ARTICLE 9. To see if the Town will amend the present General By-Laws as follows :
In Article III, Section 8, substitute for the words "or be construed to prohibit press reporters from such admission" the words "or construed to prohibit from such admission press reporters or per- sons whose knowledge, in the opinion of the modera- tor, may assist the voters in a better understanding of the questions before the meeting."

ARTICLE 13. To see if the Town will vote to pave Emerson Road from the New York, New Haven and Hartford Railroad westerly to West Road in the Meadows, a distance of about 700 feet, and raise and appropriate $5,000.00 or other sum of money therefor or take any other action relative thereto. ARTICLE 14. To see if the Town will vote to accept as a public way or street Fenwood Road from Maple Road northerly a distance of about 1460 feet to the northerly line of Fairway Drive, as laid out by the Selectmen, and establish the grade thereof in accordance with a plan dated January 1959 on file in the office of the Town Clerk, and raise and appro- priate $10,200.00, or other sum of money, to grade and pave the same and authorize the assessment of betterments therefor, or take any other action rela- tive thereto. ARTICLE 16. To see if the Town will vote to drain, grade and pave a portion of the February 1958 acceptance of Riverview Avenue from the southerly end of the February 1942 acceptance to the southerly line of Lot 41, a distance of about 200 feet, as laid out and established by the Selectmen in accordance with a plan dated January 1958 on file in the office of the Town Clerk, and raise and appro- priate $1,500.00, or other sum of money, to drain, grade and pave the same and authorize the asses- ment of betterments therefor, or take any other action relative thereto. ARTICLE 17. To see if the Town will vote to accept as a public way or Street Overbrook Lane from the easterly limit of the July 1948 acceptance easterly a distance of about 180 feet to the easterly line of Lot 7 as laid out by the Selectmen, and es- tablish the grade thereof in accordance with a plan dated January 1959 on file in the office of the Town Clerk, and raise and appropriate $1,300.00, or other sum of money, to drain, grade and pave the same, and authorize the assessment of betterments there- for, or take any other action relative thereto. ARTICLE 18. To see if the Town will vote to construct a concrete sidewalk on the south side of Converse Street from the easterly line of Burbank Road easterly to the westerly line of Blueberry Hill Road, a distance of about 2,500 feet, and raise and appropriate $9,000.00, or other sum of money, and authorize the assessment of betterments therefor, or take any other action relative thereto. (Petitioned for by Mrs. Max C. Elbaum et als.) (Recommended by Appropriations Committee.)
ARTICLE 19. To see if the Town will vote to receive a report submitted by the Shaker Road Side- walk Committee appointed by the Moderator pursu- ant to the vote adopted under Article 39 of the 1958 annual Town Meeting, or take any other action rela- tive thereto.
ARTICLE 20. To see if the Town will vote to construct a concrete sidewalk on the north and northeast side of Shaker Road and the easterly side of Laurel Street to Williams Street, a distance of about 5200 feet; which will include the removing of trees, adequate fencing, removing the walls, and the building of a footbridge, and authorize the Board of Selectmen to take by eminent domain any easement or other rights in connection therewith; and raise and appropriate $60,000.00, or other sum of money therefor; or take any other action relative thereto. (Not Recommended by Appropriations Committee.)
ARTICLE 21. To see if the Town will vote to raise and appropriate $10,500.00 or other sum of

money for the purchase of a front-end loader for the Highway Department, and in addition to author- ize said Highway Department to surrender the front- end loader to be replaced for its fair value against said purchase, or take any other action relative thereto. (Recommended by the Appropriations Committee.)
