Article 5. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to defray Town expenses for the ensuing year, and act fully thereon.

the Moderator to appoint a Committee of five to consider a use for Brooks Academy building when it is no longer used as a school; and to instruct the Committee to have in mind Town Offices and Recreation or Meeting Rooms for Girls Scouts, Boy Scouts and other charitable organiza- tions and to further instruct said Committee to report at the next annual Town Meeting, and to act fully thereon.


Article 29. To see if the Town will vote to erect and maintain lights to facilitate parking in the parking lot at Harwichport, known as School House Lot, and to raise and appropriate a sufficient sum of money for same, and to act fully thereon.


Article 30. To see if the Town will vote to accept the layout for a common landing in Harwichport at the foot of Wah Wah Taysee Road, as reported and recommended by the Selectmen under date of January 21, 1949, and to au- thorize the Selectmen to take in fee by purchase or eminent domain, in behalf of the Town, the lands or interests in the lands within the lines of said common landing place, and for this purpose to raise and appropriate a sum of money.


Article 31. To see if the Town will accept the laying out of a Town Way at Harwichport, known as Harbor View Road, leading from Hiawatha Road easterly to Wyndemere Bluffs Road as reported and recommended by the Selectmen under date of January 21, 1949 and to authorize and in- struct the Selectmen to take by purchase or eminent domain, in behalf of the Town, the lands or interests in the lands within said layout for a Town Way and to raise and appropriate a sufficient sum of money for this purpose.


Article 32. To see if the Town will accept the laying out of a Town Way at Harwichport, known as Cottage Avenue, leading from Northern Avenue, southerly to land of Robert W. Article 39. To see if the Town will accept the re- locating and altering of a Town Way at Harwichport, known as Wah-Wah-Taysee Road, leading from Lower County Road, southerly to a Common Landing, as reported by and recommended by the Selectmen under date of Janu- ary 21, 1949 and to authorize and instruct the Selectmen to take by purchase or eminent domain, in behalf of the Town, the lands or interests in the lands within said Re- location and alteration for a Town Way, and to raise and appropriate a sufficient sum of money for this purpose.


Article 40. Section 1. To vote to accept an Act to im- prove the method of Municipal Planning, as contained in' Chapter 340, Acts of 1947 (Chapter 41 G.L. Sections 81A to 81Y inclusive).


Section 2. These regulations shall become effective im- mediately upon their acceptance at the Annual Town Meeting.


Section 3. At the current Town Meeting ,a Board of FIVE members shall be appointed under the provisions of Chapter 340, Section 4-81A Acts of 1947 to be known as the Harwich Planning Board.


Section 4. All necessary legal advice for the assistance of such a board shall be authorized and procured at the expense of the Town.


Section 5. This Board shall act without compensation.

Section 6. The sum of $300.00 (three hundred dollars) shall be appropriated for the miscellaneous expenses for the organization of the Harwich Planning Board.


Article 41. Section 1. A permit issued by the Harwich Planning Board shall be required for the erection of any new building. The Board may require such additional in- formation as will assist in granting said permit. Fee for permit shall not exceed $1.00.


Section 2. Any person violating this permit shall be fined the sum of $20.00 for each day of violation.


Section 3. BOARD OF APPEAL. A Board of seven members is hereby created to be known as the Board of Appeal. At the current Town Meeting there shall be elected or appointed ONE member from each postal section of the Town, for the term of one year. At the next Annual Town Meeting there shall be elected or appointed one member from each postal section of the town; one member to serve for one year; one member to serve for two years; one member to serve for three years; two members to serve for four years; two members to serve for five years. There- after each member shall serve for five years. This Board shall serve without compensation and shall hold meetings whenever deemed necessary. Any person whether or not a party to the proceedings, aggrieved by the decision of the Harwich Planning Board, may appeal to the Board of Appeal. The Board shall give a public hearing thereon at which all parties in interest shall have an opportunity to be heard in person or agent. At least fifteen days notice of the time and place of such hearing shall be published in a newspaper of general circulation in the town, and also by notifying by mail of such a hearing, all real estate owners who might be affected. No permit shall be granted without considering the effect upon the neighborhood and the town, and if its issuance indicates substantial damage, the permit shall be refused.


Article 42. To see if the Town will vote to raise and appropriate the sum of five thousand dollars ($5,000) for the purpose of remodeling and improving the grounds at Brooks Park in so far as said appropriation will go. This appropriation to be expended under the direction of the Selectmen.

Artice 43. To see if the Town will vote to raise and appropriate the sum of eighty-five hundred dollars (8500) for repairs and addition to present fire station, and to act fully thereon.


Article 44. To see if the Town will vote to raise and appropriate the sum of twenty-six hundred dollars ($2600) for needed repairs on Engine No. 1 (Maxim 1928), and Engine No. 2 (Ford 1935) and to act fully thereon.


Article 45. To see if the Town will vote to raise the salary of the combined position of Fire Chief and Forest Warden from two thousand dollars ($2000) per year to twenty-seven hundred dollars ($2700) per year, and to act fully thereon.


Article 46. To see if the Town will vote to raise and appropriate the sum of one dollar ($1.00) to purchase from the Harwich Fire Association one Emergency Rescue Truck, and to act fully thereon.


