ANNUAL REPORT
OF THE
POLICE DEPARTMENT
POLICE DEPARTMENT.
Since making the last annual report there have been several changes in the roster of the Police De- partment. Early in the spring Charles Curtin was taken sick and William J. Doughty was appointed to succeed him. In July George E. Egan resigned and Paul V. Murphy was appointed. He served for about two months and resigned, when John F. Maloney was appointed to succeed him. At the present time the department is in good working order and we believe that the town has as efficient a Police Department as will be found in any town. There have been 13 less arrests the past year than the year previous.

TOWN WARRANT.
WORCESTER, SS. To either of the Constables of the Town of Southbridge, in the County of Worcester, GREETING :
In the name of the Commonwealth of Massachu- setts you are hereby requested to notify the inhabitants of the Town of Southbridge, aforesaid, qualified to vote in Town Affairs, to meet in the Town Hall in said Southbridge, on Monday, the second day of April at nine o'clock in the forenoon, to act on the following articles:
ARTICLE 1. To choose a moderator to preside at said meeting.
ART. 2. To choose by ballot all necessary town officers for the ensuing year, viz: Clerk, Treasurer Selectmen, Overseers of Poor, Collector of Taxes, Board of Health, Assessors, School Committee, Auditors of Accounts, Cemetery Committee, Library Committee, a Sinking Fund Commissioner, a Sewer Commissioner, a Highway Surveyor and Constables.
ART. 3. To vote by ballot "Yes" or "No" in all- swer to the question "Shall license be granted for the sale of intoxicating liquors in this town? "

ART. 4 To hear the reports of the Auditors of Accounts, Treasurer, Clerk, Selectmen, Library Com- mittee, etc., and act thereon.
ART 5. To raise and appropriate such sums of money as may be necessary to pay town debts and charges the ensuing year, or act thereon.
ART. 6. To see if the town will allow a discount on taxes paid within a certain period, or charge in- terest on unpaid taxes after a certain date, or act thereon.
ART. 7. To see if the town will authorize the Treasurer to borrow such sums of money in anticipa- tion of taxes as will be found necessary to meet the current expenses of the year. or act thereon.
ART. 8. To see if the town will accept the list of jurors as posted and presented by the selectmen, or act thereon.
ART. 9. To see if the town will vote to pay the engine men for the ensuing year, or act anything thereon.
ART. 10. To see if the town will authorize the Tax Collector to use the means for collecting the taxes which the Town Treasurer may use, when appointed collector, or act thereon.
ART. 11. To see if the town will accept the report of the committee on by-laws; adopt the by -laws as reported, and approve of the rules and regulations of the several Boards making such rules and regulations,

as set forth in the report of the committee, or act thereon.
ART. 12. To see if the town will vote to raise the sum of two hundred dollars for the purpose of cutting Litchfield Avenue to grade, commencing at South street, past the house of H. L. Litchfield and the brick house owned by Mrs. Jude T. Mckinstry, extending back to Beach street, or act thereon.
ART. 13. To see if the town will concur with the Board of Harbor and Land Commissioners in the pro- posed change in the boundary line between the towns of Southbridge and Dudley and Southbridge and Charlton, as recommended by said Board, or to take any other action thereon.
ART. 14. To see if the town will vote to establish an arc light on Foster street at the railroad crossing, raise and appropriate money therefor or act thereon.
ART. 15. To see if the town will instruct the High- way Surveyor to expend $50 on the road leading from West Dudley to Southbridge, commencing at West Dudley line on the river road past the residence of George Mansfield, or act thereon.
ART. 16. To see if the town will vote a gravel walk on the south side of Cliff street, starting at John T. Ryan's store, to be continued to St. George Ceme- tery, raise and appropriate money therefor or act thereon.

To see if the town will vote to author- ize the Treasurer to transfer from chemical engine account $5.47 ; drinking fountain, $165.64; Center watch district, $464.54 and Olney avenue, $16.53 to unappropriated funds, and from unappropriated funds to Westville road, $1,267.05; Worcester street side- walk $71.40; Mechanics street sidewalk, $663.51; Lovely street, $62.51; Coombs street culvert, $11.40; Culverts, $158.33 ; Bank tax, $698.35; or act thereon.
ART. 22. To see if the town will fix the compen- sation for town officials, laborers and teams, or act thereon.
ART. 23. To see if the town will vote an appro- priation for the observance of Memorial Day, or act thereon.

ART. 25. To see if the town will vote to construct a sewer on Chapin street, between Dresser and Wil- liams streets, raise and appropriate money therefor, or act thereon.
ART. 26. To see if the town will vote to construct a sewer commencing at present sewer on Chapin street, thence westerly, crossing Goddard court, to Marcy street, raise and appropriate money therefor, or act thereon.
ART. 27. To see if the town will instruct the Highway Surveyor to put in a crosswalk on Elm street at junction of Hartwell street, or act thereon.
ART. 28. To see if the town will vote to pay John "C. Clarke the sum of thirty-two dollars for carrying school children from Hooker district to Main street and Marcy street school houses, from November 28th to December 23d, 1904, raise and appropriate money therefor, or act thereon.
ART. 29. To see if the town will raise and appro- priate the sum of $5000 to pay the Police force for the ensuing year, or act thereon.
ART. 30. To see if the town will vote to establish an incandescent light on the old road to Sturbridge, between the residence of J. F. Ryan and that of John Farquhar, or act anything thereon.

And you are directed to serve this Warrant by publishing an attested copy thereof twice in the South- bridge Press, and Herald, the first publication being not less than nine days next preceding the day of the meeting,-or by posting up such attested copies in four conspicuous public places within the town, at least nine days, including Sundays,-before the day of holding said meeting. The polls will be open at 9 o'clock A. M. and close at 4 o'clock P. M.