ARTICLE 22. To see if the Town will vote to acquire by eminent domain, by gift or purchase for the purpose of a public playground and recreation centre in accordance with the provisions of Section 14, Chapter 45 of the General Laws as amended, the land located in the Town of Longmeadow described substantially as follows :
Lying approximately 200 feet easterly of Frank Smith Road, so-called, as extended southerly from the terminus of Frank Smith Road as shown on a plan filed in the Hampden County Registry of Deeds in Book of Plans 68, Pages 120 and 121, with reservation of an ease- ment of way through the center thereof from east to west, bounded northerly by land now or formerly of Bradford W. and Theodore C. Leete, westerly by other land now or formerly of Brad- ford W. and Theodore C. Leete and land of Samuel M. Boyd, southerly by land of Henry P. and Clemens L. Polek and easterly by land of said Henry P. and Clemens L. Polek and other land now or formerly of Bradford W. and Theo- dore C. Leete, consisting of approximately 20 acres; together with an easement of way for all purposes of ingress and egress southerly from said terminus of Frank Smith Road a distance of approximately 1300 feet, and easterly to said parcel a distance of approximately 200 feet; and determine the Board, Committee or Commission of the Town which shall exercise the powers conferred by said Section 14 and raise and appropriate $1.00, or other sum of money therefor, or take any other action rela- tive thereto. (Recommended by Appropriations Committee.)
ARTICLE 23. To see if the Town will vote to acquire by eminent domain, by gift or purchase for the purpose of a public playground and recreation centre in accordance with the provisions of Section 14, Chapter 45 of the General Laws as amended, the land located in the Town of Longmeadow described substantially as follows :

Mccullough, Inc. and land of Prynnwood Corp., westerly by the westerly line of land of said Prynnwood Corp. and the west- erly line of land of said Richard A. Mccullough, Inc .; northerly by the northerly line of land of said Prynnwood Corp., other land of said Richard A. Mccullough, Inc., other land now
or formerly of Bradford W. and Theodore C. Leete, land of Albert L. Mastroianni et als and land of Erhardt Vogel, and being intersected by Frank Smith Road, so-called, projected souther- ly from Frank Smith Road as shown on a plan recorded in Hampden County Registry of Deeds in Book of Plans 68, Pages 120 and 121, to- gether with an easement of way through other land of said Eugene and Frieda Kriener to in- tersect with the northeasterly corner of said parcel; and determine the Board, Committee or Commission of the Town which shall exercise the powers conferred by said Section 14 and raise and appropriate $1.00, or other sum of money therefor, or take any other action rela- tive thereto. (Recommended by Appropriations Committee.)
ARTICLE 24. To see whether the Town will vote to discontinue as a public way so much of the way laid out and accepted by the Town or Spring- field in the Town Meeting held March 31, 1755 as is bounded westerly by the easterly line of Frank Smith Road, so-called, extended southerly from Frank Smith Road as shown on a plan recorded in Hampden County Registry of Deeds in Book of Plans 68, Pages 120 and 121 and easterly to the East Longmeadow Town Line which said way inter- sects the parcels described in Article 22, or take any other action relative thereto.
ARTICLE 25. To see if the Town shall cause to be placed on the official ballot to be used in the 1960 Town Election the following question :
"Shall Chapter 32B of the General Laws author- izing any County, City, Town or District to provide a plan of group life insurance, group accidental death and dismemberment insurance, and group gen- eral or blanket hospital, surgical and medical in- surance for certain persons in the service of such County, City, Town or District, and their depen- dents, be accepted by your Town," or take any other action relative thereto.
ARTICLE 26. To see if the Town will vote to construct a surface water drain in Bliss Road and Grassy Gutter Road, together with the necessary drain manholes, catch basins and cross drains, begin- ing at the existing drain manhole located in Grassy Gutter Road, approximately 280 feet southerly from the southerly line of Bliss Road, and running thence northerly in said Grassy Gutter Road about 300 feet to the pavement in said Bliss Road; thence running westerly along said Bliss Road about 1200 feet to a point ; thence running northwesterly about 600 feet, through land owned by the Town of Longmeadow, to an outfall to be located in an existing dingle and raise and appropriate $20,800.00 or other sum of money, or take any other action relative thereto. (Recommended by Appropriations Committee.)
