Report of The Board of Park Commissioners For 1958


COMMUNITY HOUSE


The Community House, under the direction of Mrs. Florence Hunter, has reached an alltime high in activities uring 1958. The heating and ventilating systems have een considerably improved. The plumbing, which con- ists of galvanized piping, remains a major problem. Since Il piping is concealed, the replacement will be an expen- ive job. The piping is so corroded and plugged that it is definite hazard in a public building.


RECREATION


The need for a fulltime Director of Recreation, and perhaps the establishment of a separate Recreation Depart- hent, becomes apparent with the increase in population of he Town. The Board feels that this step must be taken n the next few years to give adequate planning for the fu- ure as well as efficient supervision for a recreation program which is assuming year-round proportions.


The problem of facilities at the South end of Town an be partially solved by the building of tennis courts. The Board hoped to ask for funds to build a wading pool Iso, but technical difficulties of drainage and water supply ave arisen. We hope these difficulties will be solved so hat the wading pool can be built in 1960. Such a wading ool could later be made part of a swimming facility.


PARKS


The Park Department, under the supervision of Wil- am G. Baer, functioned with its usual efficiency. Park nd recreational areas were maintained, equipment im- roved, and close cooperation with Street, Recreation, and chool departments was the rule.


The Board finds that the old pumphouse which has een used for years to house Park Department equipment as deteriorated to the point that it is completely unsafe. The ancient brick walls are literally falling down. It never as been adequate. It has no heat, no toilets, and until re- ently, no lighting. The Board recommends the construction f a garage and storehouse to take care of equipment and o house personnel.


The Board of Park Commissioners is particularly ap- reciative of the cooperation and help of the Engineering Department, the School Department, the Police Department, nd all those with whom it came in contact through the ear. It is a pleasure to look forward to 1959 and antici- ate the teamwork which has become so evident between "own Departments.

TO THE RESIDENTS OF LONGMEADOW:


We are pleased this year to again reduce the appropria- tion request for this department. The needs of the department are a matter of forecast, but indications are that, barring incidents completely unforseen, we are on safe ground.


For the first time we have this year capitalized on the "Lien Law." Two recoveries amounted to $4,101.64. About two thirds of this however, will accrue to the State and Federal governments. The exact figures will not be available for some time.

Report of The Richard Salter Storrs Library


TO THE INHABITANTS OF THE TOWN OF LONGMEADOW:


Experience has indicated that any period of expansion is followed by a period of readjustment and consolidation of gains. Here, at the library we are adjusting to the vast changes made last year in the physical appearance of our building and the opening of the young people's department. We are very pleased with the reception this room has been given both by the children and their parents. It has been a great asset to the adult visitors to be relieved of the con- fusion directly after school and a great help to the pupils to have an assistant to cater just to their needs, in a room of their own. However, I'd like to restate the fact that any book not in that particular department can be obtained from the adult section by applying to the librarian in the child- ren's room. That is necessary only on rare occasions since we have endeavored to cover all school subjects, but no book which we own is denied any student.


This past year we have accessioned on the adult side of the ledger 1054 volumes; 539 fiction books, 470 non- fiction and two sets of encyclopedias, consisting of 45 vol- umes, one for the adults and one for the high school stu-

dents; and to the juvenile department we have added 760 volumes, 285 non fiction and 475 fiction. This brings the total number of new books in 1958 to 1814.


It is our job to evaluate and choose the books best suited for your needs. We try to select those that are ac- curate and authentic, informative and inclusive. It is a herculean task of reading thousands of reviews and balanc- ing one book against another, trying always to keep in mind reader interest. A library is a treasury which holds a wealth of experiences; records of human life and progress, ideals, aspirations and dreams. We hope by our selections we can bring a book that will be an awarding experience to each individual; at least that is our aim.


With the new mending materials available we have been able to cut on bindery costs and have mended 1446 books here at the library, thereby prolonging the usefulness of many.


The total number of overdue notices which we mail out is still extremely high. We are hoping that with the instal- lation of the deposit station provided by the Storrs Library Association which now stands on the rear portico, this num- ber will be considerably lessened since the public will be able to return their books at any hour. We mailed out 3203 adult overdue notices, 2434 juvenile, 453 others for reserve books; or a total of 6090 notices.


Our library patronage is still growing with the addi- tion of 715 new borrowers this year, 586 adult and 129 ju- venile, bringing the total to 4329, 2550 adult and 1779 children.


The desk machines are proving an asset in the expedi- ency of charging out the books and the public seems to appreciate them.


Our circulation figures show an increase over the pre- vious year of 4,485 books. The adults read 28,584 fiction books, 12,327 non-fiction and 3,448 periodicals, a total of 44,359. The youngsters read a total of 30,444 or 22,160 juvenile fiction, 7,608 non-fiction and 676 periodicals. This brings the total of our entire circulation to 74,803 books. Estimating the population at 9500 this is a per capita read- ing of 77/8, or per library user of 171/4 books each.


The National Book Week in November had to be extended into a second week in order to have all elementary school classes receive library instruction. Busses brought the students from Converse Street, Norway Street, Wolf Swamp and Blueberry Hill Schools, and the other classes from Junior High and Center came under their own power. In all we entertained 1621 during the Book Week period. The students were all taken to the Longmeadow Historical Society next door, giving them an opportunity to learn about the early town folk and Longmeadow history. Several classes wrote us letters telling of their special interest in the house and thanking me for the class instruction. This gesture was greatly appreciated.


We have received several additions to the "Memorial Shelf" and a fund from the Homemakers Group for a shelf of books in memory of Dr. John P. Bethel, a former Longmeadow resident. The Longmeadow Gardeners also presented us another book for the Garden corner, and sev- eral others were received from our patrons.

Town of Longmeadow Report of The Planning Board


Between January 1 and December 31, 1958 the Plan- ning Board met 22 times; held 11 Public Hearings on peti- tions for subdivisions; held a Public Hearing on a pro- posed amendment to the Zoning By-Laws which would permit the erection of a temporary building for the main- tenance and storage of equipment used by a contractor en- gaged in a Federal, State, or County construction project within the Town; held a Public Hearing on a petition by the Grand Union Company who requested that that portion of their property at the intersection of Bliss Road and Williams Street now zoned Residence A be changed to Business; and a Public Hearing on a proposal by the Plan- ning Board which would create a new AA Residential Zone for all that land not now fully developed and generally ly- ing within the Town to the East of Frank Smith Road and to the northern, eastern, and southern boundaries of the Town, said Zoning to require lot sizes of 30,000 square feet with minimum frontages of 150 feet.


During this same period 18 plans of lots not requiring approval under the Sub-division Control Law were en- dorsed, while 6 requiring approval in accordance with the Subdivision Control Laws were endorsed. Performance bonds were required and received from developers of 3 of these latter subdivisions.


The Planning Board also gave approval to 13 Topo- graphical Plans showing proposed fill removals within the Town, all of which was to be used only for the construction of the re-location of Route 5 (new Route 91) within the Town.

Report of The Future Planning Committee


Appointed for a second year in accordance with the rote of the Annual Town Meeting held February 18, 1958, his Committee continued the program inaugurated in 1957 s summarized in that Town Report. It has continued to cooperate with the bodies responsible for the various Town services as they plan for the future.


It encouraged and supported the requests of the Park Board and the School Committee to the Selectmen that hey negotiate for the prompt purchase of approximately 20 acres in the still undeveloped area east of Frank Smith Road and south of Longmeadow Brook. The program in- olves holding these properties for a future elementary chool facility and play field needs.
