The pupils of the South School gave the sum of fifteen dollars to the Librarian. This money to be used to buy a picture for the Library. The picture of Sir Galahad was purchased. A brass plate engraved with the words, "Pre- sented by the Pupils of the South School-1922-1923" is placed on the frame. This picture cost $13.00. The re- maining two dollars was used to buy a flower vase for the table in the reading room.

SUPERINTENDENT'S REPORT
To the School Board and Citizens of Dighton: .
The schools should try to make the most of every boy and girl in the school system. I believe that the function of the school should be to make the children think rather than to learn certain facts by rote. Of course certain facts are necessary, but to use the facts in a practical way is the essential part of a schooling.

The above table shows the distribution of the pupils by ages and grades throughout the town. Pupils represented by the bold face numbers are normal, those to the right are somewhat slower than the average, and those to the left are somewhat faster than the group as a whole.
CONSOLIDATION
I believe in the elimination of weak one-room schools to form larger and better ones and the grouping of one-room schools to form two and three-room schools, if complete centralization is impracticable.
"For 80 years or more educators have known and have pointed out that the little school, even at its best, is an ineffective instrument and ought to exist only when it is impracticable to provide anything better;
"It has long been a matter of common opinion that the opportunities for education offered to rural children have been and are much inferior to those offered city children. The truth of that opinion is now well proved. Recent

surveys of several State school systems have shown that almost without exception the one and two teacher schools are the weakest in the systems, and usually as the number of pupils and teachers approached that necessary for a graded school the scores made in objective tests have indica- ted better results. Moreover, the small schools are very expensive, not only in failing to do their work well but in the actual amount of money for each pupil. All the statisti- cal data gathered by the State offices that are of such a nature as to permit making comparisons between rural and urban systems bear out the findings of the surveys. In- deed, the schools established by the National Government for the Indians, those maintained in the Philippines and Porto Rico, and the city schools for negroes have often, if not usually, been much better than the rural schools for white children."
The above quotation will be found in government bulle- tin, 1923, No. 41, of the Dept. of the Interior, Bureau of Education. The whole problem of consolidation and transportation is fully considered in this bulletin and I respectfully invite your attention to it.
