d. Buildings with expansion attics having sufficient headroom to allow future living area or storage facilities, shall have second floor joists of the same dimensions and the same spacings allowed for first floor joists.

e. Platforms and Porches - Floor joists on porches and platforms shall be not less than 2" x6" on spans up to 8' Girders of 4" x 6" laid on edge, shall be used where the span is more than 8'. Floor joists may be framed flush. Ends of joists shall not be notched more than 1/4 of their depth; the same being well spiked to said girders, and a 1"x2" must be well nailed to girder flush with the underside, for floor timbers to rest upon.
f. The ends of all floor joists, girts or rafters entering a brick wall shall be cut on a splay of three inches (3"), and have bearings on the wall of four inches (4").
g. Headers and Trimmers of all openings in first floor dwellings shall be floor joists doubled, or their equivalent, and in any floor that may be deemed necessary. All the supporting walls or partitions, above the first floor in any building shall be trussed when over an opening of 8' or more. Floor joists shall be doubled under all partitions.
h. No floor timber, header or trimming of a building shall be cut into more than two inches (2") in depth for piping without a permit from the Inspector, and no cutting shall be made in any timber at a greater distance than three feet (3') from its support.
i. Bridging - All floor timbers with a span from eight to sixteen feet (8'-16') shall have one row of bridging; all floor timbers with a span of sixteen feet (16') or more shall have a row of bridging every eight feet (8'). Bridg- ing may be of wood block type, 1" x 3" cross bridging, or an approved metal bridging - all securely nailed.
j. Studding for outside walls and bearing partitions of any building shall be not less than 2" x 4" except for small storage buildings not over 7' in height, where 2" x 3" may be used. All studding shall be spaced not over 16" on center Each exterior wall shall be braced with at least one pair of diagonal braces extending out at least two bays of studding. Braces may be omitted when 1/2" plywood or diagonal sheathing is used.

The use of White Pine may be permitted by using a 20% safety factor under the above allowable spans for spruce.
For flat roofs and roofs having a slope of less than 20°, use the tables for floor joists shown under Section 10, Para- graph c.
Where collar ties are used, rafter lengths may be increased 50% over the allowable spans noted in the above table. The increase in rafter length may be allowed only when collar ties are placed within the limits of the middle one-third of the rafter length.
Section 11 FIRE STOPS
All dwellings hereafter erected or altered shall have fire-stops in the interior composed of cement, plaster, mortar, or some incombustible material set solid in mortar, in the fol- lowing manner: In brick and stone buildings, the space be- tween all furring on the walls and between the studding of all partitions shall be filled solid and flush to a height of six inches (6") above the floor joists in each story.
The spaces between such parts of the floor joists as rest upon partition head, shall also be filled to the same width as studding above.

In wooden buildings the spaces between the floor joists under and over partitions and also between the studs of each exterior wall, and of partitions at top and bottom of each story shall be stopped sufficiently to check affectively any draught from one story to another or from the horizontal spaces between stringers of stairs and joists of landings, unless unsealed, shall be fire-stopped sufficiently to prevent the passage of air.
The spaces around chimneys inside of furring or stud- ding, making air ducts, are to be thoroughly fire-stopped with suitable incombustible materials.
Section 12 ROOFING PROTECTION
Roofing materials can be of wood, asphalt, slate or asbestos. The roof covering shall be applied in compliance with the manufacturer's instructions.
Section 13 CHANGE IN USE OF A BUILDING
No change shall be made in character of occupancy or use of any building, or portion of building, unless such building is made to comply with requirements of this code.
Section 14 DANGEROUS OR UNSAFE BUILDINGS
If any building already erected or in the process of erection shall after examination by the Inspector, be deemed by him weak, unsafe or dangerous from poor construction, faulty, weak or unfit materials, he shall cause to be made such changes in, alterations of, or additions to the work and materials as he shall consider necessary. If the building is in the process of construction, he shall hereby have authority to cause all work upon the same to be suspended until any alterations or additions which he may have ordered are completed.
Section 15 FIRE OR STORM DAMAGE
No structural repairs after fires or storms shall be made unless such repairs comply to the requirements of this Code. All structural parts damaged by fire or storm shall be re- moved and replaced with new materials. Slightly damaged parts, not impaired in strength, shall be treated as directed.

