Article 40. Voted to raise and appropriate the sum of Five hundred dollars ($500.00) to be used by the School Committee to pay the expense of heating, lighting and Casualty Insurance of Junior-Senior High and Mckinley School Buildings as well as additional expense for jani- tors when the buildings are used by individuals and as- sociations for educational, recreational and the like pur- poses under the provisions of Chapter 71, Section 71 of the General Laws.

Voted that the yearly increment added to the salary of the Social Worker in the Board of Welfare office be es- tablished at One hundred and eighty dollars ($180.00) per year.

SPECIAL TOWN MEETING JUNE 7TH, 1945


Pursuant to the foregoing warrant a meeting was held at the Mckinley School Building on Thursday evening, June 7th, 1945, beginning at 8:00 P. M. and the follow- ing votes were passed and action taken.


The meeting was called to order by the Moderator, Magorisk L. Walls, at 8:00 P. M.


The warrant with Constable's return of service thereof was read by the Town Clerk.


Chairman E .Wayne Harlow of the Finance Committee reported that the Finance Committee approved the two articles in the warrant.


Article 1. VOTED to authorize the transfer from the Water Reserve Fund to the Water Department the sum of six thousand dollars ($6,000) provided the town of Ab- ington appropriates a like amount, to be used to develop a ground water supply on land owned jointly by the towns of Abington and Rockland at Great Sandy Bottom Pond, Pembroke.


Article 2. VOTED to instruct the Water Commis- sioners to petition the Legislature for authority to take water from wells to be driven on lands owned jointly by the towns of Abington and Rockland near the shores of Great Sandy Bottom Pond in Pembroke, in addition to the present supply, and to distribute the same to the inhabi- tants of the towns as it now distributes the water taken from said pond.

Report of Trustees of Memorial Library


The Trustees of Rockland Memorial Library submit the the following report for 1945:


The special appropriation granted by the town made possible a great improvement in the appearance of the library building. The metal work and the wood work of the exterior were repainted, some parts receiving more than one coat, while in the interior all the rooms were at- tractively redecorated. In the reading rooms old curtains were replaced by new ones.


To Miss Catherine Sullivan, for a generous gift of fifty dollars to be spent for books, the thanks and appreciation of the trustees are given; also to the Rockland Woman's Club for five dollars and a membership ticket; to the Literature Department of the Rockland Woman's Club for eight dollars; and to the Mother's Club for five dollars.


A legacy of two hundred and fifty dollars, the bequest of Miss Annie E. McIlvene, a loyal trustee for eighteen years was received and deposited in the Rockland Savings Bank.


From the Hattie Curtis Fund four dollars and ninety- two cents were withdrawn; from the Zenas M. Lane Fund six dollars.

Librarian's Report


To the Trustees of the Rockland Memorial Library :


The sixty-seventh report of this library is herewith submitted.


A total number of 42,257 books and magazines have been loaned for home use. The average monthly circula- tion was 3522. Received for fines, reserved books, sale of cook books, subscription from non-resident, old maga- zines and books $492.50.


At the end of 1945 the library has 24,451 volumes in its book collection. Five hundred twenty were added by pur- chase (including replacements) and seventysix books

were presented. One hundred seven were worn out and missing.


The day by day service to the public, which is perhaps the real heart of the library, is not reportable.


While statistics record another slight decline in book circulation for the first part of the year, as a whole more people were reading in 1945 than in previous war years.


For the first time since the United States began to pre- pare for war, public libraries report that the steady drop in circulation of books has been halted. The bottom has been reached, and libraries may now expect a period of steadily rising demand for home reading.


The year 1945 may be considered another year of un- certainty and transition. Postwar planning has engaged the attention of every department of the town. We, at the library, have continued to co-operate with these post- war efforts and have supplied, as far as possible, the de- mand for special books.


Interest in war reading has slackened, but there was a steady demand through the year for assistance in locat- ing courses in cultural subjects and basic vocations.


In almost any field of endeavor - certainly in sciences and social sciences - it is difficult to keep books up to date. But we must be prepared to answer the questions of the present day reader, also to stimulate further in- quiries in whatever subjects are needed for the progress of the individual and the community. Thus we need generous funds for books of reference that are accurate and convenient of arrangement, as well as many books that will bring about an understanding of races and nationalities.


The book stock shows wear. Soiled, worn out or obso- lete books should be withdrawn. Difficulties in publish- ing and distribution have made it increasingly difficult to obtain new books and replace older ones. Smaller edi- tions are published and orders are incompletely filled.

It is said "the library is a friend during school days and a good companion through the years that follow."


We find the best books for children are those that have such real quality that their appeal is very broad and that will stimulate children to read voluntarily.


Student requests are closely tied to national and inter- national affairs and reflect the scope of the school cur- riculum. Up-to-the-minute information is needed on all phases of postwar subjects and great emphasis is placed on magazines and pamphlets.


The children's room is still crowded although several books are now allowed on one card and the less used books are kept in the main stacks.


Schools have co-operated with us splendidly and class- room libraries have been supplied when requested.


Book Week is at once a challenge and a symbol. Fewer books were on display this year, during Book Week, as shipments were delayed from publishers.


Through the year we arranged displays of books of varying types and we feel these exhibits are a decidedly important part of visual education as they mark anni- versaries, "causes" or "drives" or "weeks."


The library was fortunate again this year in receiving gifts of money for the purchase of books, also periodicals and books. All are deeply appreciative of the thought- fulness and generosity of those who have enabled the library to enrich its collection and widen its service to its readers.


The Press, as always, has been generous in giving space for library notices and lists of books.


Great improvement has been made by the redecorating project. Not only are the rooms lighter and more attrac- tive, but the service of the library will be greatly in- creased.

Education is power, and the library is indispensable among community facilities in education, culture and recreation. It must become more and more the recognized center in the town for information and for informal and adult education.
