Sec. 21. In reference to streets already partially developed and built upon, the selectmen and water board shall, in laying out said streets and in laying sewers and . water mains in same, conform as far as practicable to the rules and regulations herein set forth.


Voted: To refer by-laws on buildings to a committee consisting of James H. Clark, J. Arsene Roy and Benja- min G. Bacon, to report at the next annual Town meet- ing.


Art. 13. To see if the Town will authorize its Treas- urer, with the approval of the Selectmen to borrow dur- ing the current municipal year, beginning January 1, 1918 in anticipation of the revenue for said year, such sums of money as may be necessary for the current expenses of the Town.


Voted: That the Town Treasurer, with the approval of the Selectmen, be and is hereby authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1918, to an amount not exceeding in the aggregate the sum of the

tax levy of 1917, and to issue a note or notes therefor, payable within one year; any debt or debts incurred un- der this vote to be paid from the revenue of said mu- nicipal year.


Art. 14. To hear and act upon the report of the Town Auditors.


Auditors reported the following set of by-laws gov- erning future action of the Town officers:


Section 1. That the Town Treasurer shall pay no bill against the Town without a voucher or order prop- erly drawn and signed by the officer or board legally authorized so to do.


Sec. 2. Original bills shall either accompany each voucher and order and be filed with the Treasurer be- fore payment, or (the) order drawn for such payment shall state the amount and nature of the claim for which it is drawn. Such original bills may be returned by the Treasurer to the officer or department from whence it came.


Sec. 3. All vouchers or orders for the payment of bills against the Town directed to the Town Treasurer, either shall contain a certificate of some duly authorized person that they are issued by a board and the result of that board's action or shall be signed by at least a majority of the board issuing the same.


Sec. 4. No Town officer shall issue or approve an order or voucher for the payment of indebtedness in which he is financially interested.

Sec. 5. No board, commission or committee shall have power to order the payment of bills or issue an order or voucher therefor, unless it is by law or the vote of the Town so authorized.


Sec. 6. All accounts owed by the Town and applied in payment of indebtedness due to the Town shall be entered on the books of the Treasurer as cash paid, and on its tax books or other books of accounts as cash re- ceived.


Sec. 7. Each officer or board contracting indebted- ness in favor of the Town shall keep a permanent record of its action in so doing, and as often as once a month shall issue its warrant to the Tax Collector, accompanied by properly drawn bills, directing the Tax Collector to collect such indebtedness by appropriate legal means.
