BOARD OF HEALTH


Previous to the year 1894 the functions of the Board of Health were vested in the Board of Selectmen. This report therefore is the twenty-eighth since its establishment as a separate department, and a summary of the several features coming under its supervision for the year ending December 31, 1922, follows:


At the annual meeting held March 6, 1922, Mr. Alfred W. Lombard was reëlected a member of the Board for the term of three years, and was sworn to the faithful performance of his duties by the Town Clerk. The Board held a special meet- ing on the evening of March 6, and organized with Alfred W. Lombard as Chairman for the ensuing year. The Board meets on the first Monday evening of each month at 7.30 P.M. During the year twelve regular and two special meetings were held. At the regular monthly meeting of April 6, the following ap- pointments were made for the year ending April 1, 1923.

After more than a year of study, investigation and obser- vation, the Board decided to recommend the adoption of the Schick test as a means of determining the susceptibility of

persons, particularly children, to diphtheria, and in cases where a positive reaction occurs to suggest the immunizing treatment with toxin-antitoxin. In order to bring this service to the attention of the townspeople clinics have been held at the rooms of the Arlington District Nursing Association, with the result that more than two hundred persons have received the treatment. The Arlington Doctors' Club and the Arlington School Committee have endorsed the treatment and voted to cooperate; the School Committee placing at our service the school buildings and school organization. We feel that this treatment, if carried out on a large scale, will be a decided step in preventing the spread of one of the most dangerous of contagious diseases.


The second year of the Dental Clinic has been most suc- cessful and it has amply proven its usefulness as a public health measure.


The Tuberculosis Dispensary has held two sessions weekly during the year with a physician and nurse in attendance. Many persons have been examined and much advice and aid given.


The Laboratory is open daily and is under the supervision of a competent bacteriologist. Fresh supplies of antitoxin, vaccines, etc., are kept constantly on hand and distributed free of charge to physicians. The report of the bacteriologist will show the nature and the amount of the work done.


A survey has been made of the Succor Brook area between Mill Street and Park Avenue, and the result indicates that the valley sewer must be installed very soon, otherwise this brook will become a serious menace to public health. There is also need for the extension of the public sewer in several sections of the Town, particularly to include the sections known as Morn- ingside and Interlaken, the lower end of Medford Street, to include Hayes Street and intersecting streets, Bow Street, Pine Ridge Road, and the development known as High Haith in the Highland Avenue section. These, with the new developments which will undoubtedly be opened up in the spring will mean large expenditures, and we would respectfully recommend that liberal appropriations be made for sewer construction. Another nuisance of long standing, and one which we believe should be

abolished, is the burning of rubbish on the Town dumps. We have requested the Board of Public Works in making up its budget for the coming year to take into consideration the necessity of installing an incinerator for the burning of this rubbish, and we trust a sufficient appropriation will be made available for this purpose.


With the exception of a slight epidemic of diphtheria during the early fall, and an outbreak of scarlet fever in December, health conditions have been very satisfactory, and the com- plaints which have been received were not of a serious nature. This speaks well for the spirit of cooperation shown by our citizens in public health work. In closing we wish to express our thanks to the Arlington Welfare Council, the Arlington District Nursing Association, the School Committee, and all others who have helped in so many ways. The report of the Agent, Physician, Nurse, Dental Clinic, and the several in- spectors follow.
