ARTICLE 14. To see if the Town will vote to authorize the Water and Sewer Commissioners to engage consultants and to have prepared final plans and specifications for a proposed sanitary sewer from Long- meadow Street up the Longmeadow Brook Valley so-called to the Fast Longmeadow Line and raise and appropriate $8,500.00 or other sum of money therefor, or take any other action relative thereto. ARTICLE 17. To see if the Town will vote to accept Sections 42G, 42H and 42I of Chapter 40 of the General Laws as amended by Chapter 332 of the Acts of 1955, the same being an act to authorize the levy of special assessments to meet the cost of laying water pipes in public and private ways, or take any other action relative thereto.


ARTICLE 18. To see if the Town will vote to accept the provisions of Chapter 670 of the Acts of 1955, the same being an act relative to increasing the amounts of pensions, retirement allowances and annuities payable to certain former public employees, or take any other action relative thereto.


ARTICLE 19. To see if the Town will vote to amend the By-Laws of the Town by substituting for Section 101 a new Section 101 to read as follows:


SECTION 101. No person, while standing or walking within the limits of a public way, shall solicit verbally, by sign, or by signal, trans- portation for himself or for other persons in any motor vehicle except a motor vehicle operated for the carriage of passengers for hire, or take any other action relative thereto.


ARTICLE 20. To see if the Town will vote to amend the By-Laws of the Town by inserting in Article VI, the following new Sections, to be known as Section 70(1) and Section 70 (2).

ARTICLE 21. To see if the Town will vote to amend Article V, Section 19 (2) of the By-Laws of the Town by substituting therefor a new Section 19 (2) to read as follows:


(2) A complete list of the appointees for the year, with their salaries or compensations, with the salaries or compensations of the school and police departments given in the aggregate except for the Superintendent of Schools and the Chief of Police, which shall be given specifically, or take any other action relative thereto.


ARTICLE 22. To see if the Town will vote to accept as a public way or street, Whitmun Road from Fairway Drive southerly to Maple Road a distance of approximately 1400 feet as laid out by the Selectmen and establish the grade thereof in accordance with a plan dated January, 1956 on file in the office of the Town Clerk and raise and appropriate $18,600.00 or other sum of money to drain, grade and harden the same and install sanitary sewers in a portion thereof, and authorize the ass- essment of betterments therefor, or take any other action relative thereto. ARTICLE 23. To see if the Town will vote to authorize its Board of Water and Sewer Commissioners to purchase, take by eminent domain

under Chapter 79 of the General Laws of the Commonwealth of Massa- chusetts, as amended or otherwise, acquire an easement for the construc- tion, repair, maintenance and use of a sanitary sewer and storm drain, in Franklin Terrace from Ferncroft Street to Franklin Road a distance of about 465 feet and raise and appropriate $1.00 or other sum of money for land damages or other costs incurred therefor, or take any other action relative thereto.


ARTICLE 24. To see if the Town will vote to accept as a public way or street, Ferncroft Street from Maple Road northerly a distance of approximately 630 feet and thence westerly to the westerly property line, extended southerly, of Lot No. 104 as shown on a plan of lots recorded in the Hampden County Registry of Deeds in File 303, as laid out by the Selectmen, and establish the grade thereof in accordance with a plan dated December, 1955 on file in the office of the Town Clerk and raise and appropriate $12,800, or other sum of money to drain, grade and harden the same and install a sanitary sewer therein, and authorize the assessment of betterments therefor or take any other action relative thereto. ARTICLE 25. To see if the Town will vote to construct a concrete sidewalk on the easterly side of Hazardville Road from Maple Road to Shaker Road a distance of approximately 2250 feet and raise and appro- priate $8,000.00 or other sum of money and authorize the assessment of betterments therefor or take any other action relative thereto. (Recom- mended by Appropriations Committee.)


ARTICLE 26. To see if the Town will vote to construct a concrete sidewalk on the westerly side of Burbank Road from the southerly prop- erty line of house No. 84 to the southerly property line of house No. 220, a distance of approximately 1370 feet, and raise and appropriate $4,800.00 or other sum of money and authorize the assessment of better- ments therefor or take any other action relative thereto. (Recommended by Appropriations Committee.)


