TO THE HONORABLE CITY COUNCIL :


Gentlemen :- In conformity with the requirements of Section 10 of Ordinance No. 4, relating to Finance, the undersigned presents herewith his Annual Report of the receipts and expenditures of the City of Newton for the financial year commencing January 1, and terminating December 31, 1882, with a detailed account of each department, a statement of the liabilities and assets, the rates of interest and times the notes and bonds are payable ; also a statement of the sinking funds, a schedule of the real and per- sonal property, with other information relating to the financial matters of the city.

January 1, 1883, your Commissioners purchased for the Water Debt Sinking Fund $10,000 00 of the Water Debt 4% Bonds of the City of Newton, and of the City Debt Sinking Fund $8,000 00 of the same bonds at par and accrued interest, and your Commis- sioners now have on deposit on interest the funds to meet the debt of $40,000 00 that matures April 1, 1883.

Had the rate of interest on the class of investments in which the sinking funds of a city may be invested remained as high as it was when your sinking funds were commenced, in 1876, it would not have been necessary to increase the amount to be raised by taxation.
