Contained in the tabulation shown above are figures which formed the basis for computing the 1956 tax rate of $49.00 per thousand of valuation. This was an increase of $6.00 in the rate of the previous year and it might be of interest at this time to make a few comparisons by way of explanation.


The amounts shown above for 1956 represent an increase in assessed valuation of real and personal property of slightly over 40% in a period of 5 years; an increase in the tax rate of exactly 40% over the rate of $35.00 prevailing in 1951 and even as recently as 1953; but more important an increase in the net amount to be

raised by taxation of 70% in a 3 year period and 98% over a 5 year period ! Even though we shall have an increase in valuation this year of better than $1,250,000, something must be done about curtailing superfluous and unnecessary expenditures if our taxes are to be kept within reasonable bounds, and this is a matter that is entirely up to the voters of the town. Obviously if excessive appro- priations are asked for and granted by vote of the Town Meeting, the cost must of necessity be reflected in the tax levy.


Each year the Assessors are required by statute to grant cer- tain exemptions to qualified persons. It is interesting to note that this past year 72 individuals benefited thereby, exemptions on this account amounting to more than $7,000.


The Board considers it most fortunate to have in the Assess- ors' Office an interested and competent staff. To the staff and to all Town departments with whom we have contact, we extend our gratitude for their continued interest and co-operation.

Report of the Planning Board


During the year of 1956, the Planning Board held twenty- eight formal meetings. Consideration was given to the plans of eight proposed sub-division developments, with a total of one hun- dred building lots. Of this number only twenty-eight could be connected to the trunk sewer leaving seventy-two lots to be ser- viced by septic tanks.


These figures and those of the past few years would indicate that the Town should very soon construct a trunk line sanitary sewer for the easterly part of the town.


It would seem advisable at this time to acquire land for a new Fire Station and Police Station as facilities for both of these de- partments are fast becoming inadequate.


The Board in the past year has proposed changes in the zoning by-laws which were all approved at the last Town Meeting.


The Board wishes to thank everyone with whom we have had contact for their co-operation during the past year.

Report of the Board of Health


TO THE INHABITANTS OF THE TOWN OF LONGMEADOW :


The Board of Health received relatively few complaints of any nature during the year 1956, indicating that health conditions in the community continue to be good.


Salk Polio Vaccine was made available to all children, at four different polio clinics all held at the Center School. One additional clinic was held at Longmeadow High School for age group 15 to 19.


The final clinic of the polio vaccine program will be held April 13, 1957.

The 1956 hunting season was by far the best year for ducks the hunters have enjoyed for some time. Pheasants and partridge were for the over all picture not so good. This can be attributed to the fast vanishing covers. Fishing was fair. Number of pheas- ants released-200. Arrests-none.

Acting under the authority of the foregoing Warrant, the qualified voters of the Town met at the time and place appointed. The Warrant was read by the Clerk and the Election Officers were sworn to the faithful performance of their duty.


The ballots were delivered to the Presiding Officer and the ballot box opened and shown to be empty, then locked and the keys delivered to the officer of the day on duty. The register on the ballot box stood at zero.


At 12 o'clock noon the polls were declared open and voting began.


Thomas T. Brand served as presiding officer. The officer in charge of the ballot box was A. Roy Reid. Elizabeth Sutton and Catherine Moynihan served as Ballot Clerks. Helen F. Harding and Clinton D. Frame served as Checkers. Margaret Toohey, Gertrude Holmes, Florence Robideau, Florence Sornborger, Betty Hunt, Mary Moynihan, Louise Ward, Helene Fagan, Catherine Hines, Dorothy Ward, Margaret Porter, Ann Meserve and Clarine Cullinane served as Tellers to count votes. At various times dur- ing the voting Republican ballots were removed from the box in

Continuation of the Warrant


BUSINESS MEETING - FEBRUARY 21, 1956


AND YOU ARE REQUIRED to notify the inhabitants as aforesaid qualified to vote in elections and in Town affairs to meet in the Com- munity House in said Town on TUESDAY, the TWENTY-FIRST day of FEBRUARY, 1956 at 7:30 o'clock in the afternoon then and there to act on the following articles to wit:


ARTICLE 1. To hear the report of the Appropriations Committee and act thereon.


ARTICLE 2. To hear and act on the report of all officers and com- mittees whose duty it may be to report at said meeting.


ARTICLE 3. To see if the Town will vote to use the whole or any part of the dog money received from the County Treasurer for the Storrs Library. (Recommended by Appropriations Committee.)


ARTICLE 4. To see if the Town will vote to raise and appropriate $30,000.00 or other sum of money for a Reserve Fund, transfers from which may be voted by the Appropriations Committee, or take any other action relative thereto. (Recommended by Appropriations Committee.)


ARTICLE 5 To see if the Town will choose three trustees to administer the William Goldthwait Bequest.


ARTICLE 6. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41, General Laws, as amended: Moderator, Selectmen, Auditor, Treasurer, Collector of Taxes, Assessors, Town Clerk, Planning Board, Board of Public Welfare, School Committee, Park Commissioners, Water and Sewer Commissioners, Constables and Tree Warden, and raise and appropriate a sum of money therefor, or take any other action rela- tive thereto. (Recommended by Appropriations Committee.)


ARTICLE 7. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1956, and to issue a note or notes therefor. payable with- in one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

ARTICLE 8. To see if the Town will vote to raise and appropriate $34,000.00 or other sum of money for the purchase of a ladder truck for the Fire Department, or take any other action relative thereto. (Recom- mended by Appropriations Committee.)


ARTICLE 9. To see if the Town will vote to raise and appropriate $24.00 or other sum of money for payment to the Collector of Taxes for the 1954 Real Estate Tax and interest on land purchased from Valentine B. Libbey, or take any other action relative thereto. (Recommended by Appropriations Committee.)


ARTICLE 10. To see if the Town will vote to raise and appropriate $1,725.00 or other sum of money for the purchase of three radio com- munication units, to be installed in vehicles for Street, Water and Sewer Department use, or take any other action relative thereto. (Recom- mended by Appropriations Committee.)


ARTICLE 11. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, $6,000.00 or other sum of money for Chapter 90 Highway Maintenance, or take any other action relative thereto. (Recommended by Appropriations Committee.)


ARTICLE 12. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury $20,000.00 or other sum of money for Chapter 90 Highway Construction to install storm drainage on Williams Street from Station 4400 to Station 6800, or take any other action relative thereto. (Recommended by Ap- propriations Committee.)


ARTICLE 13. To see if the Town will vote to acquire by gift for the purposes of a playground and recreation center, a portion of a lot on Nevins Avenue, being between said Nevins Avenue and Greenwood Park, and accept a deed thereof, and raise and appropriate $100.00 or other sum of money to pay for engineering services in connection with the division of the lot and recording fees, or take any other action rela. tive thereto. (Recommended by Appropriations Committee.)