Section 16 APPOINTMENT OF INSPECTOR OF BUILDINGS
a. The office of Inspector of Buildings is hereby estab- lished. The Board of Selectmen shall, as soon as this by-law takes effect, and thereafter annually, appoint an Inspector of Buildings who shall hold office until thirty days after the next Annual Meeting of the Town, unless sooner removed; or until his successor has been appointed. No person, however, shall be appointed as Inspector of Buildings who has not had at least five years experience as a builder, registered civil engineer, registered architect or as a superintendent, foreman, or competent mechanic in charge of construction. He shall receive such compensation as the Town may from time to time determine.
b. The terms "Inspector of Buildings" or "Inspector," where used in this Code, shall have the same meaning and refer to the one person as defined in Chapter 143, Section 1, of the General Laws.
Section 17
The Inspector shall, in his discretion, examine all build- ings in course of erection or alteration in the Town, and make a record of all violations of the By-Laws relating thereto. The Inspector shall keep a record of all business of the depart- ment, including the notification of the Board of Health within seven (7) days, and at the request of other interested Depart- ments of the Town, of application being made for building construction or alteration, razing, moving, or change in use or occupancy.
Section 18 PERMITS
a. Except as hereinafter provided, no person shall erect, raze, move, structurally alter, or make changes in use, or type of occupancy, of any building, except in conformity with the provisions of these By-Laws, or without having first obtained a written permit from the Inspector. Plans and specifications shall be submitted to the Inspector together with such structural details as he may require. No work shall begin until a permit is granted.

b. All permits shall be void if operations thereunder are not commenced within 6 months after date of the permit, or if the operations thereunder are discontinued for a period of more than six months.
c. Applications for building permits shall be in writing upon blanks furnished by the Town, and no person shall enter into any work covered by these By-Laws without first obtaining a permit in writing.
d. A separate application and separate permit is required for each building.
e. All permits issued shall be recorded in detail, and said records shall be preserved by and shall remain the property of the Town of Carver.
f. Any person aggrieved by reason of his inability to obtain a permit from the Building Inspector, or any person aggrieved by an order or decision of the Building Inspector may appeal within 10 days to the Board of Selectmen, who shall act as an Appeal Board, by filing a written request therefor.
EXEMPTIONS
The following work may be done without obtaining a permit. Repairs for ordinary maintenance such as renewing a roof and side wall covering, doors, windows, trim, steps, finish floors, or similar work that does not involve the cutting or removal of any framing member or other support.
Section 19 PENALTY
Anyone violating any provision of these By-Laws shall be subject to a penalty of not less than $20.00 nor more than $100.00 for each separate offense.
Section 20 VALIDITY
The invalidity of any section or provision of this Code shall not invalidate any other section or provision thereof. Section 21 INSPECTION
a. The Inspector, on receipt of a notice from the owner or builder, that any building, or alterations, additions or re- pairs to any buildings are ready for inspection shall, as soon

as possible, inspect the premises, but shall not accept the building until all the requirements of the By-Laws have been complied with.
b. No building hereafter erected, altered, added to or repaired, that is to be finished in whole or in part, shall have the frame concealed until the owner or the builder shall have notified the Inspector to inspect same, and shall have received a notice in writing the building is accepted.
Section 22 AUTHORITY OF INSPECTOR
a. The Inspector shall have the power to pass upon the manner of construction or materials to be used in the erection or alteration of any building or other structure in the Town of Carver and to make the same conform to the true intent and meaning of the several provisions of this By-Law. He shall have the power to vary or modify the provisions of this Code, upon application in writing, by an owner of such building, or structure, or his representative, where there are practical difficulties in the way of carrying out the strict letter of the law, so that the spirit of the law shall be ob- served, the public safety secured and substantial justice done. No such deviation shall be permitted unless a record be kept of the same.
b. The Inspector is hereby authorized to enter any buildings or structures at any reasonable hours for the pur- pose of ascertaining whether any of the provisions of the By-Laws are being violated.
Section 23
These By-Laws shall supercede any By-Laws concern- ing permits and building previously adopted by the Town. A true record. Attest:
