The year 1957 saw a slight decrease in the number of traffic accidents compared to 1956. We had no fatalities and the personal injuries were not serious. The drivers of the Town are to be commended on this record.
We now have a compliment of 20 uniformed Special and Auxiliary Police Officers, most of whom have been trained in police procedure and first aid.
It was my pleasure this past year, to attend the Massa- chusetts State Police Academy, for a month. The instruction received was valuable to me and I am sure will be to the Town. I strongly recommend that each officer, on the Depart- ment, be given the opportunity to attend this course.

Report of the State Audit
Mr. Herman B. Dine Director of Accounts Department of Corporations and Taxation State House, Boston
Sir:
In accordance with your instructions, I have made an audit of the books and accounts of the town of Harwich for the year ending December 31, 1956, and report thereon as follows:
The records of financial transactions of the several de- partments receiving or disbursing money for the town or committing bills for collection were examined and verified by comparison with the books of the treasurer and with the reports in the accountant's office.
The town acountant's ledger was analyzed, the receipts being checked with the treasurer's books and the payments being compared with the warrants authorizing them and with the treasurer's records of payments. The appropriations were checked with the town clerk's record of town meeting proceedings and the recorded transfers from the reserve fund were verified by comparison with the records of the finance committee.
A trial balance was taken off, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town on December 31, 1956.
The books and accounts of the town treasurer were ex- amined and checked. The recorded receipts were analyzed and verified by comparison with the records in the several departments collecting money for the town while the pay- ments were compared with the Selectmen's warrants author- izing the disbursement of town funds.
The cash book footings were verified and the cash balance on February 9, 1957 was proved by actual count of the cash in the office and by reconciliation of the bank balance with a statement received from the bank of deposit.

The payments made for maturing debt and interest were compared with the cancelled securities and coupons on file and with the amounts falling due.
The records of Federal tax deductions from employees' salaries and wages were examined and checked and the amounts paid to the Director of Internal Revenue were veri- fied.
The savings bank books and securities representing the investment of the trust and investment funds in the custody of the town treasurer and the trustees were examined and listed. The income was proved and the transfers to the town were verified.
The records of tax titles held by the town were examined and listed. The transfers to the tax title account were com- pared with the tax books, the tax titles redeemed were veri- fied and the tax titles, as listed, were reconciled with the accountant's ledger.
The books and accounts of the tax collector were ex- amined and checked. The tax and motor vehicle excise ac- counts outstanding at the time of the previous examination, as well as all subsequent commitment lists, were audited and compared with the warrants issued for their collection. The payments to the treasurer were verified; the recorded abate- ments were compared with the assessors' records of abate- ments granted; the taxes transferred to the tax title account were checked; and the outstanding accounts were listed and proved.
The records of departmental and water accounts out- standing according to the previous audit, as well as all sub- sequent commitment lists, were audited and proved. The payments to the treasurer were verified, the recorded abate- ments were checked with the records in the departments authorized to grant such credits and the outstanding accounts were listed and proved.
The outstanding accounts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
The surety bonds of the town officials required to file them for the faithful performance of their duties were ex- amined and found to be in proper form.
The financial accounts of the town clerk pertaining to dog and sporting licenses issued, as well as to receipts from

miscellaneous sources, were examined and checked. The pay- ments to the town treasurer were compared with the treasu- rer's recorded receipts and the payments to the Division of Fisheries and Game were compared with the receipts on file.
The records of all other departments collecting money for the town or committing bills for collection were examined and reconciled with the town treasurer's receipts and with the accountant's records.
In addition to the balance sheet, there are appended to this report tables showing a reconciliation of the treasurer's cash, summaries of the tax, excise, tax title, departmental and water accounts, together with schedules showing the condition and transactions of trust and invesment funds.
For the cooperation extended by the town officials during the progress of the audit, I wish, on behalf of my assistants and myself, to express appreciation.

Article 1. To Choose on one ballot the following Town Officers and Committees: Moderator, Town Clerk, Town Treasurer, Collector of Taxes for one year; one Selectman, Overseer of Public Welfare and the Board of Health for three years; one Assessor for three years; one Recreation Com- mittee for five years; three Constables for one year; one Trustee of Brooks Library for three years; one Cemetery Com- missioner for three years; one Tree Warden for three years; two School Committee for three years; one Park Commis- sioner for three years; one Park Commissioner for one year; one Water Commissioner for three years and one Planning Board Member for five years.
