ARTICLE 20. To see if the Town will vote to accept as a public way or street that portion of Ellington Road from the end of the Feb- ruary, 1940 acceptance easterly a distance of about 600 feet more or less to the westerly line of Rugby Road, as laid out by the Selectmen and establish the grade thereof in accordance with a plan dated January, 1957 on file in the office of the Town Clerk, or take any other action relative thereto.
ARTICLE 21. To see if the Town will authorize the Water and Sewer Commissioners to employ Members of their Board part time to inspect installation of the laying of mains and to operate equipment for a term not exceeding one year, or take any other action relative thereto.
ARTICLE 22. To see if the Town will vote to amend the By-Laws of the Town by inserting in Article VI, the following new Section, to be known as Section 70 (1), and Section 70 (2).

ARTICLE 23. To see if the Town will authorize the Moderator to appoint a committee of five or more persons and name the Chairman thereof to survey the probable expansion of the Town and necessary capital expenditures therefor and make recommendations in connection therewith or concerning any other matters of the Town's future develop- ment; and to raise and appropriate $200.00 or other sum of money for the use of said Committee, or take any other action relative thereto. (Recommended by Appropriations Committee.)
ARTICLE 24. To see if the Town will authorize the Moderator to appoint a Building Committee of seven persons, one to be designated as Chairman, to prepare preliminary plans and estimates and make recom- mendations in connection with the possible construction of additional class rooms and an addition to the Cafeteria at the High School, and make report to the Town at the next Annual Meeting, or at any Special Meet- ing which may be called therefor; and to authorize said committee to employ an Architect or other consultant for such purpose, and to raise and appropriate the sum of $5,000.00 or other sum of money, for the use of such committee, or take any other action relative thereto. (Recom- mended by Appropriations Committee.)
ARTICLE 25. To see if the Town will vote to accept Chapter 401 of the Acts of 1956 relative to "An Act Extending to Certain Civil De- fense Volunteers The Provisions of Law Applicable to Municipal Em- ployees For Indemnification Of Damages Sustained Through The Opera-

tion Of Publicly Owned Vehicles", or take any other action relative thereto.
ARTICLE 26. To see whether the Town will vote to receive a final report submitted by the Planning Board relative to the substitution for the present Zoning Map of a new Zoning Map entitled "Zoning Map of Longmeadow, Massachusetts prepared by the Planning Board February, 1957" to be presented to the public hearing on February 15, 1957 and now on file with the Town Clerk and available for public inspection, and act on the same; amend the Zoning By-Law by adopting said new Zoning Map in substitution for the present Zoning Map, or take any other action relative thereto.
ARTICLE 27. To see whether the Town will vote to receive a final report submitted by the Planning Board relative to amendments and additions to the Zoning By-Law as presented by said Board to the public hearing on February 15, 1957, said amendments and additions being those filed with the Town Clerk and available for public inspection, and act on the same; adopt said amendments and additions to the Zoning By-Law, in whole or in part, as recommended in said report, or take any Other action relative thereto.
ARTICLE 28. To see if the Town will vote to appropriate a sum of money from available funds now in the treasury of the Town to be applied and used for the appropriations for the current year and direct the Assessors to use said sum in calculating the Tax Rate, or take any other action relative thereto.

Report of the Selectmen
TO THE INHABITANTS OF THE TOWN OF LONGMEADOW :
In complying with our duty as selectmen to report to you this year as in past years on those activities which come under our juris- diction, it would seem appropriate at the outset to state what the general nature of this report must be in these times. Unfortunately we can no longer term those accomplishments that have been made during the year as products of creative imagination. Our only hope is that such accomplishments can at least be looked upon as an ade- quate maintenance of the high standard of public convenience and necessities that has been handed down to us by our forebears. Un- fortunately there is no room, with budgets swollen as they are, to go beyond a static condition which only allows us to give the same measure of service which has been our privilege to enjoy in years past.
This year Whitmun Road and Ferncroft Street were accepted and improvements almost completed. A sidewalk was completed on Hazardville Road in time for the opening of the new Wolf Swamp School. Unfortunately more sidewalk is necessary on Shaker Road to adequately meet the safety requirements for approaches to this school and money will be provided for this in our budget for 1957.
Public parking lots were completed on Longmeadow Street to serve St. Mary's Church as well as St. Andrew's.
After the acceptance by the Town of an article to reconstruct the pavement on Laurel Street at a cost of $24,800.00 it became evident that this project might be acceptable under the provisions of Chapter 90. This would mean that the cost of this project to the Town would be $6,200.00 instead of 24,800.00 as appropriated. In view of this, your selectmen are proposing that this work be held over until 1957. It is also felt that, besides a reconstruction, this road should be widened to relieve congestion created by parked cars.
During the year a ladder truck was purchased by the Fire De- partment. There has been some misunderstanding as to the value of this truck to the Town, and it is hoped that in service this truck will prove its real worth.
A public hearing conducted in September by the State Depart- ment of Public Works indicated that final plans and working draw- ings are now in process toward the construction of the long awaited

