During the pros and cons of Mr. Tremblay's substitute motion and on the Finance Committee's motion and discus- sions relevant to recommendations and duties of the present Board of Review and whether or not said Board had recom- mended pay increases the Town Counsel was asked for his opinion of the substitute motion presented by Mr. Tremblay. The Town Counsel stated: "In his opinion the substitute mo- tion presented by Mr. Tremblay was not clear enough. It did not indicate whether all employees were to receive the $300.00 increase or only those who already attained the maximum and if it were meant for all employees. There was not suf-
