CHAPTER 433, ACTS OF 1887.
Concerning the employment of minors who can not read and write in the English language.
(Section 1 was repealed by chapter 348, acts of 1888.)
SECTION 2. Every person who employs, or permits to be employed, a minor fourteen years of age or over, who can not read and write in the English language, and who resides in a city or town in this Commonwealth, wherein public evening schools are maintained, and is not a regular attendant of a day

school, or has not attained an attendance of seventy per cent. or more of the yearly session of the evening school, shall, for every such offence, forfeit not less than fifty nor more than one hun- dred dollars for the use of the evening schools of such city or town.
SECT. 7. No child who has been continuously a resident of a city or town since reaching the age of thirteen years shall be entitled to receive a certificate that he has reached the age of fourteen unless or until he has attended school according to law in such city or town for at least thirty weeks since reaching the age of thirteen. unless such child can read at sight and write legibly simple sentences in the English language, or is exempted by law from such attendance.
CHAPTER 4S. [AS AMENDED ].
Concerning Truant Children and Absentees from School.
SECTION 10. Each town shall make all needful provisions and arrangements concerning habitual truants and children between seven and fifteen years of age who may be found wan- dering about in the streets and public places therein, having no lawful occupation or business, not attending school, and growing up in ignorance, and such children as persistently violate the reasonable rules and regulations of the common schools, and shall make such by-laws as shall be most conductive to the welfare of such children, and to the good order of such town; and shall pro- vide suitable places for the confinement, discipline and instruc- tion of such children.
SECT. 12. Any minor convicted under a by-law made under section ten of being an habitual truant, or of wandering about in the streets and public places of a city or town, having no lawful employment or business, not attending school, and growing up in ignorance, or of persistently violating the rules and regulations of the common schools, shall be committed to any institution of instruction or suitable situation provided for the purpose, under the authority of said section or by-law for a term not exceeding two years.

To either of the Constables of the Town of Southbridge, in the County of Worcester, GREETING:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the town of South- bridge, aforesaid, qualified to vote in elections and town affairs, to meet in the Town Hall in said Southbridge, on Monday, the second day of April next, at nine of the clock in the forenoon, then and there to act on the following articles:
ARTICLE 1. To choose a Moderator to preside at said meeting.
ART. 2. To choose all necessary town officers for the ensu- ing year, viz: Clerk, Treasurer, Selectmen, Overseers of the Poor, Board of Health, Assessors, School Committee, Auditors of Accounts, Cemetery Committee, Library Committee, a Sinking Fund Commissioner and Constables.
ART. 3. To vote by ballot "Yes or No" in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town."
ART. 4. To hear the report of the Auditors of Accounts, Treasurer, Clerk, Selectmen, Library Committee, Board of Health, and Cemetery Cemmittee, and act thereon.
ART. 5. To raise and appropriate such sums of money as may be necessary to pay town debts and charges the ensuing year, or act thereon.
ART. 6. To see if the town will allow a discount on taxes paid within a certain period, or act thereon.

ART. 7. To see if the town will authorize the Treasurer to borrow money in anticipation of taxes, or act thereon.
ART. 8. To see is the town will accept the list of jurors as posted and presented by the Selectmen, or act thereon.
ART. 9. To see if the town will vote to pay the enginemen for the ensuing year, or act thereon.
ART. 10. To see if the town will raise and appropriate money for the observance of Memorial Day, or act thereon.
ART. 11. To see if the town will vote to pay an electrician for the ensuing year, or act thereon.
ART. 12. To see if the town will vote to fix the compensa- tion of town officers, laborers and teams for the ensuing year, or act thereon.
ART. 13. To see if the town will raise and appropriate money for the support of the militia, or at thereon.
ART. 14 To see if the town will authorize the treasurer to transfer to unappopriated funds: from River street walk $1.08, from Woodstock road $1.53, from Town Hall vault $23.99, from Town Hall stage improvement 65c, from Mechanic street exten- sion $30.88, from Crystal street $31.35, from Williams street $8.96, or act thereon.
ART. 15. To see if the town will raise and appropriate a sufficient sum of money for the completion of the new Engine House in Globe Village according to plans and specifications, or act thereon.
ART. 16. To see if the town will raise and appropriate money to pay the Water Supply Co. for the use of the hydrants and drinking fountain for the ensuing year or act thereon.
ART. 17. To see if the town will accept the report of the Selectmen laying out a main drain or common sewer on Foster street from school house to North street, raise and appropriate money therefor or act thereon.
ART. 18. To see if the town will raise and appropriate the sum of $200 for graveling of Mechanic street, or act thereon.
ART. 19. To see what action the town will take towards the repairing of Crane street, raise and appropriate money therefor or act thereon.

ART. 20. To see if the town will vote to buy the Water Supply Co., raise and appropriate money therefor, or act thereou.
ABT. 21. To see if tho town will vote to accept the report of the Selectmen laying out Dresser street, beginning at the east end of the western section of said street, going easterly over land of Mrs. Ellen J. Bartholomew to west end of the eastern section of said street, raise and appropriate money therefor or act thereon.
ART. 22. To see what action the town will take towards the disposal of the old Hook and Ladder trucks, or act anything thereon.
ART. 23. To see if the town will vote to establish five arc electric lights, located as follows: One at the corner of Morris and Main street, to take the place of an incandescent; one at the corner of North and Mechanic streets, to take the place of an incandescent; one at the corner of Lens and Benefit street, one on Chapin street, half-way between Dresser and Main streets, one at the junction of Crane and River streets; raise and ap- propriate money therefor or act thereon.
ART. 24. To see if the town will raise and appropriate money for the fixing up of a banquet room in the basement of the Town Hall, or act anything regarding the same.
ART. 25. To see if the town will raise and appropriate the sum of $100 for the building of a culvert on road between houses of W. H. H. Cheney and Geo. Mansfield, or act thereon.
ART. 26. To see if the town will vote to build a crossing across Marcy street on North side of Main street, raise and ap- propriate money therefor or act thereon.
ART. 27. To see if the town will vote to raise and approp- riate the sum of $100 to repair the old road from the Goodell place to Harrison Harwood's, or act thereon.
ART. 28. To see if the town will vote that hereafter all printing offices in Southbridge be asked to figure on every job of printing to the amount of ten dollars and upwards for the town of Southbridge, the bids to be opened by disinterested parties, or act anything relating thereto.

ART. 29. To see if the town will vote that the electric street lights be extinguished at eleven o'clock p. m., or act anything relating to lighting of streets.
ART. 30. To see if the town will establish four fire alarm boxes, located as follows: One on corner of Hook and Hamilton streets, one on corner of West and Hamilton streets, one on corner of North and Mechanic streets, one opposite Lensdale factory; raise and appropriate money therefor or act thereon.
ART. 31. To see if the town will vote to establish an in- candescent light on Edwards street, between Marcy and Ed- wards streets, raise and appropriate money therefor or act thereon.
And you are directed to serve this Warrant by publishing an attested copy thereof twice in the Southbridge Press, Journal and Herald, the first publication being not less than nine days next preceding the day of the meeting. The polls will be open at 9 o'clock, A, M., and close at 3 o'clock, P. M.
Hereof fail not, and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place hereinbefore named.
