SECT. 2 For the purposes of the preceding section, school committees shall approve a private school only when the teach- ing in all the studies required by law is in the English language, and when they are satisfied that such teaching equals in thor- oughness and efficiency the teaching in the public schools in the same locality, and that equal progress is made by the pupils therein, in the studies required by law, with that made during the same time in the public schools ; but they shall not refuse to approve a private school on account of the religious teaching therein.
SECT. 3. The truant officers and the school committee of the several cities and towns shall vigilantly inquire into all cases of the neglect of the duty prescribed in section one, and ascertain the reasons, if any, therefor; and such truant officers or any of them shall, when so directed by the school committee, prosecute in the name of the city or town any person liable to the penalty provided for in said section. Police, district and municipal courts, trial justices and judges of the probate court, shall have jurisdiction within their respective counties of the offences described in section one.

SECT. 4. All children within the Commonwealth may at- tend the public schools in the place in which they have their legal residence, subject to the regulations prescribed by law.
SECT. 9. The school committee shall not allow a child who has not been duly vaccinated to be admitted or to be connected with the public schools.
SECT. 10. The school committee shall not allow any pupil to attend the public schools while any member of the household to which such pupil belongs is sick with small-pox, diphtheria. or scarlet fever, or during a period of two weeks after the death, recovery, or removal of such sick person ; and any pupil coming from such household shall be required to present, to the teacher of the school the pupil desires to attend, a certificate, from the attending physician or board of health, of the facts necessary to entitle him to admission in accordance with the above regulation.

BOARD OF SELECTMEN.
SELECTMENS' REPORT.
We submit below a report of the Selectmen for the past year.
The year has been one of quietness, and all matters per- taining to the interests of the town have moved along satis- factory to the board. the only event to disturb being the sad railway accident on Thanksgiving Day, which has caused pro- found sorrow throughout our midst. It has been our aim to use the funds intrusted to our care with the same economy as if it was our own. without doing injustice to any one. and feel we have done so. Some few accounts have been overdrawn in con- sequence of unexpected repairs being needed, which will be ex- plained under the headings, appended to our report.
Highways.
There is no account where the proper expenditure of money can bring to the town greater prosperity than this. for with good roads approaching our center and good streets, much benefit is derived by all business interests. Money can be spent to good purpose or wasted in this department according to the way the work is done and conducted. The highways in some portions of the town were in need of extensive repairs. and we feel satisfied the work done on all the roads this year is well done. and the same repairs continued another year would put them in very creditable condition.

For our ordinary roads we recommend the use of gravel, of which we have a good supply ; in some cases the hauling is expen- sive, still we are more highly favored than many towns in this respect.
The condition of Main and Hamilton streets should be im- proved, and after much thought regarding the best plans to adopt, we have decided that this main thoroughfare should be Macadamized, beginning on Main street on a line with Central street to the railway station, and we therefore recommend start- ing at the point above named, this year, to Macadamize this portion of the town. Our idea is to raise and appropriate the sum of $2,500 to be used for this specific purpose, and each year to appropriate an equal amount or more if advisable, and in a short time we would have a road-bed which would be good for twenty years, without any outlay practically for repairs and the burden would not be felt by the town. We shall be fully pre- pared to give information regarding the cost of material delivered at Southbridge, also cost of construction. and are satisfied by procuring the stone from quarries which are uniform in quality, we shall get a more even surface than stone from our own fields or Jedges. This article will appear in the Warrant, and we trust the town will act wisely, as the heavy teaming on this portion of our highways demands a decided improvement. We recommend the sum of $6,000 for Highway repairs.
Contingent.
The name of this account signifies the object for which it is intended. We are pleased to report it has been favored by reasonable demands and were it not for the amounts paid out in connection with the railway accident, it would still make a more favorable showing. Because of the uncertain contingencies which may arrive we recommend the sum of $2,000 for this account.

