You are hereby required, in the name of the Commonwealth of Massachusetts, to notify and warn the qualified voters of the Town of Franklin to assemble in their Town Hall on Saturday, the four- teenth day of September, A. D. 1895, at seven o'clock P. M., to act upon the following articles, viz :
ARTICLE 1. To choose by ballot a Moderator to preside over said meeting.

ART. 2. To hear the report of the committee appointed to con- sider the matter of providing water for the almshouse, and take action thereon.
ART. 3. To see if the town will accept the widening of Central street at the cemetery, as laid out by the Selectmen, and take any action relating thereto or appropriate any money for said widening.

PROCEEDINGS OF SPECIAL MEETING,
SEPTEMBER
14. 1895.
At a meeting of the inhabitants of the Town of Franklin, in the county of Norfolk. qualified to vote in town affairs, held in pursuance to the foregoing warrant, in the Town Hall, in said town, on Saturday, the fourteenth day of Sep- tember, A. D. 1895.
The meeting was called to order at the time stated in said warrant by the Town Clerk, who presided at the choice of Moderator by ballot, in receiving which a check-list was used.
ARTICLE 1. William F. Ray was chosen Moderator by ballot, as aforesaid.
ARTICLE 2. The committee appointed to consider the matter of providing water for the almshouse made a verbal report through its chairman, George E. Emerson, which re- port was in substance as follows, viz : That the town dig a well in a suitable place upon the Town Farm, and buy a wind-mill and erect the same, so as to pump the water from the said well for the supply of the almshouse ; and to make necessary repairs ; and the committee recommended that the sum of fourteen hundred ($1,400) dollars be appropriated to do the same ; and thereupon it was voted that the report of the committee be accepted and fourteen hundred (1,400) dollars appropriated for the purpose of digging a well and providing and erecting a wind-mill and making other necessary repairs, as recommended by the committee ; and that the Selectmen and Treasurer be authorized to borrow the said sum of four- teen hundred (1,400) dollars and give the note of the town, payable in one year.
ARTICLE 3. The Selectmen made the following report in writing upon the widening of Central street, viz :

We, the Selectmen of the Town of Franklin, pursuant to the authority granted to us by Chapter 446 of the Acts of the General Court of Massachusetts for the year 1895, have laid out and widened the public way known as Central street, on the southerly side thereof. in said town, as follows :
The said southerly line of said way is changed to run as follows : Beginning at a stone bound six feet southerly from the northeast cor- ner of the Franklin cemetery, on the westerly line of Union street : and thence running north 59 degrees 5 minutes west through said cemetery to a stone post on the southerly line of said Central street.
The northerly line of said way remains unchanged.
Said widening is laid out over land of said town used for a cem- etery, and is shown on a plan thereof drawn by S. C. Taft and signed by us this day. which said plan is filed herewith and made a part of this laying out.
And the Selectmen hereby respectfully report said widening to the town for its acceptance.
Dated at said Franklin this sixth day of September. A. D. 1895.

And it was thereupon voted that the foregoing report be accepted and Central street widened, as therein recommended. and the sum of five hundred (500) dollars be appropriated therefor, and the Selectmen and Treasurer be authorized to borrow that sum and give the note or notes of the town, pay- able in one year.
ARTICLE 4. Voted, that the Selectmen be authorized to purchase an engine for a stone crusher, at a cost not exceed- ing five hundred (500) dollars, and to appropriate that sum for that purpose, and the Selectmen and Treasurer be author- ized to borrow the same and give a note therefor, payable in one year.
ARTICLE 5. Voted. that a hydrant be placed and main- tained at or near the place named in the warrant.

The polls may be closed as early as eleven o'clock in the forenoon.

At a legal meeting of the inhabitants of the town of Franklin, in the county of Norfolk, qualified to vote as re- quired by the Constitution for State officers, holden at the Town Hall, in said town, in accordance with the foregoing warrant, on Tuesday next after the first Monday in Novem- ber, being the fifth day of said month, in the year of our Lord one thousand eight hundred and ninety-five, for the purpose of giving in their votes for Governor, Lieutenant Governor, Secretary of said Commonwealth, Treasurer and Receiver General, Auditor, Attorney General, Councillor for the Second Councillor District, Senator for the Second Nor- folk Senatorial District, two Representatives to the General Court for the Eighth Norfolk Representative District, a District Attorney for the Southeastern District, a County Commissioner, two Special Commissioners, and a Sheriff for the County of Norfolk ; and also to vote Yes or No upon the following question : "Is it expedient that municipal suffrage be granted to women ?"

The meeting was called to order at 7 o'clock A. M. Prayer was offered by Rev. William M. Thayer and the warrant read by the Chairman of the Selectmen.
Bradley M. Rockwood and John B. Collins were ap- pointed Ballot Clerks by the Selectmen and were duly sworn before the opening of the polls, and Charles F. Nye and William A. Moore were appointed by the Selectmen as additional Ballot Clerks, and they were duly sworn and acted in the absence of the Ballot Clerks.
Fourteen marking shelves or compartments were provided by the town, according to law, and a guard-rail was erected six feet or more from said shelves or compartments.
The first set of ballots furnished for said election by the Secretary of the Commonwealth was. before the opening of the polls on said day, delivered by the Town Clerk, sealed, to the Chairman of the Selectmen and his receipt taken therefor.
The ballot box, furnished and certified to by the said Sec- retary. was, before the opening of the polls, opened in public meeting and examined by the Selectmen and the Town Clerk and found to be empty, and the register thereon was set at zero (0) and thereupon locked and the key delivered to the constable, Silas W. Nickerson.
The seals of the packages containing the first set of ballots were then broken by the Chairman of the Selectmen, who delivered the same to the Ballot Clerks, and the cards of instructions and specimen ballots were posted in the marking shelves or compartments and about the room outside the guard-rail, as required by law. after which the polls were declared opened.
And it was then voted that the polls be kept open until four o'clock, and then closed.
The ballots were delivered to each voter by the Ballot Clerks, after the name of such voter had first been publicly announced and checked by said clerks upon the voting lists used by them.

