appropriated for this article provided it will return an an- nual interest of 6% in this way, saving the Town $2,400.00 and accomplish the same purpose." This motion accepted and adopted. Raised and appropriated $3,500.00.
Article 86. To see if the Town will vote to raise and appropriate a sum of one thousand dollars, to be used with whatever money may be available from the State and per- sonal contributions for the purpose of dredging and repair- ing the Breakwater at Round Cove Run at Pleasant Bay, East Harwich and act fully thereon.

Article 94. To see if the Town will vote to raise and appropriate a sum of money to be used to purchase or take by eminent domain the beach property owned by Raymond D. Mckinney on a westerly side of Pleasant Street on the shore of Nantucket Sound, the property to be used as a Town Bathing Beach and act fully thereon.
Accepted and adopted. Raised and appropriated $3,000.00.
Article 95. To see if the Town will vote to raise and appropriate a sum of money to be used to construct a build- ing to house toilets on the Town owned property at the foot of Bank Street and act fully thereon.

Article 1. To see if the Town will vote to raise and appropriate a sufficient sum of money to extend the water mains on Silver Street, West Harwich. and act fully thereon. Accepted and adopted. Raised and appropriated $1,800.00.
Article 2. To see if the Town will vote to raise and appropriate a sufficient sum of money to extend the water mains on Earle Road, West Harwich, and act fully thereon.

Aritcle 3. To see if the Town will vote to raise and appropriate a sufficient sum of money to extend the water mains from the corner of Main and Division Streets to the property of Lucy Ginns, and act fully thereon.

Article 4. To see if the Town will raise and appro- priatethe sum of one thousand' ($1,000.00) dollars for the Police Department, in order that there may be sufficient funds to provide officers for extra duties during the sum- mer months, namely- June, July, and August.

Article 5. To see if the voters will vote to transfer four thousand five hundred ($4,500.00) Dollars from the school fund back to the treasury of the Town, and act fully thereon.

Article 6. To see if the Town will vote to raise and appropriate a sufficient sum of money to purchase a cer- tain lot of land on the East side of Earle Road the property of Allen's Harbor, Inc. for making a parking lot and bath- ing beach and act fully thereon.

Nickerson, "That $12,000.00 be ap- propriated from surplus revenue and that the Town pur- chase from Allen's Harbor, Inc. the land on the east side of Earle Road, comprising approximately 8 acres. The said property to be used as a bathing beach and for recreational and park purposes.
Article 7. To see if the Town will vote to raise and appropriate a sum of money to build a parking lot on the property purchased under Article. 6 and act fully thereon.
Accepted and adopted. Raised and appropriated $1,000.00.
Article 8. To see if the Town will vote to raise and ap- propriate a sufficient sum of money to grade and harden the end of Pleasant Road in West Harwich, forty feet wide and one hundred feet long toward Nantucket Sound and act fully thereon.
Accepted and adopted. Raised and appropriated $750.00 to be used on Shore and Pleasant Roads.
Article 9. To see if the Town will vote to raise and ap- propriate a sufficient sum of money to grade and harden the end of Beach Road in West Harwich forty feet wide and one hundred feet long toward Nantucket Sound and act fully thereon.

To see if the Town will vote to rescind the action taken at the Annual Town Meeting in February un- der Article 94 wherein it voted to raise and appropriate the sum of $3,000.00 to purchase or take by eminent domain the beach property owned by Raymond D. Mckinney on the westerly side of Pleasant Street for a town bathing beach and act fully thereon.

Article 13. To see if the Town will vote to raise and ap- propriate a sufficient sum of money to build a road from the Harwich Port Schoolhouse to Pleasant Street, said road to be built on the Town owned land recently bought of J. O. Hulse.

SPECIAL TOWN MEETING JULY 24, 1946
Article 1. To see if the Town, pursuant to the vote passed at its Annual Meeting, February 5, 1946, disposing

of the legacies under the will of Susan J. Ulm, accepted at a special meeting of the town April 13, 1945, will vote to authorize the Treasurer to execute the following receipt and agreement providing for the receipt, investment and administration of said legacies to wit :
The Town of Harwich, a municipality of the Common- wealth of Massachusetts, acknowledges that it has received from the Old Colony Trust Company and John S. Slater, executors under the will of Susan J. Ulm, late of Harwiclı, Barnstable County, Massachusetts, the sum of thirty-five thousand ($35,000.00) dollars paid to it by the executors aforesaid under the provisions of paragraph. "second" and "twenty-third" of the will of said Susan J. Ulm, accepted by the Town of Harwich at a special town meeting, held April 13, 1945, which thirty-five thousand ($35,000.00) dol- lars said Town of Harwich agrees to hold in trust as a scholarship fund to be knokn as the Benjamin Johnson, Mary S. Johnson and Susan J. Ulm Memorial Fund" to be administered by a committee consisting of the Principal of the Harwich High School, the Superintendent of the Har- wich Schools, and the members of the Harwich School Com- mittee, to be known as the Johnson-Ulm Memorial Scholar- ship Committee, as authorized by the 1946 Annual Town Meeting held on February 4, 1946 (and days following) and subject to the following conditions :-
A. The trust funds shall be in the custody of the Town Treasurer to be invested as directed by the Johnson-Ulm Memorial Committee (Scholar- ship).
B. The trust funds shall be invested in ac- cordance with the laws of the Commonwealth of Massachusetts governing the investment of public trust funds.
C. The Johnson-Ulm Memorial Scholarship Committee shall by the action of the Superinten- dent of the Harwich Schools, or the Principal of the Harwich High School, with a majority of the Harwich School Committee, determine' from time to time the student or students who shall be gradu- ates of the Harwich High School and residents of the Town of Harwich, who shall be entitled to scholarships from the income of the fund, which shall be used for or applied towards the college tuition fees of such student or students.

