This law seems to be based upon the theory that the influence best calculated to be effective with this class is that which comes from a well regulated home.

A very large number of the cases considered during the past year have been put on probation, under the supervision of Mr. Vassal, the State Agent, and with such results thus far very com- plimentary to that gentleman's sagacity and fidelity.


Only two of the number thus disposed of have as yet been subjects of re-arrest.


I give my most cordial and hearty approval to that legislation which so wisely throws around the juvenile delinquent such kind and healthful influences to cheer him from a life of vice and crime.


The success which has attended this course is so apparent that I cannot believe any unfeeling hand will ever be allowed to strike from our statute-book such kind and paternal laws.


Herewith, I present a tabulated statement of the whole number of cases this year ; and of the ninety-five cases after the most care- ful and humane investigation, only one was adjudged to be so depraved and lost to kind influences as to justify his commitment to the House of Correction.


There have been ninety-five juvenile offenders arrested during the year, six of whom were girls.

Only four, or less than four per cent. have been arrested a second time during the year. One was fined ten dollars and costs for larceny, and for the second offence was sentenced to the Reform School, but appealed to the Superior Court and escaped punishment.


One paid five dollars and costs twice for petty larceny. One paid costs for a petty larceny the first time, and one dollar and costs for violation of the Lord's day, for which the second arrest was made.


The other paid costs for larceny the first time, and for a second offence was sent away by the Board of State Charities.


Of those who were allowed to have their cases put on file by the payment of costs, only two have been re-arrested; one of these was sent away.


The putting on file on payment of the costs, is a sort of proba- tion, it being understood, that if the offender is again convicted he will be dealt with for the old offence.

Those who went on probation without payment of costs, were children of very poor parents, some of them widows, who could not pay. The offences committed, of too trivial a character to justify the committing to jail, or the Reform School. It was thought better by the Court, to let the County pay the costs, and put the children on their good behavior, rather than commit at a great expense to the City, County or State. No one of these children has ever been arrested again.


Of the five stubborn children who went home on their good behavior, none have violated their promise, and after being kept, some of them months on probation, the parents were satisfied to pay the costs.


The value of probation is shown by the above.


STATION HOUSES.


I desire to renew the suggestion which has before been made, of the necessity of branch station houses in the northern, southern and eastern sections of the city. The rapid increase of the popu- lation in these various sections of the city, is too well known by every citizen to need remark from me, and this fact is a sufficient general index as to what should be the location, and also, the necessity for the same.


Officers on beats upon the "Island," East Worcester and in the northern sections of the city, are too far removed from the central office always to perform their duties with the greatest efficiency.


The location of stations in different parts of the city, would obviate the necessity of being obliged to communicate with head- quarters in an exigency, and when their personal presence could be illy spared.


It seems to me, that the suggestion of this want is sufficient. The reason for additional facilities will be more and more im- perative each year until furnished.


Your attention is also called, to the insufficiency and inade- quateness of present accommodations at the station, in City Hall building, for the demands that are made upon it. It is nightly

converted into a general lodging house for the unfortunate and wayfaring, and unless we are prepared to deny to this class, that charity which feeds the hungry and protects from the pitiless cold, it will continue to be the refuge in the hour of distress for these unfortunate people.


The lodgers and prisoners are in such close proximity, that the former are more or less tainted by the drunken abuse and jeers of the latter, and this is hardly to be avoided with our present accommodations.


The want of suitable ventilation is another evil connected with this place. It is only to be had by the windows upon the side next to a public street, where facilities are afforded for passing in to the prisoners, clandestinely, liquor and other articles not con- ducive to the welfare of the prisoners.


CONDITION OF THE FORCE.


Among so large a number of men it is apt to be found that personal jealousies and differences operate to diminish the ef- fectiveness of the whole; but in the case of the force this year, I have to say that no such disturbances have been allowed to mar the harmony and efficiency of this department of the municipal government.


If there has been rivalry, it was to see who should most faith- fully perform the duty assigned. If jealousy existed, it was that jealousy that holds the security of person and property in the highest esteem, and above all personal considerations. Indeed, I say with pride, that I have never been connected with an equal number of men who so completely held the public security so absolutely above all personal or private considerations.


To His Honor the Mayor, I acknowledge myself under great obligations, for the courteous and kindly advice he has ever been ready to give in matters brought to his notice, and for the gen- erous confidence ever manifested in this branch of the public ser- vice ; and I bear most willing testimony to his unvarying require- ment that the duties of this department should be performed en- tirely and impartially in the interest of the whole people.

Of Assistant Marshals McFarland and Conklin, and Captains Hall and Ratigan, I can speak only in praise of the readiness and fidelity with which they have performed their duties. If discre- tion, faithfulness and energetic performance of difficult and many times wearisome duty, entitle officers to the consideration of their superiors, these officers are entitled to a large share.


To the rank and file of the force I shall always cherish grateful feelings, for the promptness and zeal with which they have ever performed the most unwelcome duty.


The varied and many times difficult duties devolving upon the Police in a city as large as ours, requires men of intelligence, energy, and a capacity to adapt themselves to the necessities of the hour. That the men of this force have been able to do this, and give to life and property the largest measure of security, is a commendation I believe they are honestly entitled to, and will receive from an appreciative public.


I desire to express my appreciation of the kindly assistance ever willingly rendered me in the discharge of my duties, by the Hon. Hartley Williams, Judge, and T. S. Johnson, Esq., Clerk of the Central District Court. The manner in which these officers subordinate all other interests and considerations to the adminis- tration of justice, entitle them to the most implicit confidence of the general public.
