Article 44. Article 72. To see if the Town will vote to raise and ap- propriate a sum of money to be used with whatever State and County funds are available under Chapter 90, Road Con- struction and to act fully thereon.


Article 73. To see if the Town will vote to raise and ap- propriate or transfer from unappropriated available funds in the Treasury a sum of money for Chapter 90, Highway Main- tenance, or take any action in relation thereon.


Article 74. To see if the Town will vote to raise and ap- propriate the sum of ten thousand dollars ($10,000) for the purpose of widening and resurfacing South Street, leading from Sisson Road and to continue as far as money will allow and to act fully thereon. By request of Highway Surveyor.

To see if the Town will vote to raise and ap- propriate or transfer from unappropriated available funds in the Treasury of the Highway Bond Issue, Sec. 5A of Act. 718, 1956 as amended by Chapter 18, Act of 1957, the sum of twenty-nine thousand, nine hundred and thirty-eight dol- lars and eighty-three cents ($29,938.83) for the permanent construction of Pleasant Bay Road, East Harwich and to act fully thereon.

Report of the Water Department


To the Citizens of the Town of Harwich:


The Superintendent and Board of Water Commissioners submit for your approval the 21st report of the Water De- partment for the year ending December 31, 1957.


At its first meeting following the Annual Town Meeting early in March, the Commission reorganized with Francis J. Hibbert as Chairman and Harold A. Thompson, who had re- cently been re-elected to the Board for a term of three years, as Secretary.


It was at this meeting that the construction program was outlined and the Superintendent was instructed to draw up specifications and advertise for bids relative to General Water Works Supplies. Competitive bidding was gratifying and these bids were opened on April 1 with awards made to the follow- ing companies:

As the result of favorable action at the Town Meeting on certain water articles, this department was authorized to lay approximately 2.18 miles of water mains. Specifications were designed for the project and on June 17 bids were opened and a contract was ultimately entered into with Fred W. Crowell, the low bidder. Those submitting bids were:

Faced with the unusually heavy traffic of the summer months, which would handicap construction operations, the Board reluctantly decided to defer this work until early Fall. However, the installation of water mains has been completed and accepted on the various streets included in the contract

with the exception of a portion of Sequattom Road. Before work can be resumed and water made available to residents in this section, it will be necessary to obtain an easement from the Railroad Company authorizing us to cross its prop- erty with our mains. We are awaiting this document, which is forthcoming.


Despite the record breaking dry weather during the sum- mer months, we had no reason for concern. Our adequate pumping facilities and water supply were able to maintain normal pressure and keep well ahead of the peak demand. During July an all time high of 38,214,930 gallons was pumped into the distribution system with the #2 station operating almost continuously. The expanded storage capacity and water supply has increased the reliability of water service in general and provides better pressures for fire protection. We will welcome at any time those who wish to visit the plant.
