NEW DWELLING.


For several years past, the matter of erecting a dwelling for the Engineer and Fireman has been more or less under discussion by the Water Committee ; but no decided action in the premises has been taken until the early part of the past year, when, in accordance with the recommendation of His Honor the Mayor in his inaugural address, the Water Committee requested the City Engineer to prepare plans and specifications for a double-house, to be erected on the side-hill in the rear of the Pumping Station. Plans were accordingly prepared by the Engineer, authority for the work obtained from the City Council, and contracts for the

same were awarded. That for the building was given to Messrs. Higgins & Nickerson of Ward 2, and that for the cellar and grading to Charles H. Hale of Ward 5. The building is a two and one-half story double-house, divided so as to give eight rooms to the Engineer and six to the Fire- man. The rooms are of comfortable size and conveniently arranged, and the house is located on a site commanding a good view of the Pumping Station and Filter Basin.


The contracts for building, grading, etc., have been carried out under the direction of the City Engineer ; and the Engi- neer and the Fireman will take possession January I.


FILTER BASIN.


The work at the Filter Basin during the past year has been much the same as in previous years. It has been kept free from vegetable growth, and the banks and retaining walls have been kept in good condition. In July, the Com- mittee asked for and obtained from the City Council an appropriation for driving pipes in the Basin as a means of increasing our supply of water. With this appropriation, the City Engineer has obtained seventeen wells that are now flowing; and he estimates the total yield per twenty- four hours from these and pipes previously driven to be from 500,000 gallons to 750,000. Notwithstanding this yield, however, it will probably be necessary to take measures, during the coming season, for the further increase of the water supply.


RESERVOIR.


The Reservoir has needed no attention during the past year beyond the work of keeping the grounds in good con- dition. With the exception of a small leak reported by the Superintendent as existing around the overflow pipe, which can be repaired at small expense, the Reservoir is in a very satisfactory condition.

GENTLEMEN, - In conformity with the requirements of Section 10 of Ordinance No. 4, relating to Finance, the un- dersigned presents herewith his Annual Report of the receipts and expenditures of the City of Newton for the financial year commencing Jan. 1, and terminating Dec. 31, 1883, with a detailed account of each department, a statement of the liabilities and assets, the rates of interest, and times the notes and bonds are payable, also a statement of the sinking funds, a schedule of the real and personal property, with other information relating to the financial matters of the city.
