Shall an amendment to the Constitution providing for biennial sessions of the General Court and for a biennial budget which is further described as follows :-
This amendment annuls all existing provisions of the Constitu- tion and its prior amendments which require annual sessions of the General Court. commonly known as the Legislature, and pro- vides for biennial sessions in their place. It also provides that the budget of all proposed expenditures of the Commonwealth shall be so prepared as to cover two fiscal years instead of only one as at present required,-which proposed amendment was approved by the General Court and in a joint session of the two branches held May 27. 1936. received 141 votes in the affirmative and 117 in the nega- tive. and in a joint session of the two branches held May 19. 1937,

In accordance with the provisions of Chapter 54 of the General Laws, Tercentenary Edition and all, acts in amendment thereto, the City Clerk of Beverly, the Town Clerk of Wenham, and the Town Clerk of Hamilton, the City of Beverly and the towns of Wenham and Hamilton comprising the Fifteenth Representative District, met at twelve o'clock noon on Friday the Eighteenth day of November A. REPORT OF THE BOARD OF HEALTH
To the Citizens of the Town of Hamilton:
Greetings: The Board of Health submits the following re- port for the year ending December 31, 1938.
During the year 1938 the expenditures of the Health De- partment have continued to show a decrease, and this year we are asking for $200.00 less than in 1937. This makes a decrease of $2,000.00 since 1935 in the Health appropriation.
We awarded the usual garbage and rubbish contracts to Barkley W. Tree and Frank Maione. These were awarded at a saving over last year.
We continued the plan started last year of having all the dogs in town inoculated against rabies. This has proven its worth as not a case of rabies was reported in town last year.
The number of contagious diseases for the year 1938 were as follows :

REPORT OF FIRE DEPARTMENT
To the Honorable Board of Selectmen:
GENTLEMEN :
The Engineers of the Fire Department herewith submit their report for the year ending December 31, 1938.
The department responded to 35 alarms as follows: 13 stills, 1 false, 1 police, 1 inhalator and 19 bells.
The amount of hose laid: 21/2-inch, 2900 feet; 11/2-inch, 600 feet ; 3/4-inch, 2,700 feet.
2,050 gallons of water was used from the booster tanks.
The engine house was reshingled.
The amount of equipment purchased this year: 1 set of hose protectors, 350 feet of 21/2-inch hose, 6 paris of rubber boots, 1 gas mask and a booster tank for the G.M.C.

REPORT OF THE TRUSTEES OF THE PUBLIC LIBRARY
To the Citizens of Hamilton:
The Trustees of the Public Library present to you their report for 1938.
During the past year it has been our aim, together with the advice of the Book Committee, to add to the library the largest number of good books of all kinds that our budget afforded. We feel sure that a good type of fiction has been furnished the readers and a very complete line of reference and other non-fiction works.
In some cases borrowers have failed to return books or make other restitution for them, and the librarians have been instructed not to loan them more books.
When the card index of the books in the library has been com- pleted there will be an index at the South Reading-room, as well as at the Main Room. This work has been undertaken through a W. P. A. project, and has been done thoroughly as far as the allotted time and money would carry it.
Constructive criticism is always welcome. Several times unfa- vorable opinion has been expressed regarding the use of the reading room at South Hamilton as a salesroom by the various organiza- tions of the town. To add to the dignity and usefulness of this room, the Trustees recommend that the practice be stopped.
There is no room whatever for expansion at the South Branch where the greater number of people is served, and we are looking forward to the day when our town will have its own library build- ing. What a splendid W. P. A. project !

LIBRARIAN'S REPORT
To the Trustees of the Public Library:
Herewith is presented the 46th annual report.
The circulation of books showed a gain of 968 over that of 1937, that of 1937 being 17,579 and that of 1938 being 18,547. Circu- lation at Main Library 6,775, a gain of 159 ; circulation at Branch Library 11,772, a loss of 171. This is an average of 9 books per capita.
During the year, we received 137 gift books, mostly non-fiction and reference works. These books have proved of inestimable value to us in dealing with the 200 reference questions answered through the year.
Fiction continues to be the most popular type of reading, rating 72% of the total circulation of books. Books for children ranked next with 23%, non-fiction was lowest with 5%.
The circulation of periodicals remains about the same. The library subscribes to 35 periodicals. We have received several gifts of periodicals, among them Natural History and Mining Congress Journal. Many pamphlets dealing with vital questions of the day have been received.
Much-needed work was done through a W. P. A. project. An inventory of all books was taken at both libraries. Two card cata- logues were made, each containing author, title, and subject cards. One was typed for the Main Library, the other written for the Branch Library. In all, a total of 40,000 cards were made. These card catalogues will prove of great value to our borrowers.
There is some mending and shellacking to be done this year. When finished, we will have a Library of which we should feel very proud.
