensation or rehabilitation.
In those cases of distress that needed assistance, dis- bursements were made under the various Town and State Benefits, which come under the Veterans' Benefits Appro- priation.

The new offices were established in the basement un- der the Town Offices. Entrance may be made from the rear of the building or through the Town Office. It is a great improvement over the old office. The old station has been painted and repaired and greatly improved.
An article has been placed in the warrant for the an- nual meeting asking approval for the site for a new station as recommended by the committee appointed at the last

annual meeting and that a committee be appointed to bring in plans and estimates for a new station to be erected on that site.
I am recommending that a new cruising car be pur- chased as the old cruiser is five years old and the upkeep the past year has been very high. An article to this effect has been placed in the warrant.
I have asked for three new men in the budget. I am of the opinion that the town needs these men. The efficiency of the department will be greatly improved if a man is on duty at the station during the day and evening hours. All calls received would be taken care of much faster and the service to the town would be much better than under the present system. The third man would be used to patrol the business section through the night which would put two men on duty the entire night and give greater protec- tion and service.
I wish to thank the members of the Finance Committee, the Town, State and County officials and the citizens of the town for their assistance and co-operation during the past year. I also wish to express my appreciation to the members of the department for their fine work and co- operation in the affairs of the department.

Sealer of Weights and Measures
To the Honorable Board of Selectmen:
Gentlemen:
I have with my standard weights and measures tested and sealed all weighing and measuring devices which I have jurisdiction over, also several scales for private use.
Weights and Measuring Laws have been strictly en- forced. In the near future new weighing and measuring devices will be available to benefit both customer and dealer.
Inspections have been made of all stores frequently that have measuring devices.
The buying public should observe weighing and measur- ing devices at all times while purchasing.
The local sealer has co-operated sincerely all year with the Division of Standard and the Necessities of Life. The sealer's duties are under State and Town regulations.

Report of Committee on Memorial Building and Police Station Site
This committee was appointed to consider and report to the next Annual Meeting their recommendations on the following votes passed at the Annual Town Meeting of 1945.
Article No. 9 Voted that the Moderator and Clerk ap- point a committee of ten (10) to investigate the possibil- ity of erecting a Memorial Building to the veterans of our wars.
Article No. 31 Voted that the committee of ten (10) appointed under the vote under article No. 9 also consider the subject matter of this article relative to the advisibil- ity of a proper Police Station for the Town along with the possibility of erecting a Memorial Building to the veterans of our wars.
As to article No. 9 it was the opinion of all the commit- tee that a building or buildings which would provide housing of the Town Offices, quarters for Veteran or- ganizations, and an auditorium for holding Town Meetings and meetings of Veteran and other organizations would be a suitable memorial to the Veterans of our wars.
After due consideration of the sites along Union Street, that the committee deemed available, it was the opinion of the majority of the committee that there was none of suitable size for the building contemplated. They also felt that the selection of a Union Street site would add materially to the cost of the Memorial Building as well as remove from taxation property of high valuation with a consequent loss of substantial revenue to the Town.
Therefore the majority of the committee recommends that enough of the Memorial Park area, lying between Goddard Avenue and Taunton Avenue on the extreme easterly side of the large plot of land in front of the High

School be acquired by legislative action for the placing thereon of such Memorial Building or Buildings as the Town may vote to erect.
The committee is having the proper articles inserted in the Warrant for the Annual Town Meeting of 1946 to get their recommendations before the Town for its action.
As to Article No. 31 it was the opinion of the committee that a more modern and adequate Police Station was needed and that the Town owned property at the corner of School and Blanchard St. would provide a suitable site.

