I herewith submit my second Annual Report of the activities and expenditures for the above departments and wish to express, for the members of the Department and myself, our appreciation for the support and co-operation which you have given us the past year.

A detail statement of the number of cases brought before the Court is hereby submitted, together with a state- ment of other activities that do not result in Court action.
The general routine work of this department has in- creased during the past year.
Over three hundred complaints were received by this department for investigation, this is an item which involves considerable time as there is a possibility of a violation of law.
Attention is also called to the fact that in 1934 only 18 automobile accidents were investigated, whereas in 1935 we investigated 46 accidents in which 42 persons were in- jured. These investigations also require considerable time to determine if there is criminal negligence. I am pleased to report that Harwich has not had a fatal accident, being one of the few towns in the state.
You will note that the number of arrests for drunk- enness has decreased from last year, despite the fact that Harwich had its second year of liugor license.
There has been an increase in a few cases of a serious nature, over which this department had no control until

after it had happened, in each case the guilty parties were promptly apprehended.
The night patrol has proven its worth during the past year, on one occasion a life was saved when a night patrol officer found a man overcome by carbon monoxide gas.
The ordinary method of reporting arrests in the an- nual police report is by no means a measure to determine the efficiency of a police department.
This department is trying to accomplish its purpose in the prevention of crime, but when a crime has been com- mitted, it is proper for the police to arrest and it is ful- filling its full duty to the public.

REPORT OF TRUSTEES OF BROOKS LIBRARY
Through the year 1935 Brooks Library has had a cir- culation of 12,055 books, 2,272 of the number going to East, South and North Harwich. Four hundred and fifteen books have been added to the library, one hundred ten being non- -fiction. Twenty-five magazines have been subscribed for including two subscriptions of the National Geographic, one of which is kept for binding, the other for circulation and general enjoyment. The Harwich Independent has been bound to date and placed with other years for reference.
Through the kindness of Mrs. Bernard Andrews the library has acquired a very splendid and expensive book on Early American Pressed Glass by M. W. Lee. Mrs. Re- becca Smith has also presented books of worth while non- fiction.
Mr. A. J. Mansville of Rye, N. Y. gave the library a number of popular fiction books during his visit last summer.
Another Rogers group has been added to the library's already extensive collection.
The trustees at this time heartily thank Miss Eliza- beth Nickerson of Harwich Port for the very fine picture, beautifully framed, of her brother-in-law, Mr. George W. Nickerson who gave the fund $5000 to the library, the in- terest from that sum to be used for non-fiction books.
It is a most appropriate gift, and is displayed with great reverence in connection with the fine non-fiction li- brary growing out of Mr. Nickerson's generosity.
The greatest need of our library today is a children's

room. Not only do the children need a place of their own to read and study but such a department would greatly relieve the congestion of the present library where reading table, charging desk and stacks filled with all classes of books, are crowded together in one room.

To either of the Constables of the Town of Harwich in said County Greetings :-
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the Inhabitants of said Town qualified to vote in Elections and Town af- fairs to meet in Exchange Hall in said Town on Monday, Feb. 4th, 1935, at Nine O'clock A. M., then and there to act on the following Articles :-
Article 1. To choose a Moderator to Act at said Meeting.

To choose on one ballot the following Town Officers and Committees: Town Clerk, Town Treas- urer for one year; one Selectman, Overseer of Public Wel- fare and Board of Health for three years; one Assessor for three years; three Herring Committee for one year ; one School Committee for three years; three Constables for one year; one Trustee of Brooks Library for three years; one Park Commissioner for three years.
The election of town officers began at 9.12 o'clock. The following tellers being duly sworn assisted during the balloting :- Lawrence B. Robbins, Ray H. Chase, Deborah C. Phillips, Isaac B. Kendrick, P. William McCourt, Lester

P. Case and Alton A. Bearse, the latter had charge of the ballot box. The Polls were kept open until 3.00 o'clock p. m.
806 ballots were cast. This number agreed with the checking list used by the tellers. The counting was com- pleted at 6:30 o'clock with the following result :

After the announcement of the ballot, the meeting was adjourned until Tuesday, Feb. 5, 1935. Meeting re- assembled at 9:30 o'clock a. m., Tuesday.

The following nominations were made from the floor and confirmed by voice vote :

Article 4. To see if the town will vote to authorize the town treasurer with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1935, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
So voted.
Article 5. To hear the report of all Town Officers and Committees for the year 1934.
Reports of all Town Officers and Committees for 1934 were accepted.
Article 6. To see if the town will vote to raise and appropriate such sums of money as may be necessary to defray Town expenses for the ensuing year, and act fully thereon.
The budget presented by the Finance Committee for 1935 was accepted after increasing the amounts under the Selectmen's Salaries, Town Clerk's salary, Forestry Work and Snow Removal.
It was also voted that $10,000.00 be taken from the Surplus Fund and the balance raised by taxation.

Article 7. To see if the town will vote to Instruct its Selectmen to control, regulate and prohibit the taking of Eels, Clams, Quahaugs and Scallops, within the Town limits as provided in Chapter 91, Section 85 and acts and amendments thereto to the revised Laws of Massachusetts and to make any regulations in regard to such fisheries as may be expedient, and act fully thereon.
