The foregoing detailed account is a correct statement of the receipts and expenditures of the Town of Franklin for the fiscal year ending January 31, 1896.

REPORT OF OVERSEERS OF THE POOR.


The Board present the following report for the year ending January 31, 1896 :


Total number of persons having received aid. 126. Of these, 19 were in our almshouse, 4 are in insane asylums, 19 are settled in other towns, 24 were State paupers and 83 are settled in our town.


Bills are due from other towns and State to the amount of $425.37.


PERMANENT IMPROVEMENTS.


By vote of the special town meeting we were given an appropriation of $1,400 for putting in a water supply and repairs of the buildings at the Town Farm. We drew up plans and specifications for a new wind-mill plant and several estimates were given on the same. C. J. Jagger & Co.'s plans were finally adopted, and we contracted with them to do the work at an expense which appears in the Treasurer's report. Their work of erecting the wind-mill and piping the buildings was satisfactorily done and is working in the best possible manner, so that we have constantly on hand a supply of water, something that has not been had for a number of years. The present system consists of an Eclipse twelve-foot windmill and a 5,000-gallon tank. Water is carried to the various rooms and to the barn. A stand pipe has been placed in the main building, extending from the first floor to the top of the attic, through the halls, and a supply of hose is ready for almost instant use on each floor.


In case of fire a stream of water could be put on the fames in short notice. We have also built a cesspool (much needed improvement.) At the recommendation of the State Fire Inspector we have put in fire escape ropes in the rooms according to law. We have built an addition to the barn, laid a new stable floor, put in new stanchions. built an addi- tion to the shed and have a piggery under process of construc- tion, laid new floors in the halls, in house and piazza, etc. The farm is fast improving, and the crops the past year were

very successful and gratifying. The stock has been increased, most of which has been raised on the farm, and more produce was found at our appraisal than ever before. We have also added some new farming tools. The sales from the farm are not quite so large as last year, but this can be accounted for when we take into consideration the fact that we raised field instead of sweet corn.