Sidewalks.
This account is slightly overdrawn in consequence of the general repairs made on our concrete walks, many of which have been restored to good condition and will now last for some time without expensive repairs. The brick walks generally are in poor condition and most of them will have to be re-laid with new brick or concrete, and others repaired. We recommend the sum of $1,500 for sidewalk repairs.
Railings.
The condition of our railings mostly on the highways out- side the center of the town, are in poor condition and should be put in repair as early as practicable to insure the town against the danger likely to occur by accidents, one of which would cost the town many times the expense of thorough protection. A few places where railings have not been placed should be pro- tected. We recommend the sum of $500 for this account.
Bridges.
The appropriation of $700 made at the annual meeting was intended principally to repair the iron bridge at the Globe, and such slight repairs as might be needed in other parts of the town. The iron bridge was found in bad condition, but was thoroughly repaired and restored. We think it is good for many years to come. Upon examination it was found that the Mill street bridge was absolutely unsafe and worthless. This we had to rebuild new throughout. The large bridge at Sanders- dale was found to be in a dangerous condition. in fact, unsafe. Steps were taken at once to repair it, but as the work progressed it was found to be worse than first examination showed and

should have been rebuilt new. We decided to repair it thor- oughly and consider it good for several years. Other bridges Were rebuilt and repaired. the whole causing an expenditure of over $2,000. The public may rely upon the safety of our 1. rge bridges for some time to come. We recommend the sum of $200 for this account.
Fire Department.
This department has responded promptly to its duties, and ale to be commended for the services they render. It has re- cently been discovered by inspection that both fire engines I.reded new boilers, and same are now being made, which will jut the steamers in fine order when completed. The appropria- tion for this department will necessarily be larger than usual on this account. We recommend 82,700 for this account.
Insurance.
The appropriation made for this account was not sufficient Iost year. It will be necessary to raise the sum of $800 for insurance, and we recommend that amount.
Town Hall Contingent.
We recommend that the sum of $1.000 be raised for this account in addition to the school fund of $500. making a total of $1.500.
Militia.
The usual amount paid by the state for the rent of the armory has been $400. The state treasurer paid us only $300

for the past year. and this is the amount we shall receive for the coming year, as it is claimed the accommodations are not ade- quate for the new drill of the militia and consequently not worth the amount hitherto paid.
War Relief.
The usual call for assistance by the families of soldiers in need has been granted with as careful consideration as possible. We recommend the sum of $1,000 for this account.
Street Lights.
We recommend for this account the sum of $6,300.

BOARD OF HEALTH.
Board of Health.
The Board of Health respectfully submit the following report for the year 1894-95.
The sanitary condition of the town has been quite good, as made evident by the comparatively few cases of typhoid fever. diphtheria, and other filth diseases. The village is admirably situated, by reason of the slopes of its hills, for a rapid and thorough drainage. A moderate expense and care would make it one of the most healthful settlements in our Commonwealth. While the Board of Health can deal with only the most open and flagrant violations of sanitary laws, the intelligent co-opera- tion of householders is needed to make the sanitary conditions perfect. Anything that offends a refined sense of sight or smell is very apt to be dangerous to health and life. This is certainly true in the case of sinks and vaults. Every sink should be efficiently trapped. The practice of throwing slops and garbage into vaults is a too common one, and is to be un- reservedly condemned. Dry earth or coal ashes, daily sprinkled over the contents of vaults, will efficiently deodorize them ; and would, doubtless, prevent much sickness.
All cases of scarlet fever have, as far as possible, been isolated. The cases reported have been few as compared with the number during the previous year. A few cases of a mild type. not reported by attending physicians or householders. have been brought to the notice of the Board. Doubtless. there have been others not reported and not known. The Board would call the attention of physicians and of others to the fact.

that the danger of infection from a mild case of disease is as great as from that of a more severe or malignant type. There has been no case of other contagious or infectious disease re- ported.
The complaints brought to the Board have been few. and the causes of these have, as far as possible, been remedied.
The provisions of Chap. 445 of the Acts of 1894 have been complied with, and a Board of Examiners of Plumbers have been appointed with full power to examine and duly license plumbers and to inspect all plumbing. The report of this Board will be found in its appropriate place.
