to insufficient funds and it is hoped the Town will see fit to paint the exterior of the Tank during the coming year.


The diesel engine was completely overhauled by the Hathaway Machine Co. of Fairhaven, Mass. and was found to be in excellent condition. The cooling system was changed from an open to a closed type. This change ena- bled us to get a reduction of one third on the yearly insur- ance premium on the Diesel engine.

SUMMARY :


The number of water takers connected for the year 1940 or any part thereof were 357 which shows a material increase over the maximum of 300 takers in 1939. Gross receipts for 1940 were $11,714.34 which enabled us to ex- ceed our operating and maintenance expenses by more than $3,000.00. The special summer service rate was extended in 1940 from 4 months to 6 months namely from April 15th to October 15th mainly to allow the summer patrons to have their cottages opened and cleaned in the Spring before the summer season, also, enabling them to close their cottages for the winter in due time after Labor Day. The Board has worked for the best interests of the Town during 1940 and hopes it has earned the confidence of the citizens in our efforts.

I herewith respectfully submit my eighth annual re- port of the Police Department for the Town of Harwich for the year ending December 31st, 1940.

There were 23 persons injured in automobile accidents, six of whom were taken to the Cape Cod Hospital.


There being 50 summons and warrants served.


During the year there were several hundred windows broken by boys with Air guns or BB air rifles, so-called, this menace must stop, Chapter 140, Section 130, provides that, whoever sells or furnishes to a minor under the age

of 15 years, any firearms, air guns, sling shots or other dangerous weapons or ammunition, shall be punished by a fine not less than $100. nor more than $500.


There was considerable vandalism on "Halloween" among the older boys, this practice of destruction must also cease.


As in the past, this Department wishes to extend its appreciation to all for your assistance and cooperation.

The work of the Library has been carried on in much the same way as usual with Miss Susan L. Underwood, Librarian, and Mrs. Howard C. Cahoon, Assistant Libra- rian.


This year the library has been open each Wednesday afternoon during July and August, in addition to the regular Saturday afternoon hours.


The circulation has been about the same, and we have about seven thousand volumes.


Two statues have been added to the Rogers group of statuary, one having been given by Mrs. Elloise Baker Larsen.


Children's Book Week was observed and the ele- mentary school was entertained in the library rooms. Many children's books were on display and we hope this helped to cultivate good reading.

Article 9. To see if the Town will vote to raise and appropriate a sum of money not to exceed Sixteen Hundred ($1,600.) Dollars, under the provisions of Sub-Section 21 of Section 1 of Chapter 371 of Acts of 1921, and any and all amendments thereof and additions thereto for the en- ployment of a nurse through the Harwich Visiting Nurse Association, Inc.


Accepted and adopted as printed. $1,600.00 raised and appropriated.


Article 10. To see if the Town will raise and ap- propriate a sum not exceeding Five Hundred ($500.) Dol- lars for the establishment and maintenance of a free bed in the Cape Cod Hospital for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, un- der the provisions of General Laws Ter. Ed. Chapter 111, Section 74.

Article 11. To see if the Town will vote to raise and appropriate the sum of Three Hundred ($300.) Dol- lars for the benefit of Chase Library, West Harwich.

Article 12. To see if the Town will vote to raise and appropriate the sum of Three Hundred ($300.) Dol- lars for the benefit of Harwichport Library Association.

Article 13. To see if the Town will vote to raise and appropriate the sum of Two Hundred Fifty ($250.) Dollars for the purpose of providing five Band Concerts, to be given by the Junior Community Band and other Cape musical organizations during July and August, at Brooks Park.


Accepted and adopted. $250.00 raised and appropri- ated.


Article 14. To see if the Town will vote to raise and appropriate the sum of Twenty-five Hundred ($2,500.) Dollars to be used under the direction of the Selectmen for the promotion of public recreation and amusement, in ac- cordance with Legislative Acts of 1930, Chapter 12, Sec- tion 1, and any acts and amendments thereto.

Article 15. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000.) to be expended in connection with W. P. A. work, said money to be expended under the supervision of the Selectmen.

Article 16. To see if the Town will vote to ex- pend the refunded dog tax for 1939 for the support of Brooks Library.


Accepted and adopted.


Article 17. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain one street light in front of residence of Mrs. Appleton, North Harwich. By request.


Indefinitely postponed. Pole in this location is on private property.


Article 18. To see if the Town will vote to raise and appropriate a sum sufficient to place and maintain a street light at the junction of South and Miles Streets, Harwichport; such light to be located on pole now in place at this intersection.


Accepted and adopted, and the sum of $16.80 be appropriated therefor.


Article 19. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain one street light on Pole No. 96/5 located on Earl Road, West Harwich, and to act fully thereon.


Voted that a so-called "Summer light" be main- tained at this location, and the sum of $9.00 was appro- priated therefor.


Article 20. To see if the Town will vote to re- surface, where needed and rebuild where needed, the sidewalks in the business section of Harwichport; raise and appropriate Seven Hundred ($700.) Dollars for the same, and act fully thereon.


This article was indefinitely postponed, and that funds for such minor repairs as appear necessary be taken from the General Repairs Fund of the Highway Depart- ment.

Article 21. To see if the town will vote to accept Harborview Avenue, Windemere Bluff, at Harwichport, as a town highway, as per plans now on file, or take any other action relative thereto.
