REPORT OF AN AUDIT OF THE GENERAL ACCOUNTS OF THE TOWN OF HARWICH

Gentlemen :
I submit herewith my report of an audit of the gen- eral accounts of the Town of Harwich for the period from January 1, 1938, and of the Collector's accounts for the period from April 5, 1938, to December 7, 1938, made in ac- cordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir :
As directed by you, I have made an audit of the gen- eral accounts of the Town of Harwich for the period from January 1, 1938, and of the collector's accounts for the period from April 5, 1938 to December 7, 1938, and report thereon as follows :
The records of the financial transactions of the sev- eral departments receiving or disbursing money for the

town, or committing bills for collection, were examined and checked.
The ledger accounts kept by the town accountant were analyzed, the appropriations and transfers being checked with the town clerk's records of town meetings and with the records of the finance committee. Balance sheets, which are appended to this report. were prepared showing the financial condition of the town on December 7 and 31, 1938.
The books and accounts of the town treasurer were examined and checked. The cash book additions were veri- fied, and the recorded receipts were analyzed and compared with the records in the departments makin payments to the treasurer. The payments by the treasurer were compared with the selectmen's warrants authorizing the disburse - ment of town funds.
The treasurer's cash balance on December 7, 1938. was proved by actual count of the cash in the office and by a reconciliation of the bank balance with a statement furn- ished by the bank in which town funds are deposited.
The recorded payments on account of maturing debt and interest were checked with the amounts falling due and with the canceled securities on file.
The savings bank books and securities representing the investments of the various trust funds in the custody of the town treasurer and of the trustees were personally examined, the income being proved and the transfers to the town being verified.
The records of tax titles held by the town were ex- amined and checked. The amounts added to the tax title account were compared with the collector's records, and the tax titles on hand were listed, proved and checked with the records in the Registry of Deeds.
The books and accounts of the tax collector were. examined and checked. The taxes and assessments out-

standing at the time of the previous examination were aud- ited and all subsequent commitments were added and rec- onciled with the assessors' warrants for their collection. The payments to the treasurer by the collector were checked to the treasurer's books, the abatements as recorded were compared with the records of abatements granted by the assessors, and the outstanding accounts were listed and proved.
The commitments of departmental and water ac- counts receivable were examined and checked. The re- corded receipts were checked with the payments to the treasurer, the abatements as recorded were compared with the records in the departments authorized to grant abate- ments, and the outstanding accounts were listed.
