REPORT OF THE VETERANS' AGENT


To the Honorable Board of Selectmen


Carver, Mass.


Gentlemen:


I herewith submit for your approval my third annual report as your Veterans' Agent.


Due to our Federal Government passing laws enabling disabled veterans and their dependents to be eligible for various pensions and being able to procure these benefits for the ones who qualify, it has helped our program immensely.


We were able to not only keep within our proposed budget but were in a position to return to the E & D Fund of Carver over $2,000.00.


Therefore, this year instead of asking for more money we have cut our appropriation $2,000.00 and with diligence and good luck we hope to accomplish the same results.


Our only problem would be that a lot of sickness nec- essatating large hospital and medical bills which we have no control over would use our money very fast.


Beginning January 1, 1962 all hospitals and nursing homes have increased their charges for care. Our State Legislature is at present making a study of this situation.


By appearing at your Town Hall every fourth Tuesday of each month, it has kept myself and the selectmen in close touch with each situation as it arises.


At this time, may I say thanks to all the Carver officials who have been so cooperative with me and without this help my program could not succeed.

REPORT OF THE HIGHWAY SURVEYOR


To the Honorable Board of Selectmen Carver, Mass.


Gentlemen:


The Chapter 81 allotment of $24,750.00, of which the town appropriated $6,600.00 and the state $18,150.00, must be used for maintenance purposes only. Out of this amount approximately $12,089.00 was used to purchase and apply 44,777 gallons of asphalt for sealing streets. The remaining $12,661.00 was used for patching, catch basins, culverts, shoulders and other miscellaneous maintenance operations.


The Chapter 90 allotment of $42,000.00, of which the town appropriated $10,500.00, the county $10,500.00 and the state $21,000.00, was used on two streets. Thirty four thou- sand dollars was allotted for Main Street, where 3500 feet of road was completely built to a width of 26 feet with proper drainage. Nine inches of new gravel and approxi- mately 1800 tons of bituminous concrete Type I were applied.


The remaining $8,000.00 was spent on Tremont Street, where 2000 feet of road built the previous year was topped with 3 inches of bituminous road mix Type C-1 and an addi- tional 1800 feet of existing 18 foot road was widened to 26 feet with 9 inches of gravel foundation in preparation for Type C-1 mix in 1962.

Gentlemen:


As an educational institution the Public Library has a duty to perform; to make available to its patrons a variety of reading material: picture stories for the very young, practice reading books for the beginner, reference works for the student, and books for the enjoyment of all. One may judge the measure of success by a comparison of statistics.


For the increase in circulation this year, credit should be given, in part, to a teacher who exchanged a carton of books each week for several months which resulted, too, in a goodly number of State Certificate awards. The larger number of vol- umes added to our collection is due to many gifts.


A library is an ever-changing place, the old yielding place to the new. Apart from our first duty, we have had some inter- esting displays from time to time; bulletin board pictures and clippings, lovely flower arrangements and children's bouquets have been varied and very much enjoyed by all.


We wish to express our appreciation to the many "Friends of the Library" for books, magazines, flowers and exhibits.

Physical exams have been completed by Dr. Mayo in Grades 1 - 4 - 7 and new students. All pupils have had the Mass. Vision Test and letters have been sent home on those who failed a re-test.


An Educational film "How to Catch a Cold" was shown to all grades and follow up quizes given to Grades IV - VIII.

The American Red Cross approved 2 appeals by our school; the purchase of orthopedic shoes and a vision test and 1 pair of glasses.


The sale of T.B. pins this Xmas netted $11.63 ..


An Adult Education Program was held during American Education Week with Dr. Hamilton speaking on Cancer and Smoking with 106 attending.


Three evening programs have been held at the Police Department's request:


1. Rescue Work - Resuscitation - film "Rescue breathing."


2. First aid in handling injuries, burns, hemorrhage.


3. Film, "All My Babies" on birth of a baby.


The nurse attended the Southeastern Health District meeting on vision in September and Plymouth County. School Nurses meeting in November on Physically handicapped children. The nurse was privileged to share with the Com- munity Service Group of South Carver, the Kingston Junior Chamber of Commerce, and individuals, in the expression of concern for others at Christmas.


Mrs. Mary Korpinen's resignation was accepted in June with genuine regret. She will always have the distinction of being our first Public Health Nurse and will be remembered for her high level of nursing care and warm personality.


Mrs. Elinor Bishop, R.N. worked from June 19 - 30. Mrs. Rachel Penti, R. N. assumed the duties of Public Health Nurse July 1, 1961, and was relieved for a previously planned vacation for the month of August by Miss Marjorie Shaw, R. N.


I wish to thank the above nurses, The Public Health Nurse Committee, Mr. Richard Eldridge, Principal, teachers and parents for aiding in the continuity of our health pro- gram in this year of changes.
