Report of the Auditors


The Auditors have met with the Selectmen and have examined all bills against the town previous to their payment by the Treasurer.


We have proved the taxes for 1913 and 1914, checked up the receipts between the office of the Treasurer and the Water, Poor, School and Library departments, verified the cemetery trust and sinking funds and have counted the Treasurer's cash, finding same correct.

To Robert L. Carter, Clerk of the Town of Leominster. Greeting.


In the name of the Commonwealth of Massachusetts, you are directed to notify and warn the legal voters of the Town of Leominster, to meet in the Municipal Building on Monday, March 1st, 1915, at 5:45 in the morning, then and there to act on the following articles, viz. :


Art. 1. To choose a Moderator to govern said meeting.


Art. 2. To choose by ballot the necessary town officers and committees, viz. :


Town Clerk for one year.


Town Treasurer for one year.


Three Selectmen for one year.


One Assessor for three years.


Three Overseers of the Poor for one year.


Collector of Taxes for one year.


Two members of the School Committee for three years.


Two members of the Library Committee for three years.


One member of the Water Board for three years.


One Sinking Fund Commissioner for three years.


One member of the Board of Health for three years.


Three members of the Cemetery Committee for one year. Three Auditors for one year.


One Tree Warden for one year.


Five Constables for one year.


Also any and all other necessary officers and committees for the ensuing year.

Also to ballot "Yes" or "No" in answer to the following question : "Shall licenses be granted for the sale of intoxi- cating liquors in the town of Leominster the ensuing year ?"


The polls shall be open at six o'clock in the morning, and may be closed at half past one o'clock in the afternoon.


Art. 3. To see if the town will accept of any streets or ways as laid out by the Board of Selectmen.


Art. 4. To appropriate such sums of money as may be necessary to defray town charges and reduce the town debt.


Art. 5. To see if the town will authorize its Treasurer to borrow money from time to time during the present municipal year, with the approval of a majority of members of the Board of Selectmen, for and in behalf of the town, and to issue notes, bonds or scrip of the town therefor.


Art. 6. To see what compensation the town will allow its officers and committees the ensuing year.


Art. 7. To see what compensation the town will allow the members of the Fire Department the ensuing year.


Art. 8. To see if the town will appropriate money to decorate the soldiers' graves and monuments on Memorial Day.


Art. 9. To see if the town will appropriate money to dec- orate the graves of soldiers of the Spanish-American War.


Art. 10. To hear and act upon the report of the Com- mittee on City Charter appointed under Article 6 in the war- rant for the town meeting of August 3, 1912.


Art. 11. To hear and act upon the report of the Com- mittee that were appointed under Article 3 of the warrant for the town meeting of October 30, 1914, to investigate as to the advisability of purchasing land and erecting a school building in North Leominster, including the matter of costs of same.


Art. 12. To hear and act upon the report of the Board of Selectmen relative to the construction of a sidewalk on the southerly side of Merriam avenue between Hall and Gibson streets, under Article 45 in the warrant for the town meeting

of March 2, 1914, which was referred to that Board to inves- tigate and report.


Art. 13. To see what action the town will take, if any, with regard to the planting of shade trees, and to appropriate at least $150.00 for this purpose in order that the town might enter the shade tree planting contest conducted by the Massa- chusetts Forestry Association.


Art. 14. To see what action the town will take to raise and appropriate $250.00 for the George Washington Memorial Building, Washington, D. C.


Art. 15. To see if the town will instruct the Board of Selectmen to appoint a committee of three citizens to employ a competent historian to write up and prepare for publication a history of Leominster, and appropriate $1500.00 for the same.


Art. 16. To see if the town will vote to discontinue Brook street as a public highway, or act in any way relating thereto.


Art. 17. To see if the town will vote to purchase 14 acres of land more or less of Walter J. Morse on north and west sides of Haynes Reservoir, and raise and appropriate the sum of $800.00 for the same, or act anything thereon.


Art. 18. To see if the town will vote to build a sidewalk on the northerly side of Lindell avenue from North Main street to the Doyle property, said sidewalk to be of gravel, crushed stone or ashes, and appropriate $1500.00 therefor, or act anything thereon.