for relocation of Route 5. The necessity for more information about this is needed by the Town in order to proceed with its plans for the construction of our sewage disposal plant, and as such informa- tion comes to our attention it will be made public.
All departments under the jurisdiction of your selectmen con- tinue to be carried on under able leadership.
The Fire Department activities continued to be carried on under Chief Breck. Although there were no changes in this depart- ment during the year, in anticipation of Mr. Breck's full retirement in 1957 money is being requested for additional manpower to cover the night hours at the fire station.
A contract was finally signed on July 1st with Mr. Joseph Bianchi for the removal of rubbish and garbage. This signing was held up for a while to give time for a study of competitive prices and contractors. Thus far Mr. Bianchi seems to offer the best ser- vice obtainable.
The Police Department will have need of an additional patrol- man in 1957 and provision for this is being made in the budget.
The Law Department should be singled out for its services during the year. The increased burden here brought about by such things as new schools, the sewage disposal plant, and many other matters requiring legal service makes it apparent that additional recompense is in order. The Selectmen, therefore, are requesting an addition to the Town Solicitor and prosecutor's salary, an amount which still does not fully cover the quality of service that we are so fortunate in having.
A review in general of the 1957 Budget requests indicates that increases with few exceptions are in the category of salaries only. These increases are necessary in order for us to keep the quality of employees that we do have, and we can only hope that it will be sufficient to do just that.
In reviewing special articles of 1957 it should be noted that there will be a substantial drop in these expenses over 1956. Your Selectmen trust, however, that they have not put off expenses in 1957 which will of necessity swell the budgets of future years to the breaking point.
A recent meeting of Town officials, presided over by the School Committee, should have particular note taken in this report. The main topic of this meeting was the subject of new schools needed in the near future. We trust that a full report of this need will be made in the School Committee Report. Also at this meeting, besides the need for schools, the matter of other future capital expenditures was discussed. Among them the following list of needs were brought up.

These coupled with that of schools will naturally constitute tremendous capital outlays in the near future. To properly survey them and plan for their accomplishment will require time and care- ful thought. In view of this fact it is being asked that a committee of qualified citizens be appointed to survey this problem and recom- mend the suitable steps to resolve it. We trust that this recommen- dation will meet with the approval of the Town Meeting.
It is with a note of sadness that we see, this year, the retirement of Frank Smith as Town Treasurer, Collector of Taxes and Town Clerk. This year's Town report is dedicated to Mr. Smith who has given 38 years of his life to serving our community. He will be sorely missed.
May we take this opportunity to humbly thank all of those town officials who have helped us through the year to carry on our duties.

Treasurer's Report
FOR THE YEAR ENDING DECEMBER 31, 1956
Submitted herewith is the report of the Treasurer for the year 1956.
At the close of the year the Town had a cash balance of $537- 859.40 and a Surplus Revenue Account of $356,847.12.
It was necessary to borrow $200,000.00 in Anticipation of Revenue and this money was obtained at a discount of 1.90%, a satisfactory rate. It will be necessary to borrow again during the year 1957.
At a Special Town Meeting held June 19, 1956, the Town voted to construct an elementary school (Blueberry Hill Road School) and finance by the transfer of $11,000.00 from Surplus and a Bond Issue of $395,000.00. Later it was found, after bids for construction had been received, that the Bond Issue could be re- duced to $365,000.00. This was done by vote of the Town at a Special Town Meeting held November 27, 1956. The bonds were sold for 100.1499 and rate of interest was 2.90%.
The credit rating of the Town is still high, as the prevailing interest rate at the time of sale was 3% or more.
At this same Special Town Meeting it was voted to authorize the issue of $600,000.00 of bonds and the transfer of $30,000.00 from Surplus for sewage disposal and sewage treatment plant. These bonds have not yet been issued.
The bonded indebtedness of the Town now, is $1,937,000.00, all for schools and no doubt more will be needed for the same pur- pose in the near future.
I regret to say that this is my last report to the townspeople, as I retire after the coming Town Election. I have enjoyed serving you and the confidence you have placed in me is most gratifying.
