Article 70. To see if the Town will vote to establish a standing committee on government for the purpose of study- ing any and all possibilities for improving the Town Govern- ment; to authorize this committee to investigate any and all phases of Town Government; to instruct this committee to make an annual written report of its findings and recommen- dations to the town; the said committee to consist of seven members to be appointed by the Moderator; one from each post office district and any vacancies occuring thereafter shall be filled by a vote of a majority of the remaining com- mittee members. Said committee shall continue in operation until terminated by a vote of the town at an annual town meeting and to act fully thereon.

Article 71. To see if the town will vote to accept and adopt the following changes in the By-Laws of the Town of Harwich by inserting after section 3 of Article VI the fol- lowing new sections:
Section 4. The Board of Selectmen shall have the authority to coordinate the planning and operations of the Highway, Water, Police and Fire Department heads as well as that of all appointed officials in order to obtain the best possible results and to eliminate wasteful labor and expense for the benefit of the taxpayers and other residents of Har- wich.
Section 5. The Board of Selectmen shall bring to the attention of the voters of the town at a public meeting any

project involving the expenditure of five thousand dollars ($5,000) or more, three weeks prior to any regular or special town meeting, in order to report in proper detail the ad- vantages and disadvantages which will result from such pro- ject and costs and to act fully thereon.

Report of the Special Town Meeting
HELD IN EXCHANGE HALL, OCTOBER 15, 1957
Article 1. By request of the Highway Surveyor. To see if the Town will vote to transfer from unappropriated avail- able funds in the Treasury the sum of five thousand dollars ($5,000.) for the purpose of purchasing a new truck for the Highway Department and to authorize the Highway Sur- veyor to trade the old truck and the sum from same to be used toward the purchase of a new truck and to act fully there-on.

Article 2. By request of the Highway Surveyor. To see if the Town will vote to authorize the Select- men to execute and deliver to Cape & Vineyard Electric Company an easement for pole lines and electric wires and necessary appurtances for the transmission of electric energy, over, across and upon land of the Town of Harwich situated in the village of North Harwich on the Herring River, so- called, said land being a part of the premises described in a deed from Emulous E. Hall to the inhabitants of the Town of Harwich dated March 20, 1952, and recorded in the Barn- stable County Registry of Deeds, Book 889, Page 255, the consideration for said easement to be $100.00, and to act fully thereon.

Article 6. By request of the Board of Selectmen. To see if the Town will vote to transfer the sum of five thousand ($5,000.) from the general budget account "Disability Assis- tance, Cash Grants" to the general budget account "Old Age Assistance" and to act fully thereon.

Article 11. By request of the Board of Selectmen. To see if the Town will vote to instruct the Selectmen to accept the gift by deed, on behalf of the Town from Mrs. Ellouise B. Larsen of a parcel of land situated on the South side of Main Street, Route 28, Harwich Port, overlooking Wychmere Harbor, said parcel containing about 1.12 acres and bounded on the North by Route 28, on the West by land now or for- merly of Bertha Weld, on the South by Wychmere Harbor and on the East by land now or formerly of Kales Foundation and to act fully thereon.
Unanimously accepted by Committee's recommendation.
Article 12. By request of the Board of Selectmen. To see if the Town will vote to instruct the Selectmen to extend the cooperation of the Town to Mrs. Ellouise B. Larsen inso- far as she may wish to landscape and improve the parcel of land accepted by the Town under Article 11 of this Warrant and to act fully thereon.

Article 13. By request of the Board of Selectmen. To see if the Town will vote to instruct the Selectmen to petition the County Commissioners for an alteration and re-location of Pleasant Lake Ave., (Route #24) from Queen Anne Road South to Main St., Harwich Center, according to a plan en- titled "Re-location and Alteration of Route 24, Harwich, Mass." and filed with the Town Clerk and act fully thereon.

To see if the Town will vote to rescind the vote under Article 25 of the Annual Town meeting of March 4, 1957, whereby the town instructed the Selectmen to purchase or take by eminent domain certain swampland, lowland, and land of low value, and where it was necesary for access pur- poses, the immediate upland in the vicinity of Allen Harbor Creek and north of Lower County Road for the purpose of protecting the public health and for recreational purposes said lands being shown on a plan entitled "Proposed Land Taking at Allen's Harbor."
