Report of the Highway Department
To the Honorable Board of Selectmen, Fairhaven, Massachusetts.
The Highway Department submits its annual report for the year 1943 as follows:
Because of war-time conditions and restrictions no new con- struction was planned or undertaken, and the work done consisted of the regular program of maintenance and repair of streets, roads, sidewalks and drains.

This included a seal coat of tar on some of the hard-surface roads, with many others having broken surfaces filled with cold patch.
The gravel roads were dragged or scraped with new gravel applied where necessary and the cinder roads were scraped and renewed where needed.
Until October the distribution of bituminous road material was strictly controlled by the Federal Works Agency and we were limited to the quantity considered essential and released to us under Certificate of Priority, but we were able to obtain enough tar to manufacture a sufficient quantity of cold patch to take care of those streets that were in the worst condition.
We were also able to obtain the release of enough tar to en- able us to apply a seal coat as follows:
Under Chapter 90 Maintenance-Bridge Street and Sconticut Neck Road-a total of 20,784 square yards.
Under regular maintenance-a total of 36,824 square yards, including the following streets: Belleville, Fort, Francis, Green, Haw- thorne, Kendrick, Larch, Linden, Main, Massasoit, Pilgrim and Washington.
During the year we were able to secure enough material to enable us to complete the storage shed at the Town Garage that was started the previous year to be paid for out of the special ap- propriation of 1941, and this has provided additional storage space for equipment and the sand that is used on the roads in winter.
At the request of the local Salvage Committee we furnished trucks and men for the collection of tin cans four times during the year.
Last year we requested the citizens to refrain from dumping leaves in the gutters and we wish to express our appreciation for the splendid response which greatly assisted us in collecting the large amount of leaves this past year.
We again invite the co-operation of our residents in our efforts to promptly clear the roads of snow by keeping parked automo-

biles off the streets during a snow storm so that our plows can operate efficiently.
Rubbish Collection-There has been a substantial increase in the amount of refuse and rubbish to be disposed of, and at times we are hard-pressed to complete the weekly collection in the five working days allotted but we are gratified to state that complaints have been reduced to a minimum and we ask that householders try to secure smaller containers as the old oil drums are very heavy and difficult to handle when filled to the top.

It is the policy of the School Department to order the no- school signal only in the most severe weather conditions or when the transportation system is disrupted. At other times parents are expected to use their own judgment in sending children to school.

Report of the School Committee
To the Citizens of Fairhaven:
We submit herewith the annual report of the School Com- mittee for the year ending December 31, 1943.
FINANCIAL STATEMENT
The accompanying Financial Statement shows the ex- penditures for 1942 and for 1943 and the budget recommended for 1944.
The principal reason for the increase in the budget over' expenditures for the previous year is the need for increasing teachers' salaries. The law now requires us to pay all regular teachers at least $1,200 a year. It is reasonable to expect a teacher to improve in her work and to deserve annual raises un- til a maximum is reached. We have examined current salary schedules of the 18 Massachusetts towns with populations from 9,011 (Dartmouth) to 13,100 (Plymouth) and have concluded that our schedule should bear a closer relation to the average of these places similar to Fairhaven which has a population of 10,938. We are proposing to increase our salaries principally by adopting maximum salaries very close to, but not exceeding, the average of these 18 towns and have recommended an appropriation suffi- cient to make the change effective as of January 1, 1944.
The following figures represent our 1943 minimum and maximum salaries for regular elementary and high school class- room teachers and the proposed schedule for 1944:

While these figures include only the salaries of regular classroom teachers, there are other salaries which should be ad- justed at the same time and allowance has been made for such a purpose in the budget.

REPAIRS
Heating systems and roofs were responsible for the largest expenditures from the regular appropriation for maintenance. Blackboards were refinished in several classrooms and the usual minor repairs were made as necessary.
No appropriations for special repairs was requested in 1943 but a limited amount of work was accomplished with the unex- pended balance of the previous year. Expenditures were as follows:

The special repair program begun in 1940 is far from com- pleted and the program should be resumed as soon as conditions permit. In order to carry on this work at such times as may be found suitable we recommend a special appropriation of at least $5,000 "to repair, renovate, or otherwise improve school property."
WASHINGTON STREET SCHOOLHOUSE
The Committee voted in November to approve the use of the first floor of the Washington Street schoolhouse for the pur- pose of a Boys' Club under the auspices of the Fairhaven Associ- ation of Business Men. The Association has agreed to be re- sponsible for all expenses connected with the project and to re- turn the property in good order to the School Committee when re- quested to do so.
The Committee feels that the Boys' Club should be of par- ticular value to the boys of the Town and an asset to the commu- nity as a whole.