Report of the Assessors For the Year Ending December 31, 1945
To the Citizens of the Town of Rockland:
The Board of Assessors in their report to you stated that with the continued co-operation between the property owners and your Board of Assessors, we believe that the workings of our office will continuously show increasing results in the future as it has in the past. That report showed a gain for the 1944 year of $91,152. Again your Board of Assessors are pleased to announce a greater gain for the 1945 year of $141,981.00 over the 1944 valuation. ation.
We wish to bring to the attention of the voters the necessity of floor space requirements for the town office. In the very near future our department will have to have your consideration for increased floor space. The depart- ment duties have increased by new legislation under Chapter 564 relative to the issuing of the new tax bill. Just what the future of this added increase will be cannot definitely be determined at this time.
The Board of Assessors take this opportunity to thank the citizens of Rockland, Finance Committee and Town Officials and extend to all the use of the facilities of the office which has many advantages for the property own- ers.
We hereby submit to you the following facts, figures and statements from our records. The Assessors have as- sessed the sum of $336,227.51 upon the Polls and Property subject to taxation in the Town of Rockland and commit- ted said sum to the Collector for collection.

Report of Fire Chief
To the Honorable Board of Selectmen:
Gentlemen:
I herewith submit my report as Chief of Fire Depart- ment for the year 1945.
The voters at the March Town Meeting voted to buy a new 65 foot aerial ladder truck. The committee placed the order and it was approved by the firm but the date of de- livery of the truck is uncertain on account of materials and strikes.
All permanent and call firemen who were in the service of the United States during World War II have returned and been reinstated into the Fire Department. One perm- anent and eight call men joined the armed forces.
The Fire Department answered 196 calls during 1945. The calls were divided as follows: 64 Bell Alarms and 132 telephone calls. Of the Bell Alarms 17 were false which is a big increase and I believe that if person or persons who are responsible for the ringing of the False Alarms would just stop and think what could happen such as injuries or the need of the Department at a real fire which might be their house while answering the False Alarm there would not be so many. This Department received help from the Weymouth Fire Department at the Culver Grain Elevator Fire and the Abington Department covered in at the Fire Station. I take this time to publicly thank Chief McCar- thy and Chief Casey for the help that their departments gave us. We sent aid to Hanover to a fire on Whiting St. There were four calls for the use of the inhalator. Three of the calls were successful and the fourth the person was beyond help when we arrived. I believe that a resuscita- tor should be bought. This piece of apparatus can be operated by one man.

With more trucks and men available there has been a marked improvement in the collection of rubbish in the mercantile district. Inspections have been made regular- ly and most of the time I found the person responsible for the condition about the building would co-operate with me and have the material removed.
The Fire Alarm System is in good condition with the ex- ception of one or two places and just as soon as new wire is available the wire in these localities will be replaced with new.
The amount of fire apparatus and equipment is the same as 1944. As soon as new tires are available some of) the tires on the trucks will be replaced. The combination bought in 1912 is almost beyond repair and should be re- placed by a Forest Fire Truck.
In my recommendations for the year 1946 I am asking for two more permanent men so that the firemen may be placed on the two platoon system with three men on each shift. The permanent men at present are on duty approx- imately 136 hours a week and under the two platoon they would work 84 hours a week. Many towns and cities are placing their men on the 70 hours a week system.
I take this opportunity to extend to the Board of Select- men, Finance Committee, Civilian Defense Committee and to the heads and members of the several Town Depart ments my sincere appreciation for their co-operation and help given the Fire Department.
To the Officers and members of the Fire Department and to all others who have assisted me in the performance of my duty as Chief of Fire Department I extend to them my sincere thanks and appreciation.

Financial Report Of The Board Of Selectmen
The following is a financial statement covering appro- priations and expenditures for the year 1945 for all de- partments with the exception of Schools, Water and Wel- fare. Individual reports for these departments appear elsewhere.
The expenditures are in accordance with appropriations voted at town meeting and to the best of our knowledge are in accordance with all regulations.
A chart has been included portraying town debt. From the chart it may be seen that annual payments during the war years have reduced the debt to a total of $72,000.00. The final payment on school bonds, which represent our last major capital expenditure, will be made in 1948.
The overall financial picture is sound and with a basic figure of $75,000.00 invested in war bonds we are in a po- sition to consider capital improvements without increasing our annual budget to such an extent that normal appro- priations would be jeopardized.
