Article 29. To see if the Town will vote to construct a sidewalk on the North side of Main Street from the inter- section of Maine and South Streets, extending to the grade of the bridge on Kelly Road; to appropriate money there- for and act on all matters relating thereto.


Article 30. To see if the Town will vote to raise and appropriate a sufficient sum of money to lay out and con- struct a sidewalk of suitable material on the North side of Park Street, Harwich Center extending from Oak Street to Pleasant Lake Avenue and act fully thereon.


Article 31. To see if the Town will vote to raise and appropriate a sufficient sum of money to provide suitable settces and steps leading to the beach at the foot of Sea

Article 37. To see if the Town will vote to raise and appropriate the sum of five hundred ($500.00) dollars to put in a leach basin on Sea Street, near residence of Lucy E. Kelley, and to act fully thereon.


Article 38. To see. if the Town will authorize the Selectmen to sell to David A. Embury et al for three hun- dred and fifty ($350.00) dollars, a strip of land fifty (50) feet wide and approximately one hundred and fifty (150) feet deep, adjoining the Southern boundary of the pro- perty now owned by said Embury et al. The same being in the Northerly section of the land recently acquired by the Town on the Easterly side of Earle Road in West Harwich.


Article 39. To see if the Town will vote to raise and appropriate a sum of money not to exceed sixteen hundred ($1,600) dollars, under the provisions of Sub-section 21 of Section I of Chapter 371 of Acts of 1921, and any and all amendments thereof and additions thereto for the employ- ment of a nurse through the Harwich Visiting Nurse Asso- ciation, Inc.


Article 40. To see if the Town will vote to raise and

appropriate the sum of one thousand dollars ($1000.00) to employ a Town Counsel and act fully thereon.


Article 41. To see if the Town will vote to authorize the Selectmen to appoint a committee of three to investi- gate the Building Codes, or Building Restrictions and re- port back to the Selectmen the report before the next an- nual Town Meeting.


Article 42. To see if the Town will vote to raise and appropriate the sum of three thousand dollars, to purchase .~ and install a suitable electric siren as a fire alarm, and that the Board of Selectmen and the Chief of the Fire Depart- ment, be authorized to make such purchase and make in- tallation of the same.


Article 43. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect a building 12×20 at Brooks Park, and to install in said building, 2 toilets and 3 shower baths for the convenience of baseball players and others, and act fully thereon.


Article 44. To see if the Town will vote to raise and appropriate the sum of twelve hundred dollars ($1200.00) to continue the planting of shade trees along the Town roads as deemed proper by the committee, established at the last Annual Town Meeting, and act fully thereon.


Article 45. To see if the Town will vote to raise and apropriate a sufficient sum of money to construct a new fire escape on the East side of Exchange Building and remove the old one on the West side, as ordered by the State Inspec- tor of Building, and to act fully thereon.


Article 46. To see if the Town will vote to raise and appropriate the sum of thirteen hundred ($1300.00) dollars for the purpose of purchasing a new car for the Police De- partment and to authorize the Selectmen to sell or trade the car now owned by the Town and the sum received from same to be used towards the purchase of a new car, and act fully thereon.


Article 47. To see if the Town will vote to raise and appropriate seven hundred and fifty ($750.00) dollars to repair and put in good condition the grand-stand, bleachers and back-stop at the Ball-park, and act fully thereon.

propriate the sum of six hundred ($600.00) dollars for the benefit of the Harwich Port Library Association and to act fully thereon.


Article 49. To see if the Town will vote to raise and appropriate the sum of four hundred fifty dollars for the benefit of Chase Library, West Harwich, and to act fully thereon.


Article 50. To see if the Town will vote to expend the refunded Dog Tax for the support of Brooks Free Li- brary, and to act fully thereon.


Article 51. To see if the Town will vote to install an oil burner in conection with the heating system at Brooks Block, and raise and appropriate the sum of six hundred and fifty dollars for the same and to act fully thereon.


Article 52. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main · tain one electric street light on Park Street, Harwich Cen- ter, said light to be placed on third pole in from Pleasant Lane Avenue and act fully thereon.


Article 53. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain four street lights on Kendrick Road, East Harwich, and act fully thereon.


Article 54. To see if the Town will vote to raise and appropriate a sufficient sum of money to install and main- tain two lights on Depot Street, North Harwich, between Chipman's residence to John W. Hall's residence, and aci fully thereon.

Article 59. To see if the Town will vote to raise and appropriate a sufficient sum of money to extend the water mains on Miles Street, Harwich Port, beginning at Cross Street and extending to the intersection of Pleasant and Miles Street.


Article 60. To see if the Town will vote to raise and appropriate a sum of money for the purpose of installing a Diesel Engine Driven Pumping Unit with controls for the Water Department; determine whether the money shall be provided for by the issuance of a loan or by transfer from available funds, or take any action in relation thereto.

To see if the Town will vote to place un- der the jurisdiction of the Park Commissioners the Town Parking Lot at the end of Bank Street, near the beach, the School House Lot in Harwich Port and the town owned property on Earle Road and appropriate a sum of money to be used in their improvement and maintenance and act fully thereon.


Article 76. To see if the Town will vote to raise and appropriate a sufficient sum of money to paint the exterior of Exchange Building, to make the necessary exterior repairs and act fully thereon.


