MANUAL FORCE.


The manual force remains as it was last year, viz, Board of Engineers, Chief and four Assistants, two steamer companies of fifteen men each, two hook and ladder companies of ten men each, thirteen horses subject to the call of the department.


The apparatus consists of two steam fire engines, two hose carriages, two hook and ladder trucks, one supply wagon, one portable fire escape, one life net canvas, one Siamese coupling with discharge pipe, two perfection nozzle holders, 3700 feet leather hose, 500 feet rubber-lined hose.


The past year we have aimed to repair the apparatus and have done as well as possible with the limited means at our command. We found many small repairs needed which took some time and attention. The engine boilers were tested and insured for $2000, being pronounced in good condition, and steam pressure increased from 85 to 100 pounds pressure, which is very desirable in cases of large fires.


As chief of the department the duty devolves on me to present to you such suggestions as seem, to the board, calculated to improve and increase the service in the department.


I would first call attention to the fire alarm system at the present time, which system, as every one must have seen, is very deficient and gives very poor satisfaction. Much valuable time is lost in getting started to the fires, a portion of which is owing

to the non-appearance of horses, and on inquiry it is found that the alarm has not been heard. Such also is the complaint of the firemen, as, if the wind should be in an opposite direction, the alarm can not be heard, and much confusion is caused by ignor- ance as to where the fire is.


I would recommend a system of fire alarm of the best possi- ble construction, which system in a few years' time would pay for itself by not calling out the entire department to every fire. Each company would respond to its alarm and if the second company was needed a second alarm would be rung. as each alarm would direct the company as to the locality of the fire. The above mentioned system would decrease expenses, as 65 per cent. of the alarms given need but one company.


The writer has personally investigated the operations of the Gamewell Fire Alarm Co., and at the Firemen's National Con- vention. held at Springfield, also the state convention at Lowell. made all inquiries into this system and found all the most promi- nent firemen of the National and State Conventions loud in their praises of the Gamewell fire alarm system.


Quoting the words of Chief A. P. Leshure of Springfield. and James C. Crombie of Lawrence. " The Gamewell system is the best there is to be had."


I would recommend a complete fire alarm system consisting of eight boxes evenly distributed throughout the town. running six miles of extra best No. 9 wire. with all the proper attach- ments to complete the same, everything to be of the best mate- rial. the work warranted to be done in a thorough manner and the whole system put up and guaranteed for the sum of $1200.


The firemen hope the citizens will give this matter their earnest consideration as it is a much needed improvement, the town growing larger every year and responsibilities for the fire- men increasing.


I would also call attention to the annual appropriation for the past ten years which has been $800 per year.


Heretofore this appropriation has been found sufficient.

when the cost of horses was 60 per cent. less than it is at the present time, but now it is not sufficient to keep the depart- ment up to the required standard, in repair and proper supplies, as we believe every year the department should be kept as nearly perfect as it is possible to do so.


The Board has voted to ask you to extend the appropria- tion to $1000, as the need for hose and supplies. the coming year, is great.


In closing my lengthy report I would give thanks to all . who, in any way, have contributed help and support to the fire- men, whether at a fire or in making a success of their annual ball. My thanks are also due the firemen for their prompt responses to the calls of duty. their readiness in obeying orders when given and the good work done by them at fires during the year past.


I would also extend to my associate members of the Board my heartiest thanks for their counsel and cooperation in all the duties and requirements of this department during the year.

BOARD OF HEALTH REPORT.


The Health Board in submitting its annual report is please E to note, first of all, the entire absence during the year of conta- gious diseases, not a single case being officially reported. A general inspection of the town was made early in the season by the full board. In most instances, cesspools, drams, privies an } vaults were found well covered and in fairly good condition. Changes advised by the Board were promptly executed.


The matter of proper sewerage for the town is of vital im- portance to every householder, few realizing the danger in the present method of disposing of our sewage. However exact- ing the health officers. or careful the landlord and tenant, this primitive method of drainage is a prolific source of disease and a disgrace to the town.
