ANNUAL REPORT
OF THE
POLICE DEPARTMENT.
In this, my first annual report, I wish to but briefly refer to the year's work of the police department which without any feeling of self congratulation, I may say has been all that could be expected. The guiding sentiment of the department has been that of justice to all, a square deal all around, and without any undue harshness in managing the unpleasant problem involved in making arrests. We have tried to use good judg- ment in the matter, not rushing in to make arrests for trivial offences, when better results could be obtained. with leniency, and when the feelings of many directly affected could be spared the pain and humiliation of public notoriety. There has, therefore, been 30 less arrests this year than in the preceding twelve months. Crime has been at a minimum, and such as there was,. being for the most part of a trivial kind, proving that our course has been wise and beneficial.
I started out with the purpose of giving my best efforts to the task before me, and was naturally dis- appointed to find that some of the members of the force, with whom I had served since the establishment of the department, had taken umbrage at my promo- tion. Not being over-anxious to preserve harmony,

their course has been anything but pleasant, petty exhibitions of jealousy on their part being frequent, and at times annoying. Ignoring these things I pursued my course doing my duty from day to day, so that as the year drew to a close, I had the satisfaction of seeing the department in the best condition it has ever been. The public has shown in various ways that it is satisfied with my conduct of the department and this is all I ask in commendation of my efforts.
I would respectfully call attention to the need of a substitute to take the place of any regular man who is unable to do duty because of sickness or other cause. The appointment of such a substitute would call for no additional outlay of money, and would meet many an exigency. Below will be found the statistics of the department for the year ending Feb. 1.

TOWN WARRANT.
WORCESTER, SS. To either of the Constables of the Town of Southbridge, in the County of Worcester, GREETING :
In the name of the Commonwealth of Massachu- setts you are hereby requested to notify the inhabitants of the Town of Southbridge, aforesaid. qualified to vote in Town Affairs, to meet in the Town Hall in said Southbridge, on Monday, the first day of April, 1907, at (9) nine o'clock in the forenoon, to act on the following articles :
ARTICLE 1. To choose a moderator to preside at said meeting.
ART. 2. To choose by ballot all necessary town officers for the ensuing year, viz: Clerk, Treasurer, Selectmen, Overseers of Poor, Collector of Taxes, Board of Health, Assessors, School Committee, Auditors of Accounts, Cemetery Committee, Library Committee, a Sinking Fund Commissioner, a Sewer Commissioner, a Highway Surveyor and seven Constables.

ART. 3. To vote by ballot "Yes" or "No" in an- swer to the question "Shall license be granted for the sale of intoxicating liquors in this town?"
ART. 4 To hear the reports of the Auditors of Accounts, Treasurer, Clerk, Selectmen, Library Com- mittee, etc., and act thereon.
ART. 5. To raise and appropriate such sums of money as may be necessary to pay town debts and charges the ensuing year, or act thereon.
ART. 6. To see if the town will authorize the Treasurer to borrow such sums of money in anticipa- tion of taxes as will be found necessary to meet the current expenses of the year, or act thereon.
ART. 7. To see if the town will accept the list of jurors as posted and presented by the selectmen, or act thereon.
ART. 8. To see if the town will vote to pay the engine men, or act thereon.
ART. 9. To see if the town will fix the compensa- tion for town officials, laborers and teams, or act there- on.
ART. 10. To see if the town will vote an appro- priation for the observance of Memorial Day, or act thereon.

ART. 12. To see if the town will vote to authorize the Treasurer to transfer from Cliff street walk $93.81, Lovely street .41, to unappropriated funds, and from unappropriated funds to Caron street $198.41 and Watch system $142, or act thereon.