Article 77. To see if the Town will accept the Laying out of a Town way at West Harwich, known as Pleasant Road leading from Nantucket Sound northerly to Lower County Road, and the relocating and altering of the same Town Way leading from Lower County Road northerly to Chase Street, as reported and recommended by the select- men under date of Oct. 16, 1946, and will authorize and instruct the selectmen to ' take by purchase or eminent domain, in behalf of the Town, the lands or interest in the lands within said layout and relocation and alteration for

a Town Way and will raise and appropriate a sufficient sum of money for this purpose.


Article 78. To see if the town will accept the relocating and altering of a town way at South Harwich, known as Oliver Snow Road leading from Gorham Road in a North- easterly direction a distance of about Twelve Hundred and Fifty feet, as reported and recommended by the Selectmen under date of October 16, 1946, an dwill authorize and in- struct the Selectmen to take by purchase or eminent domain, in behalf of the Town, the lands or interests in the lands within said relocation and alteration for a Town Way, and will raise and appropriate a sufficient sum of money for this purpose.


Article 79. To see if the town will accept the laying out of a Town Way at West Harwich, known as Shore Road, leading from the land of Edwardina A. Gleason easterly to the land of Henry J. O'Keefe, as reported and recommended by the Selectmen under date of October 16th, 1946, and will authorize and instruct the Selectmen to take by purchase or eminent domain, in behalf of the Town, the lands or inter- ests in the lands within said layout for a town way, and will raise and appropriate a sufficient sum of money for this purpose.


Article 80. To see if the town will accept the relocating and altering of a Town Way in West Harwich known as River Road leading from Route 28 to Chase Street, as re- ported and recommended by the Selectmen under date of October 16, 1946, and will authorize and instruct the Select- men to take by purchase or eminent domain, in behalf of the town, the lands or interests in the lands within said reloca- tion and alteration for a town way, and will raise and ap- propriation a sufficient sum of money for this purpose.


Article 81. To see if the town will accept the relocating and altering of a town way at West Harwich, known as Grey Neck Road, leading from Route 28 to the waters of Nantucket Sound, as reported and recommended by the Selectmen under date of October 16, 1946, and will author- ize and instruct the Selectmen to take by purchase or eminent domain, in behalf of the town, the lands or inter- ests in the lands within said relocation and alteration for a town way, and will raise and appropriate a sufficient sum of money for this purpose.

Article 82. To see if the Town will vote to raise and appropriate a sufficient sum of money to finish the dredg- ing at the mouth of Herring River, West Harwich, and to act fully thereon.

REPORT OF THE SUPERINTENDENT OF SCHOOLS Charles H. Pratt AND OF THE SCHOOL COMMITTEE Norman E. Holmes, Wilbur H. Crowell, Mrs. Carleton S. Francis, Jr.


Membership in the Harwich schools, October 1, 1946, was approximately the same total as it was a year ago. The exact change was an increase of nineteen this year. Thir- teen more were in the elementary grades and six more in the junior-senior high school.


There have been several changes in the faculty during the year. Miss Dorothy Phelps resigned her position as language teacher last spring to engage in work of another kind. Miss Patricia Eldridge accepted another position as teacher of Home Economics. Mr. Charles T. Noonan resigned as teacher of English in order to enter Harvard Law School. The Physical Education position which had been filled by a substitute during the period of World War II now has the benefit of an instructor who has prepared for that type of work. We are glad to welcome Mr. Nelson back from military service to teach mathematics. A Supervisor of Vocal Music was secured early in the year but we have not secured a Supervisor of Art. The faculty of the junior- senior high school has been restored to eleven members. Mrs. Eleanor Mahoney has taught in the junior high school since September.


The elementary school faculty has continued through- out 1946 without change.


Considerable work has been done on the course of study in arithmetic in the elementary and junior high grades. Our work was checked with some twenty courses of study now in use by different cities and states in various sections of the country and the results of this study are now ready to be mimeographed.


Teachers of the first six grades have given much thought and effort toward the improvement of penmanship. The present system has been systematically developed since the children entered school and we are hopeful that per- manent improvement may result. Penmanship is never-the- less an individual matter. It is an achievement easily lost if not carefully and purposefully continued.

Some of our teachers have visited schools in Falmouth, Hyannis, Dennis and Brockton during the year. These con- tacts have been very valuable. Comparison of methods and exchange of ideas with others engaged in similar work is helpful. We acknowledge the courtesy and assistance ren- dered by the schools which were visited. We hope more such contacts may be made the coming year.


I wish to express my appreciation of the ability, sin- cerity and character of our teachers. No one renders a more important public service. No civic responsibility is more exacting. Assurance of adequate income to secure and re- tain the highest type and best prepared personnel remains a local as well as a state and national problem. Local sal- aries have advanced this school year $400. each for teachers receiving under $2,000. per year and $300. each for those receiving over $2,000. Salary rates are an index of the value we place upon our need for education. If the highest quality of service is the minimum which will suffice, a greater investment is amply justified.


REPAIRS AND UPKEEP


Considerable attention has been given to repairs and upkeep during the year.


A contract with Hopkins Roofing Company of Fal- mouth was negotiated during the early summer whereby the remainder of the exterior wall surface of the high school. was given the necessary attention to render it waterproof. This work is secured by a guarantee for five years against leaks through the walls. The contract price was $4,984.00.


Several classrooms, corridors and lunch rooms at the elementary buildings were painted on walls, ceilings and trim.


The interiors of both buildings now have been renovated within two years. They are clean and attractive.
