The Special Town Meeting was called to order at 7:42 P.M. July 15, 1954 by the Moderator, Stuart E. Briggs.

SALE OF PROPERTY


ARTICLE 1. Unanimously voted to authorize the Selectmen to sell at public auction the Sampson house on the land purchased for the proposed Junior High School.


JUNIOR HIGH SCHOOL


ARTICLE 2. Motion made that the sum of $970,000.00 be raised and appropriated for the purpose of constructing and origin- ally equipping and furnishing a Junior High School build- ing and that to meet said appropriation that $5,000.00 be ap- propriated from available revenue funds and that the Treas- urer with the approval of the Selectmen be hereby auth- orized to borrow the sum of $500,000.00 under authority of Chapter 44 of the General Laws and $465,000.00 under auth- ority of Chapter 645 of the Acts of 1948 as amended, pay- able in accordance with the proposed Chapter 44 of the General Laws so that the whole loan shall be paid in not more than twenty years from the date of the issue of the first bond or note, and to issue bonds or notes of the Town therefor.

Motion that vote on this article be by secret ballot.

ARTICLE 3. Unanimously voted to lay this article on the table.


WATER MAINS


ARTICLE 4. Voted to postpone action on installation of 6-inch water main on Chambers Street, approximately 1050 feet, until the next Annual Town Meeting.


Voted to postpone action on installation of 6-inch water main on Shore Side Drive, approximately 800 feet, until the next Annual Town Meeting.


Voted: Indefinite postponement of installation of 6-inch water main on Brae Road, approximately 570 feet.


Voted to postpone action on installation of 6-inch water main on Buist Avenue, approximately 525 feet, until the the next Annual Town Meeting.


SEWER MAIN


ARTICLE 5. After discussion : Voted to lay a sewer in Rogers Street as a continuation of the sewer on Spring Street, provided there is money left and to lay this sewer at a cost of $250.00.


HARD SURFACING


ARTICLE 6. North Walnut Street. Voted in favor of postponing action on hard surfacing of North Walnut Street, from Massasoit Avenue to North Street, until the next Annual Town Meeting.


Shaw Road. Voted that this be laid on the table as the Highway Department will take care of it from their regu- lar appropriation.


HERRING RIVER DRAIN


ARTICLE 7. Unanimously voted to transfer $1,750.00 of the unexpended balance in the Benoit Square account for pipe and neces- sary repairs to the Herring River Drain.


WEST ISLAND ROAD


ARTICLE 8. Voted : That Article 8, to accept West Island Road as a town way, be laid on the table.

AMENDMENTS TO THE ZONING MAP


ARTICLE 9. (a) Unanimously in favor of a fifty-foot northerly ex- tension of the existing Business District located on the northerly side of Huttleston Avenue, now or formerly oc- cupied by Rogers Dairy and others.


(b) Unanimously in favor of extending an existing Busi- ness District located on the northerly side of Huttleston Avenue, opposite Holcomb Street, to include land on the southerly side of Huttleston Avenue and the westerly side of Holcomb Street southerly to Bridge Street.


(c) Voted in opposition to adoption of Article 9, Section (c) extending an existing Business District to include land on the westerly side of Huttleston Avenue from Spring Street northerly 780 feet more or less, with a frontage on the northerly side of Spring Street of 538 feet more or less, with a twenty foot set-back on all public ways.


REPORTS OF COMMITTEES


ARTICLE 10. The report of the Sewer Cost Survey Committee, voted at the Annual Town Meeting, was submitted by Mr. James B. Buckley, Chairman, as follows :


"Your committee organized April 20th, held several meet- ings, and had started to gather facts for an up-to-date cost on the various sewer plans. Shortly afterwards, however, Mr. Herman B. Dine, Director of the Division of Accounts in the Department of Corporations and Taxation, found that the Town was financially unable to carry further any of the proposed plans. Inasmuch as it was apparent that any cost which would be accurate today might be far out of line at some future date, your committee voted to dis- continue further efforts to obtain cost information. It is our opinion, however, that if an intercepting sewer project is recommended in the future, the various cost comparisons should be carefully made at that time.


We, therefore, request that the Committee be discharged from carrying out further work on behalf of the Town Meeting."


Unanimously voted to accept the report of the Sewer Cost Survey Committee.