D. All scholarship awards shall be to students who have had high scholastic standing, who show outstanding qualities of leadership and who are in need of financial assistance to attend any college or colleges as are enumerated in the College Blue Book, published by College Blue Book of Deland, Florida.
E. All scholarship awards to graduate students of Harwich High School shall be outright gifts to such students who shall not be required to repay the same.
In witness whereof the Town of Harwich has caused this receipt and agreement to be executed in its name and on its behalf and the seal of said Town to be hereto affixed by its Treasurer and act fully thereon.
Donald P. Tulloch of West Harwich presented the fol- lowing motion :
"That the voters authorize the Treasurer to execute the receipt and agreement as set forth in Article 1 of the Town Warrant. After the motion was seconded the Modera- tor called for a voice vote- The vote was unanimous and the motion was carried.
Article 2. To see if the Town will vote to accept and adopt, the plumbing rules and regulations made by the Board of Health as published in the Harwich Independent July 11, 18, 1946, and act fully thereon.

Article 3. To see if the Town will vote to authorize the Selectmen to sell at public auction the furnishings and contents of the infirmary, and act fully thereon.
The Finance Committee's recommendation was accepted and adopted by a unanimous voice vote which was- "that this article be accepted and that notice of said auction be. posted in the Harwich Independent, the Cape Cod Standard- Times and in each of the several post offices in the Town of Harwich.
SPECIAL TOWN MEETING NOVEMBER 1, 1946
Article 1. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing

a Diesel engine driven pumping unit with controls for the Water Department, determine whether the money shall be provided for the issuance of a loan or by transfer from available funds, or take any action in relation thereto.
Article 2. To see if the Town will accept the laying out of a Town way in West Harwich known as Pleasant Road, lead- ing from Nantucket Sound northerly to Lower County Road, and the re-locating and altering of the same town way leading from Lower County Road northerly to Chase St. as reported and recommended by the Selectmen under date of Oct. 16, 1946 and will authorize and instruct the Selectmen to take by purchase or eminent domain in behalf of the Town, the lands or interest in the land within said layout and re-location and alteration for a Town way and will raise and appropriate a sufficient sum of money for this purpose,
Article 3. To see if the Town will accept the re-locating and altering of a town way at South Harwich known as Oliver Snow Rd. leading from Gorham Rd. in a northeaster- ly direction of about twelve hundred and fifty feet as recommended and reported by the Selectmen under the date of October 16, 1946 and will authorize and instruct the Selectmen to take by purchase or eminent domain in behalf of the town, the lands or interest in the lands within said re-location and alteration for a Town way and will raise and appropriate a sufficient sum of money for this purpose.
Article 4. To see if the Town will accept the layout of a Town way at West Harwich, known as Shore Road, leading from the land of Edwardina A. Gleason easterly to the land of Henry J. O'Keefe as reported and recom- mended by the Selectmen under date of October 16, 1946 and will authorize and instruct the Selectmen to take by purchase or eminent domain in behalf of the town the Jands or interest in the lands within said layout for a Town way, and will raise and appropriate a sufficient sum of money for this purpose. .
Article 5. To see if the Town will accept the re-locating and altering of a town way in West Harwich known as River Road leading from Route 28 to Chase Street as reported and recommended by the Selectmen under the date of October 16, 1946 and will authorize and instruct the

Selectmen to take by purchase or eminent domain in behalf of the town the lands or interests in the lands within said re-location and alteration for a Town way and will raise and appropriate a sufficient sum of money for this purpose.
Article 6. To see if the Town will accept the re-locating and altering of a town way at West Harwich known as Chase Street leading from Route 28 to Lower County Road as reported and recommended by the Selectmen under date of October 16, 1946 and will authorize and instruct the Selectmen to take by eminent domain in behalf of the lands or interest in the lands within said re-location and alteration for a Town way and will raise and appropriate a sufficient sum of money for this purpose.
Article 7. To see if the Town will accept the re-locat- ing and altering of a town way at West Harwich known as Grey Neck Road leading from Route 28 to the waters of Nantucket Sound, as reported and recommended by the Selectmen under date of October 16, 1946 and will author- ize and instruct the Selectmen to take by purchase or em- inent domain in behalf of the Town the lands or interest in the lands within said re-location and alteration for a town way and will raise and appropriate a sufficient sum of money for this purpose.
Agreeable to the foregoing warrant voters to the num- ber of 40 assembled in Exchange Hall, Friday evening, on the specified date and awaited the arrival of a necessary quorum of 77. At 8:45 o'clock in the absence of a quorum the special meeting was postponed until Friday evening, November 8, 1946 at the same hour.
SPECIAL TOWN MEETING DECEMBER 13, 1946
Article 1. To see if the Town will vote to transfer the sum of $700.00 from the amount raised and appropriated at the Annual Town Meeting for public welfare to the aid of dependent children' account and act fully thereon.
Article 2. To see if the Town will vote to transfer the sum of $350.00 from the amount raised and appropriated at the 1946 Annual Town Meeting for public welfare to the advertising account and act fully thereon.