Art. 19. To see if the town will vote to build Winter street from High street to Green Mountain avenue, and appro- priate $600.00 therefor, or act anything thereon.


Art. 20. To see if the town will vote to authorize the Selectmen to expend the unexpended balance, amounting to $340.43, of the appropriation made for the construction of a surface water sewer on Mechanic street, including certain portions of Monument square, and use it for the construction of a surface water sewer on West street, beginning at Monu- ment square and extending westerly, or act anything thereon.

Art. 21. To see if the town will vote to appropriate the sum of $300.00 to be paid the Leominster Military Band for summer concerts, or act anything thereon.


Art. 22. To see if the town will vote to appropriate the sum of $200.00 to defray the expenses of summer concerts by the Leominster Cadet Band at the center, North Leominster and the East Side, or act anything thereon.


Art. 23. To see if the town will vote to make such changes in the upper story of the Old Town Hall Building as will adapt it to be used as a Memorial hall, or act anything thereon.


Art. 24. To see if the town will vote to purchase an automobile combination pumping engine, and appropriate money therefor, or act anything thereon.


Art. 25. To see if the town will grant to the Hospital Aid Association the free use of the town hall for hospital benefits, subject to the control of the Board of Selectmen, or act anything thereon.


Art. 26. To see if the town will vote to change the name of Webster avenue to Prospect avenue, or act anything thereon.


Art. 27. To see if the town will appropriate a sum of money toward the running expenses of the Leominster Hos- pital or take any action thereon.


Art. 28. To see if the town will vote to buy additional land for cemetery purposes, and appropriate the sum of $400.00 therefor, or act anything thereon.


Art. 29. To see if the town will vote to appropriate a sum of money to be expended in the observance and celebra- tion of the 175th anniversary of the incorporation of the town of Leominster, or act anything thereon.


Art. 30. To see if the town will vote to choose a com- mittee to investigate the different methods of sewerage dis- posal, and the estimated cost of installing the same, and report at a future town meeting, or act anything thereon.


Art. 31. To see if the town will vote to extend the side-

walk from number 301 to number 400 Union street, and appro- priate $800.00 therefor, or act anything thereon.


Art. 32. To see if the town will vote to appropriate a sum of money for grading Fifth street between Mechanic and Spruce streets, or act anything thereon.


Art. 33. To see if the town will vote to appropriate a sum of money to build a concrete sidewalk on the west side of Fifth street, between Mechanic and Spruce streets, or act anything thereon.


Art. 34. To see if the town will vote to build a sidewalk on the southerly side of Tisdale street, east of Union street, and appropriate $200.00 therefor, or act anything thereon.


Art. 35. To see if the town will vote to build a grano- lithic sidewalk six feet wide on the west side of Grove avenue from Merriam avenue to Walnut street, and appropriate the sum of $1085.00 therefor.


Art. 36. To see what action the town will take relative to moving the stone crusher to some quarry.


Art. 37. To see if the town will vote to build a tar con- crete sidewalk on the westerly side of Union street from Adams street to Manchester street and appropriate the sum of $1300.00 therefor, or act anything thereon.


Art. 38. To see if the town will vote to build a tar con- crete sidewalk on the easterly side of Union street, com- mencing at Graham street and extending southerly a distance of 273 feet, and appropriate $150.00 therefor, or act anything thereon.


Art. 39. To see if the town will vote to accept the pro- visions of Section 37 of Chapter 19 of the Revised Laws so far as it relates to placing the regular or permanent members of the police force under Civil Service rules and regulations, and the provisions of Chapter 468 of the Acts and Resolves of 1911, or act anything thereon.


Art. 40. To see if the town will vote to accept the pro-

visions of Section 43, Chapter 49, of the Revised Laws, or act anything thereon.


Art. 41. To see if the town will vote to reduce the mem- bership of its Advisory Committee from twenty-one to fifteen, and to elect five members each year for a term of three years, or take any other action relating thereto.


Art. 42. To see if the town will vote to discontinue How- land street as a public highway from lots number 45 and 46, as shown on plan filed with Worcester Northern District Reg- istry of Deeds, Plan Book 78, Page 669, southwesterly to land of Viscoloid Company, or act anything thereon.