The ballot delivered to each voter was by him marked in one of the voting compartments aforesaid and thereafter deposited by such voter in said ballot box after his name had first been publicly announced at said box and duly checked upon the voting list by the election officers in charge of said box and list.
On the first day of November current the Selectmen appointed George R. Winsor, John W. Bradley. Charles Stewart and James W. Desmond as tellers to assist them in receiving, sorting and counting said ballots, and before enter- ing upon their duties as such tellers they were sworn by the presiding officer to the faithful discharge of their duties as such tellers.
The Selectmen and Town Clerk had charge of the election, and the ballot box and check-list used with the same were under their care.
At fifty-five minutes after nine o'clock in the forenoon the said ballot box was opened, by the unanimous consent of the election officers, to remove ballots therefrom for the purpose of counting, when the register on said box showed 258 ballots cast, and upon a complete count of all the ballots so removed it was found that there were 261 ; and at twenty-five minutes after two o'clock in the afternoon said ballot box was again opened by the unanimous consent of the Selectmen and Town Clerk, and the ballots therein removed therefrom, and at this time the register on said box showed that 725 ballots had been cast, and upon a complete count of the ballots so removed it was found that there were 472, making 733 votes cast in all.
The polls were declared closed at four o'clock in the afternoon, due notice having been made. after which the register on the ballot box showed 801 ballots cast; but it was known by the officers in charge that the register on said box did not register when some of the ballots were put therein ; and upon a complete count of all the ballots cast therein it was found that 812 ballots had been cast into said box and cancelled thereby.

The ballots were divided into blocks, and each block was canvassed as required by law, and the total result of said canvass was recorded on the blank forms provided for that purpose.
The names of the voters checked upon the voting list used as aforesaid were then counted in a distinct and audible voice in the presence of all the election officers and the public ; and the two check-lists used for the men voters each showed 754 names checked thereon, and the two check-lists used for women voters each showed 58 names checked thereon.
The check-lists used were furnished by the Registrars of Voters for the purpose of said election.
Atter the completion of the canvass of all the votes cast, and the whole number duly sorted, counted and recorded, declaration thereof was made, according to law, in open town meeting, as follows, viz :

Certificate of said balloting, signed by the Selectmen and attested by the Town Clerk, were sealed up in open town meeting.
The ballots cast into said ballot box by the voters were duly sealed and certified to thereon by a majority of the elec- tion officers for said town and delivered into the custody of the Town Clerk.
The voting lists used at said election were enclosed in an envelope and sealed and a majority of the election officers certified thereon to the identity of the voting lists so sealed. The presiding officer caused all ballots which were not dis- tributed to voters to be enclosed in an envelope and sealed, and placed thereon his certificate as to the identity of same.
The presiding officer delivered to the Town Clerk all said ballots cast, all undistributed ballots and the voting lists, sealed as aforesaid, together with the ballot box, in accord- ance with the law in such case made and provided.
And on motion the meeting was dissolved at 7.45 o'clock P. M.

EIGHTH NORFOLK REPRESENTATIVE DISTRICT.
The Clerks of the towns of Wrentham, Medway, Frank- lin, Foxborough, Bellingham and Norfolk, comprising the Norfolk Representative District, number eight, at their meet- ing at the Town Hall, in said Franklin, on Friday, the fifteenth day of November, A. D. 1895, at 12 o'clock noon, said day being the tenth day following the day of the election, and made out under their hands the following complete re- turns of all votes cast for Representatives to the General Court in said district, as follows, viz :

Charles Luther Aldrich of Franklin had one hundred and fifty-six-156.
Daniel Brown of Wrentham had eleven hundred and eight-1,108.
Jefferson Cushing Gallison of Franklin had ten hundred and sixty-eight-1,068.
Louis William Hodges of Foxborough had five hundred and thirty-four-534.
Edward M. Phelps of Foxborough had four hundred and seventy-one-471.
John F. Reardon of Medway had three hundred and ninety-five-395.

And did ascertain from the foregoing canvass that Daniel Brown of Wrentham and Jefferson Cushing Gallison of Frank- lin were duly elected and made certificates of their elec-

tion, one of which was sent to the Secretary of the Common- wealth and one was sent to the constable at Wrentham and one was sent to the constable at Franklin, to be served on the said Daniel Brown and Jefferson Cushing Gallison, as the law requires.

On the 17th day of October, 1895, the line between Franklin and Medway was perambulated and the bounds ex- amined by the Selectmen of said towns, and a record thereof made in Franklin, according to law.
And on the 27th day of November, 1895, the Selectmen' of Franklin and Norfolk met and perambulated the line and examined the bounds between said towns, and a record thereof has been made in Franklin.