ARTICLE 27. To see if the Town will vote to reconstruct the pave- ment of Laurel Street from Bliss Road southerly to its intersection with Shaker Road a distance of approximately 3200 feet and raise and appro- priate $24,800.00 or other sum of money therefor, or take any other action relative thereto. (Recommended by Appropriations Committee.)


ARTICLE 28. To see if the Town will vote to raise and appropriate $3,600.00 or other sum of money for the purpose of hardening the sur- face for enlarged parking areas on the easterly side of Longmeadow Street adjacent to property of the Town under the jurisdiction of the Park De- partment and southerly of St. Andrew's Church, and on the westerly side

of Longmeadow Street southerly of the intersection of Emerson Road and opposite property of St. Mary's Church, or take any other action relative thereto. (Recommended by Appropriations Committee.)


ARTICLE 29. To see if the Town will vote to raise and appropriate $5,000.00 or other sum of money for the purpose of riprapping the bed and sides of Mill Brook, from the southerly side of Mill Road, southerly to the extent permitted by said appropriation, for the purpose of con- taining the water of said Brook and preventing erosion by the same, or take any other action relative thereto. (Petitioned for by Bradford O. Parker and others.) (Not Recommended by Appropriations Committee.)


ARTICLE 30. To see if the Town will vote to raise and appropriate $26,000.00 or other sum of money to construct auxiliary water mains in Bliss Road from Longmeadow Street easterly to Burbank Road a distance of approximately 4100 feet, or take any other action relative thereto. (Recommended by Appropriations Committee.)


ARTICLE 31. To see if the Town will authorize the Moderator to appoint a Building Committee of not more than seven persons, one to be designated as Chairman, to prepare preliminary plans and make recom- mendations in connection with the possible construction of an Elemen- tary School Building to be erected on property now owned by the Town and located north of Bliss Road, and make report to the Town at the next Annual Town Meeting, or at any Special Meeting prior thereto; and to authorize said Committee to employ an Architect or other consultant for such purpose, and to raise and appropriate $10,000.00 or other sum of money for the use of said Committee, or take any other action relative thereto. (Recommended by Appropriations Committee.)


ARTICLE 32. To see if the Town will vote to accept Chapter 512 of the Acts of 1955 authorizing the Town of Longmeadow to convey its interest in a portion of the land known as Greenwood Park in exchange for certain other land, or take any other action relative thereto.


ARTICLE 33. To see if the Town will vote to authorize the Select- men in the name and on behalf of the Town, to convey to Adolfo and Alfonsina Guidetti, a parcel of land fronting on the southerly side of Maple Road and bounded on the east by land of said Guidetti in ex- change for a conveyance to the Town by said Guidetti of a parcel of land bounded on the west by Greenwood Park so-called for the purpose of enlarging Greenwood Park and straightening the boundary line between said Greenwood Park and the land of said Guidetti, and authorize any appropriate action which may be necessary to effect the legal transfer and exchange of said parcels of land, all in accordance with the provisions of Chapter 512 of the Acts of 1955, or take any other action relative thereto.


ARTICLE 34. To see if the Town will authorize the Water and

Sewer Commissioner to employ Members of their Board part time to in- spect the installation of the laying of mains and to operate equipment, for a term not exceeding one year, or take any other action relative thereto.