Art. 43. To see if the town will vote to install four ornamental iron standards or poles properly equipped with electrical fixtures to light the streets and walks adjacent to the new Municipal Building, and appropriate $325.00 therefor, or act anything thereon.


Art. 44. To see if the town will grant free use of the Town Hall on April 9, 1915, to the Leominster Firemen's Relief Association to run a benefit concert and ball for Maurice J. Cleary, who lost a limb in the performance of duty, or act anything thereon.


Art. 45. To see if the town will vote to appropriate $1000.00 for the purpose of continuing the work of installing flush closets in the following school buildings: George Street, Bennett, Lincoln and Spruce Street, or act anything thereon.


Art. 46. To see if the town will vote to authorize the Selectmen to make such alterations on the street floor of the Old Town Hall Building as will, in their opinion, be necessary for the proper accommodation of the District Court and Police Department and appropriate a sum of money therefor, or act anything thereon.


Art. 47. To see if the town will establish and maintain a dental dispensary for children of school age, raise and appropriate money for the same, or act anything thereon.

Art. 48. To see if the town will petition the Director of the Bureau of Statistics for an audit of its accounts in accord- ance with the provisions of Chapter 598 of the Acts of 1910 and amendments thereto, or act anything thereon.


Art. 49. To see if the town will authorize the Selectmen to appoint a town accountant in accordance with the provi- sions of Chapter 624, Acts of 1910, or act anything thereon.


Art. 50. To see if the town will vote to abolish the office of Town Auditors, or act anything thereon.


Art. 51. To see if the town will vote to elect five instead of three Selectmen, or act anything thereon.


Art. 52. To see if the town will vote to change the date of its annual town meetings from the first Monday in March to the first Monday or second Monday in February, or act anything thereon.


Art. 53. To see if the town will vote to create and elect a Board to be known as the Planning Board under the provi- sions of Chapter 494 of the Acts and Resolves of 1913, or act anything therecn.


Art. 54. To see if the town will vote to repeal the pres- ent by-laws relating to the inspection of buildings, or act anything thereon.


Art. 55. To see if the town will adopt and make the by-laws presented at this meeting or any adjournment thereof as the by-laws relating to the inspection and construction of buildings in Leominster, Massachusetts, or act anything thereon.


Art. 56. To see if the town will vote to install a tungsten light at the corner of Bishop and Martin streets, or act any- thing thereon.


Art. 57. To see if the town will vote to install a tungsten light near the front entrance to the Post Office, either on Mechanic street, or on private land, or act anything thereon.


Art. 58. To see if the town will vote to install a tung- sten light on Nelson street, or act anything thereon.

Art. 59. To see if the town will vote to install a tung- sten light on the corner of Lorenzo and Kittredge streets, or act anything thereon.


Art. 60. To see if the town will vote to install a tung- sten light on Kittredge street near number 16, or act anything thereon.


Art. 61. To see if the town will vote to install four tung- sten lights on North street, or act anything thereon.


Art. 62. To see if the town will vote to install five tung- sten lights on Central street to extend the lighted area, or act anything thereon.


Art. 63. To see if the town will vote to install a tung- sten light on Third street. between Water and Spring streets, or act anything thereon.


Art. 64. To see if the town will vote to install a tung- sten light on Daley street, near the northerly end of said street, or act anything thereon.


Art. 65. To see if the town will vote to install three tungsten lights on Water street, one at the corner of each of the following streets, Ninth, Tenth and Eleventh, or act any- thing thereon.


Art. 66. To see if the town will vote to install three tungsten lights on Crawford street to extend the lighted area, or act anything thereon.


Art. 67. To see if the town will vote to appropriate $220.00 on account of additional tungsten lights called for in Articles 56 to 66, both inclusive, or act anything thereon.


Art. 68. To see if the town will authorize the Town Treasurer to execute and deliver to Charles O. Gibson a deed of release of a lot of land with buildings thereon, situated on West street in said Leominster, to perfect title to same, said property having been sold for non-payment of sewer assess- ment and later reimbursed to the town.


And you are directed to serve this warrant by posting an attested copy thereof at each of the Post Offices in said
