SCHOOL ENTRANCE


Children may enter the first grade if they are five years and six months of age on or before September 1 of the current school year. Consequently children will be admitted to the first grade in September 1944 if born on or before March 1, 1939. Certifi- cates of birth and vaccination are required at the time of entrance.


COMPULSORY SCHOOL AGE


All children must attend school between the ages of seven and sixteen. Certain exceptions may be made by written permis- sion of the Superintendent of Schools for children who have reached the age of fourteen and have completed the sixth grade.


EMPLOYMENT OF MINORS


Employment permits, sometimes called "School Cards," are required for all persons under twenty-one who are employed in manufacturing, mechanical, mercantile, and certain other work. These may be obtained at the office of the Superintendent of Schools. The minor must appear in person and present a birth certificate or other suitable evidence of age.

Report of the Librarian


FOR THE YEAR 1943


To the Trustees of the Millicent Library:


Public libraries to-day have the opportunity to function as never before. And that is what the public libraries of our country are going. They can help, they will help, they are helping to create free minds-minds that are receptive to the ideas of thinking men and women, who, out of their experience, or with knowldege of the facts, are writing whereof they know. "Only free minds," in the opinion of Henry Overstreet, "can make a free world," and with this we may well agree.


The public libraries of our country are rendering service of limitless value toward the upbuilding of a better civilization in the future. They are centers from which there is an outpouring of knowledge, free for the asking. Our government has not been slow to recognize this fact, and it is President Roosevelt who has recently said, "A war of ideas can no more be won without books than a naval war without ships." Books are a mirror of the times. They are among the greatest of weapons to help bring order out of the chaos which has been created by the present global struggle.


In contrast to people living under the totalitarian governments, every American citizen has access, if he wishes, through the me- dium of the public libraries of our country, to facts that will enable him to think clearly for himself. Thus, to help in winning the war, one important function of the Millicent Library is and must be to provide the best books our resources will allow. To meet the pres- ent need, these books must be books to instruct and to inform, to bring courage under stress and strain, to give hope for a brighter future, to show ways to thrift and economy in these days of food and commodity shortages, and not to be forgotten,must be books that will bring moments of relaxation to tired nerves.

76 books were added to and 78 transferred from the Duplicate Pay Collection. 28 books were rebound, thus prolonging their use- fulness, and a considerable number of books were mended at the library. It would be surprising to the public to learn how constant is the necessity of repairing books loaned to them. Ordinary wear and tear, careless handling, accidents and occasionally deliberate destruction are the chief factors which necessitate repair.