Article 47. To see if the Town will vote to raise and appropriate the sum of twenty-three hundred dollars ($2300) for the employing of a Town Nurse, and to act fully thereon.


Article 48. To see if the Town will vote to raise and appropriate the sum of $225.00 for band concerts to be held in Brooks Park in 1949.


Article 49. To see it fhe Town will vote to raise and appropriate a sum of money for Band Concerts to be given by the Chatham Band in Brooks Park in the summer of 1949.


Article 50. To see if the Town will appropriate a sum of money sufficient to extend the Water Mains along Smith Street, from North Road to Depot Street in West Harwich.


Article 51. To see if the Town will vote to raise and appropriate the sum of twelve thousand dollars ($12,000) to extend the water mains from Lower County Road on Strandway, Pine Lane, Mill Point Road and Riverway in West Harwich, and to act fully thereon.

Article 53. To see if the Town will appropriate a sum of money to the Water Department Construction Account for extending water mains and appurtenances in such streets and ways public or private, as the Board of Water Commissioners shall determine. Also, determine whether the appropriation shall be provided for by taxa- tion, by transfer from available funds in the treasury, or by issuance of a loan.


Article 54. To see if the Town will vote to raise and appropriate a sufficient sum of money to be used for the dredging of the channel to Round Cove in East Harwich, this sum to be used in conjunction with such sums as are allocated by the Commonwealth, Division of Waterways. and act fully thereon.


Article 55. To see if the Town will vote to raise and appropriate a sufficient sum of money to be used for the improvement and hardening of the Town Parking lot at the East end of Long Pond, to be used under the direction of the Park Commissioners and act fully thereon.


Article 56. To see if the Town will vote to extend the water mains on Saquatucket Bluffs Road, and to act fully thereon.


Article 57. To see if the Town will vote to rescind the action taken on Article 3 at a Special Town Meeting May 24, 1946, whereby Miss Lucy Ginn be required to enter in a contract with the Town guaranteeing six percent in- come on the cost of a short two inch extension to her home on Division Street, and to act fully thereon.


Article 58. To see if the Town will vote to raise and appropriate the sum of twelve hundred dollars ($1200) to plant shade trees along the Town Roads as deemed proper by the Committee, established at the last Annual Town Meeting, and to act fully thereon.


Article 59. To see if the Town will vote to raise and appropriate a sufficient sum of money to take care of drain- age of excessive water from heavy rains at Cross and Pleasant Streets in Harwichport, and to act fully thereon.

1948 REPORT HARWICH WATER DEPARTMENT


To the Citizens of the Town of Harwich :


We respectfully submit for your consideration the Twelfth Annual Report of the Harwich Water Depart- ment for the year ending December 31, 1948.


This has been another year of substantial growth and expansion. Total receipts for the year were $33,- 772.40, an increase of $7,220.94. A total of 139 new services were installed, 2.17 miles of main laid and 73,367,750 gallons of water pumped.


Funds appropriated under Article No. 51 at the Annual Town Meeting in the amount of $30,000.00 for extensions to the water system made it possible to install a total of 9,166 feet of 2", 6", 8" and 10" pipe. Approximately sixty-five houses can be served from this construction and the majority connected with the water mains immediately. Although the amount appropriated was not sufficient to install mains on all the streets requested, it was the policy of the Board to carefully estimate the cost and the revenue of each project, and funds were allocated to the streets showing the highest percentage of return to the town. Also, in keeping with our recommendations for many years, it seemed advisable to complete certain loops thereby eliminating objectionable dead ends on Miles Street and Woodlawn Avenue. This method of de- termining the expansion of the water system has merit and seems to have met with general approval. Materials for this work have continued to increase in cost. Cast iron pipe is not only high in price but extremely difficult to obtain. We were fortunate in contracting early in the year for the materials needed and a sufficient amount was received to start construction by the middle of May. Bids were called for the installation of this material and a contract was awarded the low bidder, Turner & Brievogel, Inc. of Falmouth, Mass. Work progressed satisfactorily and the construction was completed late in June. A summary of this con- struction appends this report.

Article No. 50 were limited to 2" pipe and smaller. The return in all cases was in excess of the 6% required.


Shortly after town meeting, we advertised for bids for a new truck to be purchased with funds voted under Article No. 49. Four bids were received and a contract was awarded the low bidder, Capeway Auto Sales of Hyannis, Mass. to furnish a 3/4 ton pickup with certain extras for $1,260.60. We were fortunate in obtaining good delivery and the unit was received late in March. Certain additional equipment was pur- chased including body boxes making this an exception- ally complete unit for maintenance work.


New service installations for the year totaled 139 making a total of 1,058. Charges for installation of service pipe were increased January 1st as outlined in our last report, however, the cost of materials for this work increased early in the year resulting in another loss on service installations. There is some indication of a market drop in certain raw materials which may solve our problem in 1949.


The new pumping equipment installed last year was operated during the months of peak demand with exceptionally good results. Consumption increased to the point that our output exceeded the capacity of our original equipment day after day during the summer months. A peak load of 895,070 gallons were pumped on August 26th and our monthly total increased to 18,- 184,650 gallons for August.
