Article 44. To see if the Town will vote to raise and appropriate a sufficient sum of money to build and equip a elementary school and act fully thereon.
This article was disposed of by the acceptance and adop- tion of a motion presented by Denise G. Francis, a mem- ber of the Harwich School Committee and duly seconded. That motion as follows; Mr. Moderator, I move that there be raised and appropriated the sum of $375,000.00 for the purpose of building, furnishing and equipping an elementary school, but omitting the auditorium and to meet such an appropriation, that there be transferred from the rehabilitation fund the sum of $15,000.00 and that the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow a sum not to ex- ceed $360,000.00 and to issue bonds or notes of the town therefor-said bonds or notes to be payable in accord- ance with the privisions of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than twenty years, or such earlier date as the Treasurer and Selectmen shall determine.
Mr. Tripp's motion followed this motion and became a part of the original motion as recorded above.
Mr. Tripps motion as follows: That the sum of $10 .- 000.00 be transferred from unappropriated and available

funds to be used in addition to the rehabilitation fund for the purpose of building and equipping a new elementary school, and the sum of $350,000.00, be raised under bond issue. This motion was accepted by a rising vote 322 vot- ing yes and 37 voting no.
A motion submitted by Mrs. Leonard was as follows: "I move that a building committee consisting of four citi- zens to be appointed by the Moderator before February 15th, shall have full authority to construct, furnish and equip said building and all things necessary therefor within the sums appropriated and to carry out plans as submitted by the Planning Committee with the exception of the auditorium." This motion was smoothed out by amendments until the building committee is to be the three members of the School Committee and four members appointed by the Moderator, namely Ralph H. Snow, Earl L. Sims, Robert S. Stearns, Albert C. Hard- acker.
Article 45. To see if the Town will vote to raise and appropriate a sufficient sum of money to construct a tide- gate on the river below Coy Brook to the north of the bridge on Horse Jockey Road and act fully thereon.

To see if the Town will ssume liability in the manner provided by Section 29 of Chapter 91 of the General Laws for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts for the improvement, development, maintenance and protection of rivers, harbors, tide waters and foreshores, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth. and act fully thereon.

Article 48. To see what action the Town will take to remove and fill with sand the cistern or fire reservoir, north of the Brett Block so-called, on land belonging to Pilgrim Lodge A. F. & A. M. and to raise and appropriate a sufficient sum of money therefor, and act fully thereon.

Article 49. To see if the Town will vote to raise and appropriate a sufficient sum of money to be used by the Board of Water Commissioners to purchase a new truck for the Water Department, and to authorize the Board of Water Commissioners to sell or trade a truck now in use and to apply the money received against the purchase price of the new truck.

STATE DIRECTOR OF ACCOUNTS

Sir:
In accordance with your instructions, I have made an audit of the books and accounts of the town of Harwich for the period from January 1, 1947, the date of the previous examination, to April 12, 1948, and submit the following report thereon:
The records of financial transactions of the several depart- ments receiving or disbursing money for the town, or com- mitting bills for collection, were examined and checked.
The books and accounts in the town accountant's office were examined and checked in detail. The recorded receipts were verified by comparison with the treasurer's books and with the records of the several departments making the original charges. The disbursements as recorded were checked with the selectmen's warrants authorizing the treasurer to disburse town funds and with the payments as shown by the treasurer's books.
The appropriations and loan authorizations voted by the town, as shown by the town clerk's records, were checked with the accountant's ledger. The ledger accounts were analyzed, and a balance sheet, which is appended to the report, was pre- pared showing the financial condition of the town on April 12, 1948.
The books and accounts of the town treasurer were ex- amined and checked. The cash book additions were verified, and the recorded receipts were analyzed and compared with the records of the departments making payments to the treasurer, while the payments were compared with the selectmen's war- rants authorizing the disbursement of town funds.
The treasurer's cash balance on April 12, 1948 was proved by verification of the cash in the office and by reconciliation. of the bank balance with a statement furnished by the bank of deposit.
The payments on account of maturing debt and interest were compared with the amounts falling due and with the cancelled notes on file.
The savings bank books and securities representing the investment of the trust and investment funds in the custody of the town treasurer and the trustees were examined. The income was proved and the withdrawals were verified.

The records of tax titles and tax possessions held by the town were examined and checked. The amounts added to the tax title account were compared with the collector's records, and redemptions of tax titles and sales of tax possessions were checked with the receipts as recorded on the treasurer's cash book, and the tax titles and tax possessions on hand were listed and proved.
The books and accounts of the tax collector were ex- amined and checked. The poll, personal property, and real estate taxes, and motor vehicle and trailer excise outstanding according to the previous audit, as well as all subsequent com- mitments, were proved to the assessors' warrants for their collection. The payments to the treasurer were checked with the treasurer's cash book, the recorded abatements were com- pared with the assessors' record of abatements granted, the taxes transferred to the tax title account were checked with the treasurer's records of the tax titles held by the town, and the outstanding accounts were listed and proved.
The collector's cash balance on April 12, 1948 was com- pared with a statement received from the bank of deposit.
The departmental and water accounts receivable outstand- ing according to the previous examination, as well as all sub- sequent commitments, were audited and proved. The payments to, the treasurer were checked with the treasurer's recorded receipts, the abatements were compared with the records in the departments authorized to grant such credits, and the out- standing accounts were listed and proved.
The outstanding accounts were verified by sending notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received thereto it appears that the accounts, as listed, are correct.
The records of dog and sporting licenses issued by the town clerk, as well as of miscellaneous receipts, were examined and checked, the recorded payments to the treasurer and the State being verified by comparison with the treasurer's books and with the receipts on file.
The surety bonds of the town officials required by law to furnish them were examined and found to be in proper form.
The financial records of the selectmen and the sealer of weights and measures, of the police, health, school, and library departments, as well as of all other departments collecting money for the town or committing bills for collection, were examined and checked with the treasurer's recorded receipts.
There are appended to this report, in addition to the balance sheet, tables showing a reconciliation of the treasurer's and the collector's cash, summaries of the tax, motor vehicle and trailer excise, tax title, tax possession, departmental, and water accounts, together with tables showing the condition and transactions of the trust and investment funds.
While engaged in making the audit, cooperation was received from all town-officials, for which, on behalf of my assistants and for myself, I wish to express appreciation.