ARTICLE 35. To see if the Town will receive a final report of the Planning Board relative thereto and will vote to amend the Zoning By- Law adopted at the Special Town Meeting of June 2, 1942 and approved by the Attorney-General of the Commonwealth on July 6, 1942, as here- tofore amended, and the revision and amendments thereof, and substi- tution therefor by the Zoning By-Law adopted at an adjourned meeting of the Annual Town Meeting of February 19, 1952, as heretofore amend- ed, by taking out of Residence A Zone and placing in Residence B Zone, a tract of land located north of Barrington Road, south of Raspberry Brook and west of Longmeadow Street bounded and described as follows: Beginning at a point 129.12 feet N 16° 42' 40" E from the westerly terminus of the northerly line of Barrington Road and running thence S 59° 02' 00" E a distance of 150.02 feet to a point, thence S 60° 45' 00" E a distance of 193.30 feet to a point, thence S 63° 00' 00" E a distance of 179.89 feet to a point, thence S 70° 35' 30" E a distance of 80.56 feet, all along the rear lot lines of building lots situated on the north side of Barrington Road, to a point; thence N 26° 05' 00" E a distance of 451.00 feet along land of Walter and Edna Gebeau to a point in the north boundary of Raspberry Brook; thence in a general north-westerly direc- tion approximately 110 feet along the North boundary of Raspberry Brook to a point, thence at right angles to the course of Raspberry Brook in a southwesterly direction to a point in the south boundary of Rasp- berry Brook, thence in a general northwesterly direction approximately 425 feet along the southerly boundary of Raspberry Brook, all along land of Robert C. and Madge H. ARTICLE 37. ARTICLE 40. To see if the Town will vote to discontinue as a Town Way that portion of the Town Way laid out and accepted by the Town of Springfield, May 13, 1757 from Shaker Road on the west, east- erly and approximately parallel to the Connecticut line to land believed to be of James C. Brody and Helene M. Brody and known as King Philip Park Tract, or take any other action relative thereto.


ARTICLE 41. To see if the Town will vote to discontinue as a Town Way, that portion of the Town Way laid out, accepted and con- firmed by the Town of Springfield March 31, 1755 which lies westerly of the easterly line of land now or formerly of one Ann Clark and com- mences at the westerly end of the discontinuance voted by the Town on February 23, 1955 under Article 25 of the Town Warrant and from thence westerly to Laurel Street as laid out and accepted by the Town February 21, 1928 so far as the same is outside of the location of Will- iams Street as located by the County Commissioners of the County of Hampden on September 27, 1933, and is outside of the location of what is now known as Colgan Avenue and Shaker Road as laid out and accept- ed by the Town of Longmeadow on March 21, 1911, and outside of the location of Shaker Road by the County Commissioners of Hampden County on November 3, 1950, or take any other action relative thereto.


ARTICLE 42. To see if the Town will vote to discontinue as a Town Way, that portion of the Town Way accepted by the Town of

Longmeadow May 6, 1811, not previously discontinued, which is outside of the location of Williams Street by the County Commissioners of Hampden County on September 27, 1933, or take any other action rela- tive thereto.


ARTICLE 43. To see if the Town will vote to discontinue as a Town Way, that portion of the Town Way accepted by the Town of Springfield March 31, 1755 commencing at the easterly end of the dis- continuance thereof by the Town of Longmeadow voted under Article 25 of the Town Warrant on February 23, 1955 and approximately opposite Station 66 + 95 and running thence easterly to the East Longmeadow Town line, to the extent that the same is outside of the location of Williams Street by the County Commissioners of Hampden County on September 27, 1933, or take any other action relative thereto.


ARTICLE 44. To see if the Town will vote to appropriate a sum of money from available funds now in the treasury of the Town to be applied and used for the appropriations for the current year and direct the Assessors to use said sum in calculating the Tax Rate, or take any other action relative thereto.


And you are directed to serve this Warrant by posting attested copies thereof in three public places in said Town seven days at least before the time of holding said meeting.

Acting under the authority of the foregoing warrant, the qualified voters met at the time and place appointed. More than a quorum was present and the meeting was called to order by the Moderator.


Reverend Charles Havens was called upon to open the meeting with a prayer, in accordance with an ancient custom.


The Moderator, at this time, stated that he would refer to the articles, giving sufficient information as was necessary, and would not read the whole article.


It was voted to waive the reading of the warrant and also the results of the Town Election.


ARTICLE 1. Voted: to lay Article 1 on the table until Article 43 has been acted upon.


ARTICLE 2. Voted: That the Town accept the reports of all officers and committees as printed in the Town Report.


ARTICLE 3. Voted: That the whole of the dog money re- ceived from the County Treasurer, in the sum of $1,307.87 be used for the Storrs Library.
