As Chairman of the School Committee, it is my duty to discuss the operation of our public schools during this, our fourth year of war .
Enrollments
Enrollments have dropped in the Trade School and in the High School, because so many boys from both schools have either enlisted or have been called into the service of their country.
The School Committee has been able to award diplomas to several of these menwho have completed requirements through Service Insti- tute Educational programs.
We urge all parents with sons and daughters in the service, who have not already received a High School or Trade School diploma, to work for it whenever possible.
Teaching Staff
A study of this report elsewhere will show a large turnover in the teaching staff. This is regrettable but unavoidable and must be considered as one of the results of war.
Itis gratifying to the Committee, however, that no school has been forced to close a single day because of the lack of a teacher. In many parts of the country and even in rural New England, children have lost much more of their educational right than here.
Standardization
The work of the elementary supervisor, whose report appears elsewhere, and the work of the director of guidance is resulting in better pupil placement and in a more unified offering throughout the system.

The Financial Picture
Although our total enrollment is lower than it was a few years ago, costs of operation -- in line with costs in every school and business in the country -- are higher.
The citizens in the annual meeting two years ago issued a very definite mandate regarding salary increases for all town employees. The School Committee, exercisingits sole jurisdiction over salaries of School Department employees, adopted a new salary scale -- which has been copied in many parts of the state -- and also a cost-of-liv- ing bonus which will be continued while the necessities of life com- mand their present inflated price.
Other expenses of operation will continue heavy for the coming year, at least, and the proposed budget ought to be adopted as sub- mitted to permit proper operation of the Department.
The administrationis attempting to conduct the public schools for the greatest good of the greatest number of pupils and teachers, and in this endeavor, it asks your support.
To all my colleagues on the School Committee, and to all em- ployees of the School Department, I wish to express appreciation for cooperation offered and for results achieved.

REPORT OF THE SUPERINTENDENT OF SCHOOLS
To the School Committee of Southbridge:
In the operation of our public schools -- in this the fourth year of our country's war -- we are constantly being confronted with difficult and troublesome problems. I marvel constantly at the spirit and accomplishment of our classroom teachers in the face of these things because, with decreased supplies and many of an in- ferior quality, they manage to keep accomplishments up to, or ex- ceeding postwar standards.
One bright spot during the past few months, however, has been the addition of young men and young women teachers to our elementary school physical-education staff. They are giving the pupils of junior high school age something of a program in body-building and good-sportsmanship development.
In perusing the reports submitted by the Chairman of the School Committee, principals, and other department heads, I am very certain that the active operation of our schools is in good hands.
I hope that results obtained by them will insure the proper financial support by the voters of the town so that our program will not be retarded. This year, we worked under a considerable budget restriction, which necessitated the interruption of some services. However, because of this budget reduction, our total costs of operating the schools in 1944 was only $735.15 greater than in 1943.
In the face of mounting costs of all materials and supplies, and in the face of the salary increases which we have made to try to offset somewhat the increased cost of living, it seems to me that our budget request of this year, though considerably higher than our appropriation of 1943, is reasonable and necessary.
I note that the chairmanin his report asks for the support of all citizens interested in the ultimate welfare of our schools. I can only express his words and his wish.
Again, to the classroom teachers who are bearing the brunt of these difficult days, I express my heartfelt appreciation.
To all other members of our school family -- School Committee, Principals, and Staff -- I acknowledge the help and inspiration of the past year.

To the Superintendent of Schools:
In accordance with your request, my eighth annual report as Principal of the Mary E. Wells High School is hereby submitted.
The enrollment for the year 1944-1945 is divided as follows: Seniors, 89; Juniors, 95; Sophomores, 150; Freshmen, 164; Post- Graduate, 1; a total of 499 pupils.
PROGRAM OF STUDIES
Diplomas are granted upon completion of three different courses; namely, Academic, Commercial and General.
One hundred pupils were graduated on June 22, 1944, and their names and courses completed by them are included in this report for the information of interested citizens.