ARTICLE 27. To see if the Town will vote to provide transportation once daily to and from any school within the Town for all pupils who reside one and one-half miles or more from the school which they attend, measured by a commonly travelled

oute; and raise and appropriate $10,000.00, or other um of money therefor; and authorize the School Committee to contract for such transportation for periods not exceeding three years, as provided in section 4 of Chapter 40 of the General Laws of the Commonwealth of Massachuetts, or take any other ction relative thereto. (Petitioned for by Harry E. Russell et als.) (Not Recommended by Appropria- ions Committee.)
ARTICLE 28. To see if the Town will receive report submitted by the Longmeadow Future Planning Committee, so-called, appointed by the Moderator under Article 23 of the Warrant for the Annual Town Meeting of February 19, 1957, and ake any action relative thereto.
ARTICLE 29. To see if the Town will vote to eceive a report submitted by The Special Town Book Report Committee appointed by the Moderator pursuant to the vote adopted under Article 34 of the 958 Annual Town Meeting, or take any other action elative thereto.
ARTICLE 30. To see if the Town will vote to liscontinue the delivery of Town Reports to each residence as heretofore and provide that Town Re- orts in a limited number shall be available at the Town Office, or take any other action relative hereto.
ARTICLE 31. To see if the Town will vote to construct a Sanitary Sewer in Birnie Road from the xisting south interceptor sewer easterly a distance f about 1100 feet, together with the necessary man- oles, and raise and appropriate $7,000.00 or other um of money and authorize the assessment of bet- erments therefor, or take any other action relative hereto. (Petitioned for by Kenneth A. Decker et ls.) (Recommended by Appropriations Committee.)
ARTICLE 32. To see if the Town will receive a inal report of the Planning Board relative thereto und will vote to amend the Zoning By-Law as most ecently amended and approved by the Attorney General of the Commonwealth, by removing from he Residence A Zone and placing within the Busi- ess Zone a certain parcel of land situated between Bliss Road and Williams Street, abutting a portion f the Business Zone now situated in that area, and ounded and described as follows :
Beginning at a point in the southerly line of Bliss Road distant 815 feet more or less from the northwest corner of land owned by the At- lantic Refining Co., said point of beginning also being at the northeasterly corner of land of the Town of Longmeadow and running thence along the southerly line of Bliss Road in a southeasterly direction to a point distant 405 feet more or less, said point being the north- westerly corner of the area zoned Business; thence running in a southerly direction along the westerly line of said area zoned Business 389.24 feet, more or less, to a point on the north- erly side of Williams Street; thence running in a southwesterly direction along the northerly
line of Williams Street 405 feet, more or less, to land of the Town of Longmeadow, being land of Longmeadow High School; thence run- ning in a northerly direction along said land of the Town of Longmeadow 633.93 feet, more or less, to the point of beginning; all as shown on a composite plan submitted by the petitioner to the Planning Board and displayed at the public hearing of February 14, 1958, under titles of "Land Subdivision of Business Zone" and "Land Subdivision showing land in Longmea- dow formerly of Longmeadow Shopping Center, Inc., under date of March, 1957", or take any other action relative thereto.
ARTICLE 33. To see if the Town will vote to accept a deed of land easterly of the Longmeadow High School between Bliss Road and Williams Street within the westerly section of land described in Ar- ticle 32, or take any other action relative thereto.
ARTICLE 34. To see if the Town will receive a final report of the Planning Board relative thereto and will vote to amend the Zoning By-Law as most recently amended and approved by the Attorney General of the Commonwealth by amending Article II, Paragraph 28, by changing the terminal period to a comma, and by adding the following: "and shall include a fence as hereinafter defined. The presence of a structure upon land shall constitute a use of such land.", and by amending Article II by adding thereto two new paragraphs as follows :
33. "Fence." Any structure erected or planting allowed to grow in a manner so as to create a barrier against unobstructed passage from one side to the other.
34. "Planting." Any vegetable matter placed or left in the ground for purposes of growth, including trees.
