SUMMARY:


This act provides that upon the petition of not less than ten percent of the registered voters in the town, the question as it appears in the form above shall be placed upon the ballot used by the town at its municipal election. The act, if accepted by the town, would authorize the establishment of the hours of duty of permanent members of the fire de- partment so that the aver- age weekly hours of duty in any year, other than the hours during which the members may be sum- moned and kept on duty because of conflagrations, shall not exceed forty- eight in number.

The Planning Board


The Fairhaven Planning Board held 12 regular and 3 special meetings during 1959. Three Sub-division hearings, 5 outdoor sign hearings were also held. Members of the Board attended area meetings at Whitman, Taunton, West- port and New Bedford.


The Board continues to be gratified the way the Sub- division Rules and Regulations are working out, and feel the future will show the advisability of the enactment of Chapter 41, Section 81A which made these rules possible. To further implement an orderly procedure in signing plans for street layouts the Planning Board adopted the follow- ing rules for approval of street layouts at its April meeting.


Rules For Approval Of Street Layouts


1st-Proposed streets shall have a minimum width of 40 feet.


2nd-All loam and other yielding material shall be re- moved from roadway area of the street or way, and replaced with suitable material.


3rd-All services must be installed.


4th-All roadways shall be brought to a finish grade with at least 12 inches consisting of well compacted bind- ing gravel or an amount satisfactory to the Highway Superintendent to a width of at least 24 feet.


5th-It is required that a written statement be secured from the Highway Superintendent that all rules have been complied with, and meets with his ap- proval.


6th-This statement to be attached to the street layout plan when presented to the Planning Board for ap- proval.


Adopted by the Fairhaven Planning Board in April 1959.


The report of recommendations of the waterfront studies submitted to the Board of Selectmen after completion of the waterfront survey undertaken by the Board's Water- front Development Commission is as follows:

Waterfront - Report


The Fairhaven Planning Board herewith submits its report and recommendations with reference to its studies of the development of the Fairhaven waterfront.


In 1945 the late Chester Hathaway of Hathaway-Braley Co. submitted for consideration to the state and town offi- cials a comprehensive plan for the improvement of the Fair- haven waterfront. Had this plan been taken seriously by those in the State House and the Town Officials we would not be faced with the problems which we have before us today. In 1957 the Fairhaven Planning Board decided that something should be done to bring tax relief to Fairhaven property owners. For two years the Fairhaven Planning Board has been giving considerable study to a waterfront project realizing that the greatest potential for attracting new industry and business is along the waterfront, par- ticularly between Hathaway-Braley Co. and the south side of the Fairhaven Bridge. In March 1959 a committee was appointed, within the Planning Board, consisting of three members, to conduct surveys and studies for the develop- ment of the waterfront. Numerous interviews were con- ducted with industrial leaders, business men, members of the fishing industry, bankers, and interested citizens of the town, resulting in the following recommendations in the order of their urgency.
