monuments and bounds reset when necessary, and marked and dated in compliance with the law.


OUT OF DEBT.


It is very gratifying that we are enabled to report that the last outstanding obligation against the town has been can- celled, and that the town of Southbridge is free from debt. The citizens are to be congratulated on this happy event, and all the more so from the fact that we have not stinted ourselves, or failed to meet all necessary requirements. We have even done more than this, we have been very liberal and have exercised a spirit of generosity hardly excelled in any town in this common- wealth ; so that today Southbridge has a reputation of being one of the most pleasant, most improved, most prosperous and picturesque towns in New England. She also has the reputa- tion of having the best highways and the cleanest streets in Worcester County ; we have also constructed thousands of feet of brick and concrete side-walks with granite curbing, at an expense of thousands of dollars. Our fire department is unex- celled ; our schools are above the average ; our poor have been generously cared for. In fact Southbridge stands at the head in almost every department. Notwithstanding our liberality, the taxes have been kept within bounds ; they have not been exorbi- tant, and have been low as compared with our neighboring towns. Nevertheless, we must not be unmindful of future improvements. Nuisance brook should be abolished now and forever ; we need better high school accommodations ; we have something over nine hundred voters, and it would be impossible for more than one-half to be admitted to the town hall at any one time ; the Water Supply Co. should be encouraged to lay a pipe down High street, thence to Union, through New Village to Hamilton street.

OF THE


Overseers of the Poor.


REPORT.


OUTSIDE POOR.


The charges to Outside Poor of $3871.00 include $711.00 for hospital bills for the insane ; $544.00 for paupers in other towns having settlements in this town; $263.00 for state paupers; $311.00 for paupers in this town having settlements in other towns ; $36.00 for tramps ; $43.00 for last year's deficiency; total, $1908. This shows the amount paid out in the town $ 1963.00, against $ 1998.00 last year, a decrease of $35.00. The business depression the past year, the destruction by fire of one important manufacturing establishment, the partial suspension of work in other industrial establishments, with small demand for general labor, has caused many calls for aid. With all these difficulties the amount paid out is less than last year, with an increase of $328 paid to other towns more than last year.


Three hundred and fifty-nine tramps have been cared for against 124 last year.


Inmates at Worcester Hospital are Lydia Fisk, Francis E. Scarborough, Catharine Tynon, Daniel Smith, Catharine Kar- ney, Mrs. Fogal; the two last named have been recently committed.

ALMS-HOUSE AND FARM.


The charges at the alms-house and farm are $2,123 against $2,321 last year, a decrease of $202 with an average of 18 inmates. By the payment by the state for full support of 2 inmates belonging to the state, the cost will average 1.50 per week each, against 1.66 last year, which includes services of superintendent and matron, doctor, hired labor, repairs of buildings, etc.


The management of the superintendent and matron have been to the satisfaction of the board, who have secured their services for the ensuing year.


We recomend an appropriation of $1.500 for alms-house and farm, $3.500 for outside poor, and a special appropriation for shingling barn, improving and painting buildings, constructing a cistern for water for fire and other purposes, for additional rooms for the insane, and safe confinement of inmates inclined to wander away.

CARD FROM THE ASSESSORS.


Chapter 1I, Section 77, of the Public Statutes, provides that :


When a collector is satisfied that any poll tax, or tax upon personal property, or any portion of said tax committed to him or any of his predecessors in office for collection, can not be collected by reason of the death, absence, poverty, insolvency, bankruptcy, or other inability to pay by the person assessed, he shall notify the assessors thereof in writing, stating the reason why such tax can not be collected and verifying the same by oath. In such case the assessors, after due inquiry into the circumstances, may abate such tax, or any part thereof. But no poll tax shall be abated, under the provisions of this section within the calendar year in which the tax is assessed.


The last clause of the law has heretofore been honored only in the breach, and many poll taxes have been abated the same year they were assessed. This year we have endeavored to live strictly up to the law, which accounts for the increased number of poll taxes unpaid reported by the collector.

School Committee.


REPORT.


Whatever has life must advance. If it ceases to grow it begins to die. A system of education that has got beyond growth, has passed its usefulness, it is certainly going down. We believe the schools of Southbridge have been advancing during the past year-not so fast as we could wish-not in all directions in which progress is needed-and yet with some degree of healthy growth. "Eternal vigilance is the price " of prosperity in every enterprise ; anything left to itself will retro- grade. The strong and skillful hand is needed successfully to administer the best system that can be devised. No outlay is wiser or more profitable than that which secures a judicious and thorough supervision. A single year's neglect will work great injury to the schools of any town.


The new law requiring all text books and supplies to be furnished free, we believe to be wise and beneficent. It is simply the rounding out of the true democracy of our free schools. The poorest can now enjoy the privileges of education free of all expense, and without the annoyance of being singled out for special favor shown to the needy. The expense this year has been larger than we anticipated, but reduction will be sure and swift. The outlay will probably be less than half as much next year, and still less the year after, reaching about its

true level the third or fourth year. We are convinced that the system will result to the whole town in an annual saving of several hundred dollars in the money actually paid for books and supplies. The following statement gives as nearly as can be estimated the result of the first year's trial :-

Our state laws require industrial drawing in the schools. Not all teachers, even the best in other respects, can succeed in this department. It seems much preferable to have one teacher to take the management and responsibility of the whole. We have employed Miss Jennie E. Chamberlin, who has shown an adaptation for the work, which insures success. We have been much gratified at the progress made, and the interest awakened in this branch of education.


In the High School we found it necessary to employ a tem- porary teacher for the spring term. Mr. H. W. Thurston did good service, winning the respect and confidence of all. We should have been glad to have secured his services permanently, had he finished his collegiate studies. Mr. Samuel F. Tower, a graduate of Dartmouth College, took the school in September, and is proving himself an energetic and efficient teacher. The real needs of this school have for some time demanded the services of a third teacher. The High School can not be a high school without requiring from eighteen to twenty-five recitations daily, besides the general exercises. Evidently no

two teachers can do justice to so many classes. The time to meet this demand seems to have fully come. It has not been done to relieve the teachers from labor, but that their labor may be more efficient and productive. Each teacher, if faithful, will actually accomplish more and better results when there are three, than when there are only two. We believe that this new departure is in the line of true economy, and will result in good to all concerned. The character and attainments of Mr. Ammidown, whose services we have secured, are too well known to need any comment here. The result of one term's service is highly satisfactory.


The suggestion in last year's report of the possible benefit to be derived by separating test examinations from the closing exhibition of a school, has been partly tried in the recent exami. nations. The result has emphatically shown the wisdom of the course. The schools are public schools; they belong to the parents ; it is their right and privilege to be present at all times, when they may choose; they no more need an invitation from teacher or Committee, than a farmer needs an invitation from his hired man to go into his own house to dinner. So far as themselves are concerned the Committee would be glad to see every parent present at every test examination, whether written or oral. They have nothing to conceal. But it is a simple fact that on an average, the children will not pass a test examination with nearly as good success under the eyes of their parents, as when only the teacher and Committee are present Every trial shows this to be true; whatever we have done in this direction has been solely in the interests of the children themselves We are glad to see that in some schools parents have been frequent visitors. Much more can be learned of the character of a school by witnessing its daily routine, than by attending any number of examinations.