And by amending Article IV, Section B, Para- graph 1.2h by striking out the entire content of the paragraph and substituting therefor the following :
1.2h Fence, which shall be within one of the classes and of a height as set forth herein, and which shall be subject to the provi- sions of Article VI, Section H :
1) Wire mesh, if at least 80% open, to a height of not over four feet if between the street line and the secondary setback line, or to a height of not over six feet if else- where.
2) Rail, having not over three horizontal bars spaced at least their width apart and with posts spaced approximately twice their height apart ; or
Picket, having not more than two hori- zontal bars with vertical pickets spaced at least their width apart; or
Lattice, showing a minimum of 50% of its total area open.

All under this Paragraph (2) may reach to a height of not over four feet if be- tween the street line and the secondary set-back line, or to a height of not over six feet if elsewhere.
3) Chain, cable, or pipe, to a height of not- over two feet within any area.
4) Planting, in the nature of a fence as pre- viously defined in this Zoning By-Law, to a height of not over four feet if between the street line and the primary set-back line, or to an unrestricted height if elsewhere. Trees may be permitted to grow to any height at any location, and shall not con- stitute a hedge so long as the location of the trunks and the position of the branches with relation to other planting do not con- stitute a fence as defined in this Zoning By- Law.
And by amending Article IV, Section B, Para- graph 6.8 by striking out the entire content of the paragraph and substituting therefor the following :
6.8 Fence, to the rear of the secondary set- back line, of lesser open space than speci- fied under Paragraph 1.2h, or to a height not to exceed eight feet; except that in the case of a fence solely for the enclosure of the area occupied by a tennis court or a pool, the height may be increased to not over ten feet; and any fence or planting on land owned by the Town of Longmeadow.
And by amending Article VI, Section H, by add- ing at the end thereof a new sentence to read "The provisions of this Section shall be superior to and control any inconsistent provisions of this Zoning By-Law", or take any other action relative thereto.
ARTICLE 35. To see if the Town will author- ize the Water and Sewer Commissioners to employ Members of their Board part time to inspect instal- lation of the laying of mains and to operate equip- ment for a term not exceeding one year, or take any other action relative thereto.
ARTICLE 36. To see if the Town will authorize the Park Commission to build a tennis court in Greenwood Park, so-called, and raise and appropri- ate $12,500.00, or other sum of money therefor, or take any other action relative thereto. (Recommend- ed by Appropriations Committee.)
ARTICLE 37. To see if the Town will vote to accept as a public way or street that portion of Dwight Road from the southerly line of Williams Street as laid out by the County Commissioners September 27, 1933, southerly about 11812 feet along its center line to its intersection with the northerly line of West Chestnut Street as laid out by the County Commissioners December 26, 1877 and establish the grade thereof in accordance with the plan dated January, 1932 on file in the office of the Town Clerk; or take any other action relative thereto.
ARTICLE 38. To see if the Town will vote to raise and appropriate $200.00, or other sum of money, to be expended by the Park Board for en- gineering and other fees in connection with the de- sign of a wading pool for Greenwood Park, or take any other action relative thereto. (Recommended by Appropriations Committee.)
ARTICLE 39. To see if the Town will authorize the Moderator to appoint a committee of five per- sons, and name the Chairman thereof, to survey the need for a service building for the Park Department and to make recommendations therefor, and to raise and appropriate $200.00, or other sum of money, for the use of said Committee, or take any other action relative thereto. (Recommended by Appropriations Committtee.)
ARTICLE 40. To see if the Town will vote to appropriate a sum of money from available funds now in the treasury of the Town to be applied and used for the appropriations for the current year and direct the Assessors to use said sum in calculating the Tax Rate, or take any other action relative there- to.
And you are directed to serve this Warrant by posting attested copies thereof in three public places in said Town seven days at least before the time of holding said meeting.
Hereof fail not and make due return of this Warrant with your doings thereon unto the Town Clerk at or before the time of holding said meeting.
