It should be remembered that this amount ($105,332 11) does not include the expense of concrete sidewalks and crossings, which is not legitimately chargeable to highway repairs and improvements.
It may also be proper to add in this connection that, under the hitherto prevailing system of rendering pay rolls for labor on the highways, no perfect classification of expenditure on different streets can be given. These rolls represent nearly two-thirds of the entire expenditure, but neither labor nor materials furnished are localized sufficiently for street classification. For ordinary repairs this would be unnecessary ; but, for any permanent or special improve- ment or expenditure, such classification would be desirable. Under the system adopted for 1875, limiting appropriations for particular streets, the cost of special improvements will be readily shown.
FIRE DEPARTMENT.
The term of service of this Department expires annually, on the 1st of February. The compensation of its mem- bers for 1874 was established as follows : -
Chief Engineer, $700 per annum; Assistant Engineer, $125; Clerk of the Board of Engineers, $100.
Steamer Companies, Nos. 1, 2 and 3 : Foremen and Clerks, $45; Engineers, $1,080; Drivers, $900; Stokers, $100 ; Hosemen, $40.
Hook and Ladder No. 1: Foreman and Clerk, $45; Driver, $900; other members, $40.
