REPORT OF THE Selectmen, Overseers of the Poor and Board of Health
To the voters of the Town of Agawam, we herewith present our annual reports :
We have been unable to do any macadam work to the roads this past year, as we were not able to get any rock, and also on account of the labor conditions. We have, however, built about three and a half miles of new gravel road, and have also resurfaced Main Street, Walnut Street, and tarred Spring- field Street from O'Brien's Corner to Feeding Hills. This being a new piece of graveled road, we used this road tar as a preservative, thinking it was money well spent. We find that the travel is so great on that road, that it is impossible to have. a gravel road stand up. We had to pay more for labor, materials and teaming last year, which cut us short on the work, but we have kept within our appropriation. All this is. in addition to general repairs which have been made in different parts of the Town. We think our roads will compare favor- ably with others, and as the expense is growing, we are handi- capped on account of having done so much work in years past.
We had an agreement with the Highway Commissioners to build a concrete road on Meadow Street from Main Street to the South End Bridge. The bid was so high that the High- way Commissioners considered it excessive, and on account of conditions, they thought we had better postpone this work until some later time, when they would meet the Town half way.
We recommend that our present plan of permanent road

work be continued. We also recommend that two permanent bridges be built the coming year, one on Suffield Street and one on Perry Street.
PAUPER DEPARTMENT
We have been very fortunate in being able to keep within our appropriation this past year. On account of the new law which went into effect this year, the State has taken a few paupers from us, but we have taken on others. We do not see that we can make any change from the present plan. With our appropriation and with the increase in the population in the Town of Agawam, we think that in taking care of our poor for the amount of money apprapriated, we are doing as well as the Town was doing under a lower cost of living fifteen or twenty years ago. We find that our neighboring towns have exceeded their appropriations by far. The Town has in no other department kept the same appropriation for a number of years, without any increase.
BOARD OF HEALTH
Our expenses have increased in the past year more than in any other year, for the following reasons. We have had more contagious cases this year ; also tuberculosis cases, which have to be cared for by the Board of Health instead of the Pauper Department. Now that a sewer has been built in Agawam, it should prove a great help in preventing and con- trolling contagious diseases. The Board of Health has the power to order any abutter to enter this sewer, but we hope that such action will never become necessary.
As the amount which was appropriated last year is not enough, we would recommend that a larger sum be appropriated for this work the coming year.
SEWER DEPARTMENT
By a vote at the last annual town meeting $30,000 was appropriated to be raised by an issue of bonds, to build a sewer

in Agawam. We consulted with a consulting engineer, and made some changes in the original plans, which reduced the expense, gave us larger pipe, and enabled us to go much further with the amount we were allowed. We found by putting in this large pipe, that we would be able to take care of the sur- face water and could build a system that would serve the Town for a good many years.
On account of the conditions of labor in the past year, we were fortunate in obtaining a contractor who was able to use a power digger in place of hand labor. In this way we have been able to save several thousand dollars, even though we had a larger expense for engineering and inspection.
On the river outlet and bulkhead we called for bids, and as we thought the bids were too high, we decided to do the work ourselves, and by so doing we saved practically $1,000.
Our total cost to date for the work has been $21,095.34 and we have issued only $27,000 worth of bonds, which will be- enough to complete the work. Our bonds sold for a premium of over $900, which practically pays our first years' bond. Up to date we have received nine entrance fees amounting to $1,430.00.
It has seemed best to us to apply the entrance fee system and we have fixed the following schedule which includes con- struction to the street line.
